Wow, this took off a bit more than I was hoping for. Well, excellent! As to thoughts on it's design, I was thinking along the lines of Winterminals suggestions. And true, I don't think every piece should have eyes, but I don't think it would be a bad idea to have multiple versions of some pieces, so that the player could decide where they wanted their eye to be on the armor set.
Also, I like the idea of unlocking it via the CoP trial--would give an actual reason to run it for non-badgers, since the merit and temp power award is paltry. I hope someone from the art team stumbles on this thread, I've been at a loss to find the perfect costume for my new shield. -
Ok, let me preface this by saying I don't want to argue about the whole annoying unlocking costume pieces via badges. Personally, I think it sucks. But for the sake of this thread, let's just work with what we have, shall we?
Anyhow, hunting down rularuu for the badge (or doing the task force, I guess) is something many heroes with a weapon grudgingly looks forward to when they get to a level high enough. Unlocking that awesome rularuu shield/weapon is a pain in the butt, but finally getting access to it is Fun Times.
However, there is no incentive for heroes without a weapon (except for badge hunters, of course) to hunt down all those darn Overseer's, as they get nothing but the badge. So, why not add a Rularuu armor set that even non weapon heroes can unlock and use? Picture a leathery armor with a giant, moving eyeball in it. Awesome
Of course, I'd prefer to NOT have to unlock this costume item, but again, I'm working with the system we currently have. What do you guys think? -

Gardener Melee
Level 1- Snip Snip
Melee, Moderate DoT (Lethal), -Defense
You make some quick clips with your hedge trimmer to give yourself some room in a fight—or alternatively, trim a hedge.
Level 1- A little off the Top
Melee, High DMG (Lethal), -Defense
A slower yet devastating move that is sure to cut deep into any offending plant.
Level 2- Get off my Lawn
Cone, Moderate DMG (Lethal), -Defense
Like any well-prepared gardener, you pull out your weed whacker to clear the area of any pests.
Level 6- Build up
Self +DMG, Self +ToHit
You sharpen your tools and prepare yourself for the perfect cut.
Level 8- En Garde
Melee, Moderate DMG (Lethal), Self +Defense(Smashing/Lethal), -Defense
A gardener most know how to defend himself from any dangerous situations, and you’re not just any gardener.
Level 12- Confront
Ranged, Foe Taunt, -Range
Challenges a foe to attack you. Useful to pull a man-eating plant off an ally who finds himself in over his head.
Level 18- Nunchaku Clippers
PBAoE, Moderate DMG (Lethal), Minor DoT (Lethal), -Defense
You whirl around your clippers like an awesome ninja. Hey, you’ve seen a few ninja movies too. Don’t judge me!
Level 26- Pruner
Melee, Superior DMG (Lethal), -Defense
A deadly, two move attack that forms an X shape with your trusty clippers. This attack deals superior damage.
Level 32- Lawnmower Man
PBAoE, Extreme DMG (Lethal), Foe Knockdown, Self Teleport
With a bit of nitro in your lawnmower, you’re ready to take down ANY weeds that pop up in Paragon city. -

Disco Fever
Level 1- Panel Freeze
Ranged, Moderate DMG (Energy), Immobilize
You’ve summoned a single panel from a disco grid to lock down an enemies movement.
Level 1- Boogie
Ranged, Moderate DMG (Energy), Hold
None but the strongest enemy can resist dancing when you start playing that music.
Level 2- Gridlock
Targeted AoE, Moderate DMG (Energy), Immobilize
You’ve frozen a group of enemies on the disco grid. But they’re not dancing!
Level 6- Record Toss
Ranged, High DMG (Smashing), chance for knockback
Like any prepared party animal, you can quickly fling a record at the nearest enemy. Be warned, this may kill their mood to party!
Level 8- Got the Fever
Toggle PBAoE, Minor DMG (Energy), Chance for confuse
The constant strobe lights around you stab at others eyes, and can confuse them into attacking anyone near them in an effort to stop the noise.
Level 12- Rock the Boat
Location AoE, Knockdown
You summon a grid on the ground that tends to surprise enemies passing over it. And by surprise, I mean knock them down.
Level 18- Boogie Fever
PBAoE, Hold
The combination of lights and sounds force all surrounding enemies into a dancing fever they just can’t resist.
Level 26- Time Warp
Targeted AoE, Stun
Enemies are so bewildered by your continued fascination with Disco despite it’s death, they don’t know whether to be impressed or disgusted. It takes them quite a bit of time to make up their mind after you mix it up in front of them.
Level 32- Do the Disco
Pet summon
Because of your extensive memorabilia collection and love for the era, you’ve managed to create the one thing that will bring the envy of all your peers; A giant floating disco ball! The peers that don’t find the ball amusing can rest assured, the ball shoots lasers at those who mock it. -

