Because that sets up the context in which suggestions for improvements can be made. By knowing what's not possible, it becomes simpler to pose suggestions that are possible without breaking the design or forcing a revamp that would utterly change the archetype.
And Marketing should include bits of solid information that can't easily be found on the press release pages, simply because you're trying to get the attention of gamers who are savvy enough to be able to click on links and type in web addresses. Giving them a hint about where the game is going beyond what we've gotten so far is something that could excite BOTH the current community AND prospective new players. -
That's just it. City of Heroes is practially unique among MMORPGs for the way the developers actually talk to and engage the community about several different topics.
The way the game works behind the scenes. The philosophy and direction of game design, particularly with this game. These are two subjects most dev teams on most MMORPGs will NEVER talk to the community about, because they don't care.
You guys care, or you used to. Castle, Back Alley Brawler, others, all used to come to the forums and answer questions when they could. And in the process of researching some of those questions, they delved into the code and learned things about City of Heroes that had NOT been documented, which made the game a better game overall.
Please avoid pure fluff marketing pieces that just reiterate things that can be found on the main page of City of Heroes or Going Rogue. Provide little sneak peeks about what's coming up, about the direction of the game in future issues, and you'll be doing things that other MMORPGs avoid like the plague, thus distinguishing City of Heroes from them. -
MANY things contribute to lag. While it's possible that you have a program running in the background that steals priority from City of Heroes, it's far more likely that there's network traffic issues between your computer, your local ISP's router, their connection to one of the "backbone" service providers, the backbone's connection to City's datacenter's ISP, and that ISP's connection to the game's login and map servers.
Plus there's internal network lag on City of Heros' end, inside the datacenter. Its minimal.. unless there's a hardware failure or the specific mapservers can't keep up with the demand on processing power. -
They're running due to the "grief" mechanic in the AI. The foe has a lot of dead "friendly" enemies and -regen, from poision, and they're going to scatter/run away.

Straight off:
The power supply is a 250 watt one. You'll need a more capable power supply to power the one video card you can install.
You'll need to upgrade the video card. Because this is a recent computer, you *should* be able to install any video card that will fit in the case in the one PCI-E x16 slot. However, you should measure the space you have available in the case before you buy the card.
The card's specs will also tell you what kind of power supply you need; make sure to pay close attention to how much wattage the power supply can provide on the twelve volt rail, and how much the card needs.
You might want to get a PCI audio card too, to take a load off the on board sound chip, but it's less vital.
You can double the memory to eight gigabytes, the maximum that motherboard will accept, but if you're not running Vista 64bit or Windows 7 64bit, it's pretty pointless to do so. -

It's remarkably easy to write up City of Heroes powers in Hero System. I'm not too surprised; I suspect the original powers design in the concept stages were first modeled in Hero System before they tried to figure out how to make it into an MMORPG.

I tend to think about exemplaring as I build and slot a character. The one thing I'm unhappy with about Hikari's current build is that Glinting Eye really needs to come earlier to fit how I play the character in exemp situations.
That said.. I don't use anything other than common IOs most of the time when I'm leveling. And for a build like mine, you're building the character towards it. I have a standard sort of slotting I use for attacks: one accuracy, one damage, one recharge, one endreduction, and then from there it's either special effect or more damage or more recharge or occasionally a bit of range, depending on what I feel the power needs. -
The time to load the game has been getting longer with every patch.
I defragment the game files after each update, but it still takes a very long time for the updater to bring the game up to the login screen.
And this is running Windows 7 64 bit Ultimate on a quad core Intel with eight gigs of RAM and an egva GTX 460.
This is a separate issue from the other problem I have, which is server-side instanced mission map corruption that causes an instant disconnect from the mapserver. -

It looks decent. More than the build, though, goes into tanking an AV..
What tactics are you using? How are you approaching the AV? How do you keep them close, how do you manage to keep from getting pounded down through your resists? -
Performance Shifter chance for +end is not 20% chance to recover 10 endurance. It's 20% chance to recover 10% of character's max endurance.
So if you have +endurance global set bonuses that, say, bring you to 114 end when the bar is full, Performance Shifter will give you 11.4 endurance when it procs. -

Yes, yes indeed. H.E.R.B.I.E.'s death is probably the most tragic of them all. Because, so far... he's the only one who HASN'T COME BACK.

I'd put it at about.. oh, a year or so.
Then I'll bet the Pheonix Force decides for whatever reason to see life through the eyes of a man for a while, resurrects him, and then eventually leaves him, more or less none the worse for wear. -
I take Pulsar because it's a survival tool, and probably THE biggest damage mitigator when I can't pull off the Photon Seekers/Solar Flare sequence. Since I have it, I might as well slot it up, and that'd the best set I can think of to slot it with.
As for accolades, I have all the auto accolades.
Also, putting this much effort and this much inf into a Defender would get me an AV-killing machine. So yeah... I still feel Peacebringers are underpowered. -
In comparison to a blaster, a scrapper, or a brute, yes, Peacebringers are lacking damage. They pay for their team-based inherent by lower base damage levels all the time.
If you were coming to them from the perspective of a Defender, maybe, it would feel like a mild improvement, particularily in the survivability. If you were coming at them from a Tanker's perspective, you'd feel fragile. -
Gaussian's Chance for Build Up has too small a chance to fire for it to be noticeable in play. It's.. what.. a 2% chance for a Build Up effect that lasts 10 seconds? Or is it 5%?

That should work, then. You might want to put an SO in each of them, since it's fairly easy to do. THe numbers won't change much, but I, for one, can't imagine at least doing that.

Given that NOT having the Fitness pool is now impossible, you might want to adjust for that.

Six slots in sprint.. oh, right. That was a pre issue 18 build workaround, before Mids was updated to add in Inherent Fitness. All those slots go into Health and Stamina. Let me see if I can find the current build.
