Updating that this service is still available with a 3 day notice and that I now have level 50s transferred to the following servers: Exalted, Freedom, Virtue, Victory, Liberty, Union & Defiant.

Author's Update: 10/19/11
Personal notes: I haved been extremely busy at work as we are gaining major ground in our business partnership and I've been busy relocating / moving over the last 6 weeks (had limited CoH time), but I have been thinking over the approach I had planned for this series of arcs and decided to simplify it even more than I initially planned.
I asked myself, "Aside from me, who are these arcs for?"
I answered, "Duh, stoopid... Incarnates!"
So, I've decided to scrap the initial format...
Initial Plan
(10 missions per line / new contact per part):
Part 1s: 5 missions (level ranges 22-27 / 35-40)
Part 2s: 3 missions (levels 45- 50 / guest appearances)
Part 3s: 2 missions (levels 50-54 / guest appearances)
For a much more intense combat format...
New Plan
(5 missions per line / new contact per part):
Part 1s: 1 mission (level 50-54 / guest appearances)
Part 2s: 2 missions (level 50-54 / guest appearances)
Part 3s: 2 missions (level 50-54 / guest appearances)
Sweet, so I've raised the bar there. So, where else am I raising it?
Enemy Group Difficulties
Old Skool = Easy to keep it solo-friendly.
New Skool = Medium - Hard (with the exception of some Front locations and ambushes during combat) to make it Incarnate-friendly.
Required Combat Allies w/Follow
Old Skool = Balance them at @100% rewards
New Skool = 2-3 attacks max to reduce reward hit, yet still give them flavor and purpose.
Arch-Villain Ranks
Old Skool = Save 1 for each finale.
New Skool = At least 1 per arc.
Q & A
Q: Why the changes?
A: Simple. Architect Entertainment isn't widely popular for text-heavy story arcs. It's in my opinion that a large amount of people want action and challenge in the driver's seat, including me.
Q: Does that mean your missions will be farms?
A: Not that there's anything wrong with "themed enemies" for your superpowered characters to fight, but these will not be easy in the sense of what I've encountered. I mean, you may be able to "farm" the revamped "Black as Midnight: Team Spirit" arc if you aren't put off by certain powers stacking and the occassional Confuse and Fear... but no, I'm not guaranteeing "max tix" or designing the arcs for any certain builds.
Q: How much of a story is there going to be for those who enjoy that?
A: Enough for any one person to understand it all that they will need to read bios, clues and NPC text throughout all 14 missions spanning all alignments. Play just the 5 Hero missions, you'll only know what the Hero knows at the end. Play just the middle 2-mission Rogue arc, and it'll probably feel like you jumped on a PuG. Regardless, I hope to present both a challenge and enjoyable mission experience that feels like it's part of something more grand than what you've just experienced.
The Current Revamps
The redo of "Black as Midnight: Team Spirit" (Hero) as a 1-mission arc is now in Feedback stages. It's basically mission 1 of old with expanded map and elements of missions 2 & 3 in the mix. Old missions 4 & 5 will be reflected in upcoming arcs, since the overall planned story is still the same... just to be presented in a quicker manner. (Yes, I still have old arc saved to file)
I've ran it solo at +0/x8 with the following level 50 (+1)s:

"Black as Midnight: Team Spirit" is currently hosting 2 guest appearances.
BrandX as Ally in Front who is after the same Circle of Thorns mage as you. (triggered via glowie)
Aniketos Pium as an Ally in Back who is following a lead on an assassin you're about to encounter. (triggered via glowie)
As I mentioned in an earlier post, I don't want Tips & Tributes forced upon you... so... if the Collection "Glowie" doesn't seem relevent to what's in Navigation... then you may not want to click it if you don't want to risk gaining an EB Ally or EB Foe.
"Dead by Midnight" (Villain) is going to be redone and renamed shortly.

Progress Update: 10/19/11
2 have been notified of their pending appearance based on their approval.
And with that, I want to also note the following:
Ally Requests:
Player Allies will have 3-4 damaging attacks so that they do not steal too much rewards.
Defensive capabilities set to max are fine.
Enemy Requests:
Player Enemies may have more attacks than Allies, due to the fact they provide rewards.
Player Enemies can be capable of status protection, if their powersets allow.
Player Enemies will not exceed 100% rewards by more than 10%.
And remember, all winners are Elite Boss rank except for the top 2 who will be AV rank.

