Health gives a higher base Regeneration than PP, so a slot in Health will give you more Regen than a slot in PP. Thus, all else being equal, if you're only going to slot one of them, slot Health.
The +Regen IOs give more Regen when slotted in powers that are also slotted with Heal IOs, so to maximize your Regen you should slot them into the power that is most heavily slotted for Heal. As per above, that should be Health.
Thus my above suggestion that you move the Heal slotting from PP to Health; you'll get more Regen with no downsides (as well as bonus Health and Recovery).
However, adding the Panacea proc to the mix complicates things a little since you end up with 7 things you can slot into Health.
As is often the case, this leaves us with a tradeoff (the "conditional downsides" I mentioned earlier). What do you want when?
To get the best high-level performance, move the Miracle: +Recovery from Health to PP. This'll give you more Recovery, and keep the high Regen (you'll even get a *tiny* bit more since you won't be "limited" to the lvl 40 Miracle: Heal in Health - you can use a plain lvl 50 Heal instead).
However, this also means that you won't benefit from the Miracle: +Recovery until you're in range of PP (<level you get it> - 5). If you're planning to spend time below that level, that might not be desirable (depending on personal preference/playstyle, other available powers and slotting thereof).
Alternative options include moving the Panacea proc or one of the Heal enhancements instead (depending on the relative values you place on Health/End management).
Personally I might consider moving the Panacea proc, because:
1) With Stamina, PP, Miracle proc, Numina proc, multiple Perf. Shifter procs, the Panacea proc, Energize, and access to Power Sink/Conserve Power, I think that the high-level End situation will probably be ok with a little less Recovery.
2) The Miracle proc could be nice to have when RSKing to mid-levels.
3) I personally prefer the steady Health/End recovery (note the lower-case 'r' in "recovery") of Regen/Recovery to the bursty recovery given by the Panacea proc.
But, as I said above, if you're focusing on high-level performance:
Health: Regen Tissue: +Regen, Panacea: +Heal/+End, Numina: +Regen/+Recovery, Numina: Heal, Numina: Heal/End (or Heal/Rech), Heal.
PP: Miracle: +Recovery, <whatever EndMod slotting you want>.
If you really want to maximize your Regen you could of course slot both of them with Heal, but at that point you'll have to consider just how many slots you want to invest into increasing your Regen (something that'd depend on your other powers and overall slotting). Often you'll also be able to get higher Regen increases by going after easy Regen set bonuses instead of slotting PP (something that'll also give you other benefits). -

PP is the power that is added to Energy/Body Mastery, and gives Regen/Recovery equivalent to half that of Health/Stamina respectively.

You might want to consider moving the Regen Tissue: +Regen and the Numina: Heal/End to Health, and to replace the Numina: Heal in PP with a Miracle: Heal in Health.
That'll:
1) Give you a higher total Regen (getting better use from enhancement bonuses).
2) Give you more of the Regen earlier (getting Health before PP).
3) Make less of the Regen reliant on set bonuses.
4) Give you more Health (extra Numina set bonus).
5) Give you more Recovery (extra Miracle set bonus).
6) Have no downside.
If you're willing to accept conditional downsides you could tweak the relative slotting further. -