Janitorial Control!
Level 1- Toilet Seated
Ranged, Minor DMG (Lethal), Mag 3 immobilize
You just tossed a toilet seat around an enemy! I’d like to see you at a game of horseshoes.
Level 1- Water Hosed
Ranged, Moderate DMG (Smashing), Mag 3 hold
A good janitor always has a garden hose near at hand, for when things need to be wrapped up cleanly.
Level 2- Put out the Cones
Targeted Location, Mag 4 Immobilize
The janitor has set out his cones. Thou shall not pass!
Level 6- That smells nice!
Targeted AoE, Placate, Chance for confuse
Your handy dandy can of Febreeze turns enemies into friends. In fact, they may fight amongst each other to be your best friend.
Level 8- Aura of Cleanliness
Toggle PBAoE, +Res(Recharge, Recovery, ToHit, speed)
No matter what happens, nothing can slow a janitor down. With this toggle active, you’ll always be bustling around without a care in the world.
Level 12- Water Hazard
Targeted Location, Knockdown
There has been an…accidental water spill. Watch your step!
Level 18- Barricade
Targeted Location, Mag 3 Hold
The janitor is fencing off a rather large mess. That mess is probably glaring at him from beyond the barricades.
Level 26- No means no
Location, Pet Summon, Terrorize
You have told the enemy that they cannot use the restroom because you are cleaning it. Now they can’t help but think about needing to find one. Only the most mentally strong enemies can ignore its siren call.
Level 32- Janitor’s Friend
Pet Summon
One of the janitors best skills is to know when he cannot accomplish a job alone. When this is the case, he can summon up to three cleaning wands to help him with his problem. -

Food Fighting!
Level 1- Applesauce Toss
Ranged, Minor DMG (Smashing), -To-Hit
It’s hard to believe this is an attack, but it does deal a little damage, as well as obscuring your enemies field of vision.
Level 1- Mystery Meat
Ranged, Moderate DMG (Smashing), -Defense
Nothing is grosser than smelling this meat, and your enemy is about to get a face full of it!
Level 2- 1% Milk
Cone, Minor DMG (Cold), -Resist, -Recharge
Seriously, why don’t they just call it water? Enemies hit with this carton of milk will cringe from it’s awful taste.
Level 6- Jello Mold
Ranged, Mindor DMG (Smashing), Mag 3 Disorient
You chuck a large portion of jello at your enemy. They’ll be seeing fruity stars for a while.
Level 8- Lunch Tray
Close, Heavy DMG (Smashing), chance for knockdown
You could use it as a shield, but why would you? You can fling this tray at a nearby enemy for heavy damage!
Level 12- Aim
Self +To-Hit, Self +DMG
What good is food that lands on the ground? None, if it’s after 5 seconds. You prepare yourself and increase your ability to aim accurately so you can throw a devastating meal.
Level 18- Pie Bomb
Targeted AoE, Moderate DMG (Smashing/Lethal), knockback
You could toss a pie like a normal clown, but you know what would be better? A pie with a bomb in it. That’s what.
Level 26- Spork Rifle
Sniper, Extreme DMG (Lethal/Hilarious)
You carry around this contraption solely to shoot spork missles at the enemy. If you don’t die from embarrassment, they probably will.
Level 32- Pizza Friday
Targeted Location, Superior DMG (Lethal/Fire), special
You’ve just given the enemies the most coveted food item of all—Pizza! They’re about to find out, however, that you have added your own secret ingredient to the meal. -