The Player Event Resource Committee Presents:
Design Challenge - Bases on a Budget
This is a contest to test your creativity, skill, and talent at base design! We want to see what you can do on a limited time and prestige budget. Forty designers will be chosen to compete, ten per category.
Are you ready to prove that you are a great base designer?
There are four categories in which contestants will be selected to compete.
- Arcane/Magic (examples: Enchanted Tiki Room or Magic Rainforest)
- Technology/Science (examples: Mad ScientistÂ’s Lab or Spaceship)
- Modern/Livable (examples: High Rise Apartment or Dorm Room)
- Freestyle/Player Choice (examples: Farm, Jungle, or Candy Factory)
- Anyone who wishes to compete may enter by filling out a short form linked at the bottom of the post.
- Contestants will be chosen based on creativity of their answers, passion for designing, and skill level.
- Entrants may choose to link up to 3 screen shots of previous base work.
- Having previous base building experience is not a requirement; a variety of contestants will be chosen.
- You will be asked to rank (1 least to 5 most) the categories in which you would like to compete in. We will attempt to accommodate each playerÂ’s first choice as much as possible. Players will only compete in 1 category.
- Entries will be accepted until October 14th. Contestants will be selected by October 21st and will be invited into bases that week.
- Contestants will be posted on the forums and will be notified individually via email.
- Each contestant will be given a base to design. Each base will have exactly 300k prestige.
- Contestants may not do anything to earn or buy more prestige for the super group. Part of the challenge of this contest is designing on a tight budget.
- Peacebringers are recommended to use as the base designer for the use of fly. If you do not have that option, please request influence for a jet pack.
- Any player who does not have access to Paragon Rewards base items may request that a PERC Rep drop them off in the base.
- Contestants may design up to three rooms.
- Design/Building time will end on November 15th.
- Judges will tour bases between November 15th and 22nd.
- Contestants may choose to be present for the tour to explain details of the base design.
- Each category will be judged independently.
- Bases will be judged on: creativity, theme, difficulty, flow/cohesion, and overall aesthetics. Bases will not be judged on functionality (power, control, etc.)
- One winner and up to two honorable mentions will be selected per category.
Per Category- 1st place - 2 billion influence, a Gold title for the character of choice, and a special Costume Code
- Honorable Mentions - 500 Million influence

Ran thru Zamuel's work-in-progress arc that was temporarily published to receive rewards for participants. Gotta say there's some clever use of mechanics at this point, very nice looking customs and no dull moments. The Zam man just needs to finish writing the NPC text, clues and mission dialogue for the 3 missions of the arc we witnessed... but the arc is looking to be another quality arc by Zam.

I kinda tend to spend... absolutely nothing wrong with the basics... but I like the media toys I got. All personal preference. Total cost for the programs for me has been around $120 I believe.

Like Bubba said... Fraps videos will be consume a lot of space... I tend to delete my Fraps footage once I finish a product and I try not to keep too much Fraps footage for long.

Ran through Lord of Storms new arc with him tonight... potentially freakin' AEwesome arc from my viewpoint. Finale is unlike any I've personally encountered yet. Tried to talk him into helping the dim-witted like me understand the complexity of it all more... hafta see if he makes any modifications.

It's up to the character's owners. If no text is submitted, I will do my best to reflect the character's attitude and motivations based off their submitted bio.
Knowing whether players want their characters to be ally or enemy (or even betray) is a huge step in knowing which of the remaining 6 arcs the winners will appear in.
I'll try to touch base with the player via PMs here and see if it'll help any at that point.
And don't forget... if a character's owner plays the arc and requests changes or modifications... I'm cool with that. I know it's very difficult at this juncture to know exactly what's going on and how you feel your character would act / react...

Posting the Costume Code is real simple.
Go to Tailor or Facemaker ----> Save buttom ----> Name your costume
Go to Program Files---> City of Heroes---> costumes (folder)
Open---> Your costume file ---> Select All -----> Copy