Basically, it seems like there's at least potential for further improvements to the post-i15 performance, which would tend to amplify the differences you've found.
However, it also gives rise to another question. Playstyle and slotting changes can on their own give rise to changes in influence earning rates far exceeding 11%, which makes it hard to know to what degree the i15 changes are obscured by playstyle and slotting (both pre-i15 and post-i15).
Trivial example: The better you were at leveraging the pre-i15 AoE of PSW, the more you'd be affected by the changes to it. They wouldn't affect everyone the same.
I don't see any mention of what difficulty you're playing on. Since AoE effectiveness is highly dependent on spawn sizes, this'd be interesting to know.
(side note: The ability to further increase spawn sizes in i16 is something that can highly benefit AoE heavy sets. In the context of i16, the i15 changes might end up seeming less "positive" for /Psi)
There are also other things that can affect influence earning rate. For example, something as simple as what maps you end up playing on can have a significant impact. Thus it'd be interesting to see what results you'd get if you made another few post-i15 passes.
(side note: I've recently noticed a significant increase in Boss spawning rates while duoing. Has anyone noticed if this is also the case while soloing?) -
Many of us have some forum locations that we visit frequently, and sometimes it can be nice to have easy access to them.
This Greasemonkey script hijacks the Quick Links nav-menu item, and replaces it with a user-defined list of links.
example:
Greasemonkey is a Firefox addon that allows you to run little scripts that can modify websites, in this case the coH forums. Some other browsers can also run them, but I won't cover that here.
In order to run this script on Firefox, here's what you need to do:
(Disclaimer: you might not want to do this if you're not comfortable with managing Firefox addons.)
1) Install Greasemonkey.
It can be found here (click "Add to Firefox")
Once installation is complete it will ask you to restart Firefox. Do so.
2) Add the script.
It can be found here (click "Install")
Once you've done this, you'll probably want to change the script so that it uses your own favorite links. By default it just contains a few examples, and that's rather boring.
To change what items are on the menu, this is what you do:
1) Locate the Greasemonkey icon (monkey icon that's normally in the lower right part of Firefox), right-click it and select "Manage user-scripts...".
2) Select "Quick Link Favorites (CoH)" in the list on the left, and then click the Edit button.
If this is your first time editing a Greasemonkey script, it will ask you to choose a text editor. If you don't have any other preference, you can use Notepad (usually found at C:\Windows\Notepad.exe").
The script should now open in your editor, and you should see something that starts like this:

You can skip past the first part, all you need to bother with is the yellow part.
The first thing you have to change is the list of item names (starting with "var names=[" and ending with "];"). This is a list of the item names that will appear on your Quick List menu. Each name should be contained within "", and separated by commas. e.g. "Main Forum".
After this is the list of item link targets. These specify what link should be targeted when you click each item on the menu. These should also be contained within "", and separated by commas. e.g "/forumdisplay.php?f=547". You can link to just about anything that can be accessed by links, forum listings/threads/posts/profiles/...., your grandmother's recipe for apple pie, ...
Each name entry will need a corresponding name in the links list. The first name will link to the first link, the 3rd name will link to the 3rd link, and so on.
Tip: If the link is to a page on the CoH forums, you can ommit "http://boards.cityofheroes.com" and "http://boards.cityofvillains.com" from the links. Something like "/forumdisplay.php?f=547" will then lead to "http://boards.cityofheroes.com/forumdisplay.php?f=547" if you're currently using the hero forums, and "http://boards.cityofvillains.com/forumdisplay.php?f=547" if you're currently using the villain forums.
If you want to further customize your Quick Links menu, you can look at the optional orange part above.
For each entry you have the option of using a grey background, or a blue/red background (dependant on your current skin). This is handled by the bg_color list. To make an entry use the grey background, its value should be 0, and to use the blue/red background the value should be 1. Again, each value will be associated to its corresponding names entry. The first entry sets the color of the first menu item, and so on.
If the number of items on the color list does not match the number of menu item names, all entries will use the blue/red background. This is what makes the setting optional, but it also has the side-effect that if your Quick Links menu has exactly 10 entries, it will use the pre-defined color settings of the default example menu. Adding or removing a vale will take care of this.
Next is the option to make an entry work as a link or not. This is handled through the is_link list, and a value of 1 means that the entry will work as a link, and a value of 0 that it will not (it'll just display the name of the entry, which can be good for naming different parts of the menu). This time, if the number of items on the is_link list does not match the number of menu item names, all entries will act as links. This is what makes the setting optional here too, but it again has the side-effect that if your Quick Links menu has exactly 10 entries, it will use the pre-defined link/not-link settings of the default example menu. Adding or removing a vale will take care of this.
Knowing this, we can look at what the default example menu will look like.
1: A text label of "Favorites:" on a grey background.
2: A link named "Main Forums" on a blue/red background, leading to the English sub-forum.
3: A link named "Dev Digest" on a blue/red background, leading to the (currently non-working Dev Digest.
4: A link named "Comm. Digest" on a blue/red background, leading to the (currently non-working Community Digest.
5: A text label of "Miscellaneous:" on a grey background.
6: A link named "Mark Forums Read" on a blue/red background, marking all forums as read (from the original Quick Links menu).
7: A link named "Tags" on a blue/red background, leading to the forum Tags page.
8: A link named "Subscribed Threads" on a blue/red background, leading to your subscribed threads (from the original Quick Links menu).
9: A text label of "How to use:" on a grey background.
10: A link named "This menu" on a blue/red background, leading to this page.
As you can see that's also what's showed in the image above.
If you want to temporarily disable the script you can right-click the Greasemonkey icon (while on the forums) and unselect it from the list of active scripts (this helps if you want to look at the original Quick Links menu to copy things from it). You can also disable or remove the script from the Greasemonkey "Manage user-scripts" window used above.
Should you make an error in the editing (e.g. mismatches with ",;[] etc.) the script will simply fail to run, and you'll get the original Quick Links menu.
Hopefully that wasn't *too* complicted.
Oh. If you want to you can use images in the item names too, with <img src=\"path to image\"> (it's important that you use \" instead of " to surround the image path).