Cat Blast!
Level 1- Tabby Toss
Ranged, Minor DMG (Lethal), -Defense
A quick, underhanded toss of a cat is sure to surprise an enemy.
Level 1- Calico Chuck
Ranged, Moderate DMG (Lethal), -Defense, Minor DoT
More powerful than tossing a Tabby, you forcefully throw a Calico at the enemy, surprising it and watching as it claws his face.
Level 2- Release the Blues
Ranged Cone, Moderate DMG (Lethal), -Defense, Chance for knockdown
A pack of Russian Blues escape from you, running over and clawing any enemy in its way.
Level 6- Burmese Bowler
Close, High DMG (Lethal/Smashing), -Defense, Chance for knockdown
A very angry Burmese cat is hurled point blank at an enemy, possibly knocking it down.
Level 8- Siamese Snipe
Sniper, Extreme DMG (Lethal), -Defense, Knockdown, Moderate DoT
You throw a pass worthy of a game winner, only it’s a pissed Siamese at 40 mph slamming directly into an enemies face. Ouch.
Level 12- Aim
Self +To-hit, +Damage
You ready your arm and prepare for the next throw, increasing your accuracy and the force of your throw.
Level 18- Yowling Kennel
Targeted AoE, Fear, -Defense, Mag 2 Immobilize, special
You throw a kennel of screeching cats at the enemy. The enemies quake in fear of the release of yet more rabid, angry cats.
Level 26- Shorthair Shockwave
Targeted Aoe, Moderate DMG (Lethal/Smashing), -Defense, chance for knockdown, special
The kennels door explodes outwards, and a horde of angry short-hair cats are suddenly released, flying in all directions and knocking into any enemies that happen to be nearby.
Level 32- Kitty Cannon
Targeted AoE, Extreme DMG (Lethal/Smashing), -Defense, chance for knockdown
You’ve put your most ferocious feline into a cannon. And it’s aimed directly at an enemy that is about to get a fun surprise. (Functionally identical to Full auto)
Fish Blast!
Level 1- Anchovie Assault
Ranged, Minor DMG (Smashing/Cold), -regen
A quick barrage of small fish are thrown at the enemy, covering them in slimy fish goop.
Level 1- Trout Toss
Ranged, Moderate DMG (Smashing/Cold), -recharge, -speed
Stronger than an anchovie, throwing a trout at an enemy is sure to slow your enemy up!
Level 2- Pufferfish Grenade
Targeted AoE, Moderate DMG (Smashing/Cold), Toxic DoT
A tossed, angry pufferfish is not something you really want near you. Watch out, it may expand rapidly!
Level 6- Fish Boomerang
Close special, Moderate DMG (Smashing/Cold), -Recharge
A very special fish is thrown that rebounds after it hits an enemy, usually careening into another nearby enemy.
Level 8- Aim
Self +To-Hit, Self +DMG
You prepare your hands and put in your noseplugs. You are now prepared to throw those fish with great accuracy and more force.
Level 12- Swordfish
Sniper, Extreme DMG (Cold/Lethal), Minor Lethal DoT
You carefully aim and hurl a swordfish at an enemy, impaling him and causing him to slowly bleed out.
Level 18- Piranhas
Cone, Extreme DoT, (Cold/Lethal), Chance for -resistance
You carry around a bucket of pirahnas for just such an occasion. Be careful in storing them--they are pretty much always hungry!
Level 26- Salmon Slammer
Close, High DMG (Cold/Smashing), Chance for knockdown
A high density tube of salmon smash into your enemy at point blank range, dealing heavy damage and possibly knocking them down.
Level 32- Blood in the Water
PBAoE, Extreme DMG (Energy/Lethal), Moderate DoT, special
Sharks are summoned from the plane of water to surround you and defend you from any threats. They also have freakin' laser beams attached to their heads. After summoning them, you are drained of endurance and unable to recover for a short time.

The Apex and Tin Mage TF's give the option to collect an astral merit as your end reward (once per day).
You can convert that into 4 threads. -

From what Prometheus seems to imply in-game, it's actually the reverse of what we used to believe about incarnates. The old "Gods" (such as Zeus) were actually mortals infused with the power of the well, and not what we consider gods at all.
At least, this was the conclusion I came to after chatting at him and making him angry. -
Hi there
I'd just like to add, not only do trial haters never have to step foot in a trial, but that some of the endgame tf's (Apex and Tin Mage, specifically) now award an Astral merit once per day, so everything that those unlock (and breakdown into) are also available. It's still the slow route, but people will conveniently ignore those routes and demand to be satisfied with a fast/easy way to unlock incarnatedom.
