I haven't seen freedom's RV dead in a very long time. Even in non-peak times, there's always PvP going on in my experience.
You're right about the base camping. But that's what happens when there's literally 100 times more people PvP'ing....sides can be very uneven. It rarely stays that way for long though, because all it takes is a few people switching sides, and 10 minutes later the situation is totally different. -
Thanks to the devs' attempts to kill PvP, PvP'ers had to consolidate on one server to have any PvP at all. Since Freedom was the most busy already, everybody went to Freedom. So now Freedom is really busy, but all other servers are dead.
They really should have the free server transfers always on, instead of being a temporary thing. -
Not everyone, but enough people to make you want to have it. It's mostly for arena. People will learn quickly who doesn't have it, and he will be farmed. In zones you can get away without 41, but it can all quickly change, and all it takes is one mind dom or troller to randomly decide to target you. When playing against half-competent opponents, getting kb'd means death.

Where pain is basically all buffing, cold is all offense. It's not nearly as good as it used to be before I13, but it's still good. I'd stick with pain personally though.

I'd go with emp, therm, or cold. Emp for mostly pure buffing. Therm for some buffing and some offense. Cold for mostly pure offense.

Fire has really fast damage, just not as proccable as rad and no -res. But it's fast, which is good in this PvP.

Yes, I'm generalizing, but AR really is horrible.
But since you're making the toon anyway, you will at least have a good PvE toon. No doubt it'll be good in that. -

Let me ask you this. Do you win every single time on FotM builds? Do you dominate everybody you play? If not, you should probably not be making really bad new builds, but concentrate on getting better with what you already have. -
Just ask Louie Kaboom on Freedom. He spent like 15 billion on his AR/dark. It's probably the most pathetic corr on Freedom. Literally the only thing he's capable of is tp droning. Granted that's mostly because he is just really really horrible at the game, but at least part of it is because of the build.
Generally the rule is: If a build doesn't even become average with a 15 BILLION investment, it's probably not something to spend time on. -
Where in the zone was it? By the base? Perhaps it's caused by that new field thing. It's already known to be bugged by causing travel suppression. Very likely it's bugged in 10 other ways too, this being one of them.

Speaking of which, is it just me, or has anyone else noticed that the power/slot screen looks a bit different after the last issue? It may be just some graphical thing, but all the powers have room for 7 slots now. Like there's an extra space on the end, where there wasn't one ever before. Can't slot more than 6, but perhaps it's a sign that in the near future you will be able to? Anybody else thought about this?

SC isn't crap, it's just mostly dead because everybody just goes to RV now.

It's a 100% chance to placate your opponent, meaning he loses you as the target for a second or two.
Like barrier, I would slot it in anything I could. It's one of the the most broken things in the game.