Just a thought, but...
With clicking the thread name taking you to the first unread post, it might be nice to also have an alternate way to reach the first post in the thread.
Since the little arrow is now redundant, it could be used to house this function.
(i.e. a reversal of the default behavior. Clicking the arrow would take you to the first post of the thread, and clicking the thread title would take you to the first unread post)
Adding
links[i].href='showthread.php?t'+links[i].href.substring(links[i].href.lastIndexOf('='));
directly after
lastNewpost = id.substring(id.lastIndexOf('_') + 1);
should do the trick.
(I suppose that since the substring index will be static you could just replace it with the appropriate integer, but the above makes it a bit more clear what it does)
It might then be appropriate to change the arrow icon to something else (like an upwards pointing arrow), using something like Stylish. -

To get stacked quotes, you have to go through and choose multiquote for every single post you want in the stack, then quote on the last one.
You can then proceed to have them one after another, or you can move the quote tags around so that they're nested (which can sometimes be useful).
First, select and copy what was already quoted in the post you're replying to (colored yellow above), then click the quote button.
Paste the copied text directly after the new quote tag in the editor.
Clean up quote tags (add [quote] [/quote] where appropriate).
Remove the "View post" texts that no longer work as links.
This way you won't have to track down the older posts for multi quote, and then edit them to only keep the parts that were quoted.
When it's only two people talking back and forth you might not want to keep all the "Originally Posted by..." texts either, so you can remove all but the first one of those. -

This seems like something that would affect a lot of people then, so the missing http://boards.cityofheroes.com/style...s/viewpost.png image should probably be fixed (or the reference to it removed) ASAP.
On a side note, I wonder what the browser distribution of the CoH forum users looks like. -

That's what "multi-quote" is for. The icon between "quote" and "quick reply". Click that on any post that you want to include in your reply, and it will automatically include all selected quotes. Like this one, I clicked on MCM_NA's post and your (Stargazer's) multi-quote icons, then clicked "New Reply". It inserted both quotes into the field (then I deleted a bunch of irrelevant comments from MCM_NA's post)
For "multi-part" quote trees (such as you could find in exchanges where several different points were argued), you need to do even more editing to get everything in the right order.
There were cases with excessive quote pyramids, and maybe multi-part quote trees aren't always the best way to handle things, but it is my belief that there are cases where they're good, and by making it a whole lot more cumbersome to use, there's a large chance that people just won't bother with putting in the effort to use them.
To make it clear what I mean with "multi-part" quote trees, here's an example:

