How does it fulfill any role that Leaping + Fitness doesn't already fulfill? I don't see how it does.
In order to figure out how the powers compare numbers wise, you'd need to provide more info. You need to give Adrenal Boost (which probably needs a name change because of the similarity to Empathy:Adrenaline Boost) its duration to go with its recharge time to calculate up time. Combat Jumping costs .065 end/sec, not .03 (the cost is .0325 end every .5 seconds). The +recharge cap is only 400%, which means that Rush is going to be wasted, especially since you only want it to be a 5 second duration.
Personally, my biggest problem is that I don't see what it accomplishes honestly. You don't like having to take Fitness and Leaping in order to have an acrobatic character (which is what Leaping is supposed to signify anyway), is that it? Doesn't really seem like that big of an issue to me.

Well... It fits the niche of 'Natural' travel power. It's Robin's Travel Power. As well as dozens of 'Street Level' heroes.
As for the Recharge cap being 400% I was well aware. The 1000% makes sure that you can't possibly be 'slowed' through the 5 second burst of recharge. Say: By player made NPCs with Carrion Creepers. Similar to the Knockback Set IO which gives a percentage chance of increasing your recharge by: 1000%
As for what it can do that Leaping can't: Increase your recharge rates of powers. What can they do that fitness can't: Get you going -really- fast.
However a player -could- simply take this set as opposed to Fitness to get around. And with 2 toggles and 2 clicks it fits into the 'classic' setup for a travel pool.

Finding a team is no harder -now- than it was before. If Bill (a player native to Pinnacle) can flip over to your home server and build a team -faster- than you that lasts -longer- than your team: It's not your server that has issues.
He asked if your teaming criteria might be too high. His was rather average.
If other people are not having trouble finding a team but you are: Perhaps the trouble isn't the teaming. Perhaps the problem rests on your own shoulders.
I knew a girl who used to stand under Atlas statue for 3 hours, not sending tells, not asking for a team, doing nothing. If she didn't get invited to a team then she'd log off and be upset all day. Does this mean that 'Teaming is Dead'? No. It means that she wasn't looking at all. Perhaps you're looking too hard or not hard enough?

Honestly? I'm hoping Going Rogue breaks the 'no teaming, no friending, no trading' ban between sides. I'd love to have a Supergroup base that members on both sides of the pond can enter. Just make it so only Neutrals and Heroes can use Hero Teleporter locations and only neutrals and villains can use Villain zone teleporters.

'Cause swapping costumes takes up memory. Not just for you but for everyone else nearby. A person could, theoretically, hot-swap their costumes fast enough to overload someone else's RAM with each change, causing a system crash.

Well let's see!
Sprint gives you a .5 increase to your run speed (+50%) while Swift gives you a .35 (+35%) to run -and- fly. Meanwhile hurdle grants a 1.245 (+124.5%) to jump speed and 1.668 (+166.8%) to height. Now these are all unmodified numbers.
So! Adrenal Boost would be a short duration click granting a +50% run speed/fly speed bonus for a short time. 45 seconds? 1 Minute? It would also grant a 15% recharge rate boost. That still puts it well under the marks of awesome that are Siphon Speed (+297% run speed) and doesn't infringe on Speed Boost, either. (+50% to recharge)
Quickfoot (I just don't have another name for it at the moment) would be a run/fly speed equivalent of Combat Jumping. So a slight defense buff, a buff to slow resistance (as opposed to immobilize) and an insanely low end cost (.03/sec)
Acrobatics (Still needs a new name! >_<on the other hand would be pushing the borders. It would start out with a +70% run and fly speed increase, as well as a 300% Jump speed increase (as 3 slotted hurdle gives you). It's still WELL under the 2700% increase to jump speed that Super Jump gives.
I'd also like to suggest that Acrobatics users gain a Defense buff on a slightly higher scale than that of hover or Combat Jumping.
Meanwhile Rush would -probably- give you all of the movement rate increase of Acrobatics without the toggle's end cost and WITH the 5 second 1,000% recharge rate to all (affectable) powers. I'd then suggest making Rush be unaffected by recharge enhancements or powers.
Combined with Swift and Hurdle the Acrobatics Set (as I've outlined it) would -almost- border on Super-speed, grant some defense instead of stealth, and increase the character's recharge a -little-. However it would cost 6 powers. Worth it?