I'm sorry, it was never my intention to imply any such thing, and I am aware of your stance on the subject.
There have however been a number of suggestions to turn images off, and I believe that when people read these suggestions, they easily end up evaluating them in context of the old forums (where images in posts were a rarity).
I wanted to elaborate on those situations, and your post seemed like a good starting point to do so.
Again, I'm sorry if it came across as implying that you advocated a position that you do not. -
I miss the ability to easily identify/access a parent post(er).
On the old forums, the title of each post was followed by "[Re: ParentPoster], where the name of the parent poster also acted as a link to the parent post.
This made it easy to see who a post was in reply to, and to access the post in question if you were so inclined.
Here we can get similar functionality with the quote tags, but this does not stand out quite as well, and, more importantly, people often reply to a post without quoting anything from said post.
This can at times make it a bit hard to figure out who is being replied to.
We can switch to threaded mode and attempt to locate the parent post there, but this can sometimes be quite a shore since we need to *find* the child post first, and this isn't always easy when you run into multiple levels of "More replies below current depth...".
Does anyone know of a better way to identify a parent post, and/or is there a way to implement this in vBulletin? -

When looking at suggestions like this, it's easy to evaluate them in context of the old forums.
What we need to remember is that on the old forums the posting of images was limited to the Dev/Community team, while on these new forums *everyone* can do so. Consequently it was rather rare to run into images on the old forums, but now that everyone can use them we can expect them to be used *much* more frequently, hopefully to good effect.
We're going to see people using screenshots to help describe problems they're having, graphs in balance discussions, and pictures of fuzzy kittens in photo albums.
Not only are we going to see images used much more often, we're also going to see cases where multiple images are set to be displayed adjacent to eachother. This is great for comparisons, and provides an overview that is not trivial to replicate with links to images.
We also have a rather extreme example in the City Scoop. Try reading an issue of that with images disabled. It's... not quite the same.
Basically, disabling images in order to avoid signature images comes at the cost of the functionality offered by our newfound ability to post images. As people start taking more and more advantage of that ability, that cost can become quite high.
The alternatives aren't exactly great either.
Sure, we can turn signatures off entirely, but signatures can contain relevant information, and many use their signatures to bring attention to interesting threads. In other cases, the signatures can actually contain the answer to a question, or at least part thereof.
We can also use adblocking extensions to block individual signature images. However, these blocking rules must be applied individually to different image locations, which means that as you keep reading threads with posters you haven't seen before, you have to keep adding blocking rules, something that can become especially cumbersome in big threads, such as the "official" threads about various issues.
This is further complicated by people using "cycling images" (using image links that refer to alternating images). In these cases, each cycled image must be covered, which means that sometimes it's not enough to make one blocking pass through someone's signature. Sometimes you'll have to add one more blocking rule just by hitting refresh on a thread (repeated until you've gone through all their alternate images). Sometimes you'll be able to block several alternates at once by using rules for a specific directory, but this will not always be possible (people using different locations for different sig images), and sometimes you'll run into people using the same directory for both signature images and other images (which means that if you block out all their alternating sig images with one rule, you'll also block other images they might post).
And of course, some people are using more than one signature image, which again means more work to block them all out.
As more and more people start to use signature images (and also *change* those images), the work to keep them all blocked will continue to rise (and the number of applied blocking rules will become quite high).
Basically, all options suck to some degree, including the option to completely remove sig images, since there are obviously people that like having them. In my opinion, removing sig images would be the option that sucks *the least* though. -
At the top left of every post is a star that shows if a post is old (white star) or new (dark red star) (these colors apply for the hero skin at least). The red star sort of blends in with the dark background it is placed on, which can make it easy to overlook.
Maybe it would be easier to spot at a glance which posts are new if this icon was made more distinct (possibly by making it a bright yellow)? -
I'm not sure if this is something that's within your power to change (and it's a relatively minor thing), but....
When using Preview Post, there's a display of what the post will look like, followed by the edit window, and below that you find the "Submit Reply" and "Preview Post" buttons. Would it be possible to duplicate these buttons between the preview display and the edit window?
If I preview a post and am satisfied with what I see, there's really no need to look at the edit window again. In those cases, it'd be nice to not have to scroll past it in order to submit the post. -