I'm not attempting to use CO as a basis for the argument. I was correcting EvilGeko's statement that players get travel powers at level 1 in CO.
As for the rest of my post it was as an offering for an alternative to the OP, which just gives people free powers. At least with my alternative you have to give something up for the travel power, which is why the travels are in pools to begin with.

sure, but not PL'ing may cause the players to experience CoT in PP, and other really bad low level content and quit the game - when they would have stayed if they had PL'd to 15 and gone to Faultline, or 35 and gone to RWZ.
There is zero reason to think that more players will stay in the game if they experience low level content than if they powerlevel.

How many times have you seen people on the forums complain about the lack of 'end Game' content? Exacerbate this with a lack of knowledge of the game itself and you've got a Newblet who really doesn't feel there's a point to the game.
If you're talking about PLing 3-10 levels then... I don't -really- care if newbs do it. If you're talking 12+ levels then yeah. They should NOT powerlevel.

Adrenal Boost: Click power on a Long timer. Short Duration +Runspeed +jump +recharge. Similar to the increase in speed of toggling Sprint with a +15% recharge to all powers. Backloaded end cost to give it a micro-crash.
Quickfoot: Toggle power, very low end cost. +Runspeed +res Slow +Def (same as combat jumping)
Acrobatics: Toggle power +Run Speed +Jump Speed +Jump Height +Def. Roughly equivalent to 3 slotted Swift and Hurdle as it's base, with a decent +Def mod. Higher than that of Flight or Superspeed, for example, since you're moving more slowly than Flight -and- you're still vertically limited.
Rush: Click power with a -long- recharge. +Run Speed +Jump Speed +Jump Height +Recharge +Def. The defense would be in the range of 3-7% (Based on AT) with a massive run speed and jump speed increase. These parts of the power would last for 1 minute with a crash at the end (not a full crash, but backloaded end cost) however the +Recharge would be somewhere on the scale of +1000% recharge for 5 seconds.
I think it'd be a fun pool to have, and I know I'd take it on at least 3 of my characters (All 4 powers)

Not everyone is as contrary, though.
On topic, I've always held an opinion that people can do whatever they damn please, as long as they don't make a big mess out of it. We've seen hideous exploits, (beneficially) broken mechanics and stupid design decisions stay in the game for years when only a handful of people bother with them. Endemic problems tend to linger, because they don't actually bother much of anyone. When it becomes epidemic, however, and we've all seen what that looks like, things tend to happen. "Should" new players powerlevel? From a purely practical standpoint, no, because it runs the risk of turning into a problem, which is bad both for the people who powerlevel as their roads are closed and bad for those who don't as their game is negatively altered, to say nothing of the flamewars that no-one benefits from.
From a philosophical standpoint, my answer remains no. The reason here is rather simple - starting a game at the "end" misses the point of what a game actually is. I'm not one to preach to veterans who've been to 50 multiple times. They know enough to pick and choose where to start and end. But a new player is literally missing the entire game doing so, and this is bad not just in the physical amount of content skipped, but in striding over what I find is a very important step in getting into a game long-term - getting familiar and "into" the game itself.
It's somewhat easy to refer to some people who are "into" a game as opposed to those who are not. Not having delved into a game, it is often very hard to care about the game. That's part of why so many good single-player games fall into a black pit. "OK, I'm done. What else can I play?" Getting through the game once, or at least getting sufficiently far into it, is something I find is integral to truly appreciating a game. Obviously not everyone is going to want to get into every game they play, but we shouldn't really encourage new people to skip.
To me, it's kind of like renting a good, complicated movie with interesting plot and great characters because you heard there was a cool shootout at around 90 minutes in. Sure, if that's all you care about, go ahead, but I'd say it's missing the point. If you've watched the movie and that one scene is all you care about, then by all means, indulge. But not having seen the movie at all is, in my opinion, a loss.
I'm certainly not going to bible-beat a new player for wanting to powerlevel (even if I refuse to help), but I still feel it's a bad idea, and an especially bad way to start a game.

*Edit* Actually... Gonna start this thread up in Suggestion and Ideas, since it's a suggested powerset. -
CO lets you have your travel at 5. And they're all really -weird-. Teleporting basically phase-shifts you and then gives you super-speed for it's duration... Really weird.
How about setting up the initial powers of the travel pool as a first level option? You can choose -not- to have a power from your secondary at level 1 to instead have a travel power?
Sure, Tankers and Defenders would be a -lot- harder to solo without a starting attack outside of brawl... But I think it'd be neat?

For this I'd have t osay: Any or All.
I, typically, play Heroic characters. Even my villains are usually heroines fighting evil where they feel it will help the most (The Isles) The one "Villain" I do have who -isn't- a hero is just a thief who's stealing money to pay for her illegitimate incestuous son (Father molested her while she was in a coma) who is mentally retarded and has some medical issues.
But she could become a hero if someone pushed her in the right way...
