Here's my suggestion:
DO NOT MERGE THE ARCHETYPE FORUMS.
I'm sorry, but your pigeonholing archetypes and merging these forums together will just create an unreadable mess where we, as forum posters and readers, CANNOT find the information we're looking for.
Seriously. "I'm playing a Dominator. I should look for the Dominator forum" is not a hard thing to grasp. -
Run the launcher in Admin mode.
If you don't, the attempts to write to the protected Program Files86 directory will be shunted to a temporary, virtual directory.
Since both the Launcher and the Game are installed by default into this directory, you MUST run in admin mode to make sure an installation "sticks". -
The other thing about the original PB design is that it was balanced *before* Enhancement Diversification.
Once that came in, Kheldians were disproportionately weakened. -
That message is misleading. Horribly misleading.
What it *really* means is, "You're trying to buy something you've already bought before." -

Someone's pricing these things in a greedy, money-grubbing way. There seem to be two different people doing Paragon Market pricing.
One is actually considering what other things are worth and have been sold for, and the other is vastly overpricing everything.
I take it that the latter person was the one who priced this power. -
If ALL your builds are Bane spiders, then yes, you don't have the Crab pack. Because you don't have any of the Crab powers either.
Crab Powers on any build = Crab Backpack.
No Crab Powers on any build = No Crab Backpack. -
I don't have the icon pack and I get hit with this bug from time to time.
I repeat, it is NOT, NOT anything client-side. It is 100%, completely, utterly, a server-side issue. -
You wasted a slot in Energy Flight. One slotted with a flight speed IO takes it over the flight speed cap.

Also, it wasn't bugged in issue 20. It is bugged in issue 21. Therefore it is an Issue 21:Convergence bug. -
I tried to take out one of the Monster Island Monsters with this change. While I wasn't able to really damage it, while Lightform was up, I wasn't taking much damage either. Effectively, as a human form peacebringer, I was fighting a GM to a standstill.
I couldn't have done that under the old build. -
Try reporting it in the proper forum, instead of the "Ask other players for gameplay/technical help" forum. There's an Issue 21:Convergence bugs forum, it's just above this one. Post there.

Again, it's a problem server-side. There's very little we can do about it. It's all in Paragon Studio's hands and they have yet to acknowledge the issue.

Animated Tails have lost the proper attachment point to female bodies.
To reproduce, slide the physique slider down to minimum, attach an animated tail, and USE YOUR EYES while turning the character model around. -
Please review the other missing costume parts, like Scarf 1 and Scarf 2 missing for Female Shirts.
Please correct the "black skinned blank model" issue in Hail of Bullets and the various Costume Change Emotes. -
This is also happening with the "Dimension Shift" costume change emote. Instead of near invisible/stealthed "echos" of the character, there are rather more solid looking "purple paper dolls" that appear.

The ability to purchase things that were already on the account was reported in beta. The reaction of other beta testers was "It's beta, it'll get fixed before it goes live."
Unsurprisingly, it wasn't fixed before it went live.
I suggest submitting a /bug on this *every time* you log in until it's fixed. This kind of "shouting" seems to be the only way to get the developers attention. -
Female model. Shirts. Chest Detail. Scarf 1 and Scarf 2 are missing; these are the short "sailor senshi" type scarves with fringes that are tied around the neck.

You have a remarkably clean system. Congratulations.
Upgrading to Windows 7 64-bit would take some time, but it would also effectively give you 2 more gigabytes of memory to use for City of Heroes, vis-a-vis allowing the full use of the 2 gig on your video card. -
Yeah, little things weren't filtered out like, you know, EVERY emote, EVERY costume change emote, EVERY aura, EVERY weapon, and Supertailor access and so on, that were all bundled in costume packs before.
Seriously, someone couldn't write up a script that says "If x costume pack code exists on account z, y feature is not purchaseable in the paragon market?" Isn't that what was done with the "main" costume pieces?
We've ALREADY bought it for real money, after all.

The "scroll snap" is a problem. It's as if the scroll bar does not and cannot remember its position or the entirety of the list. What they should have done is expand the size of the window, and not make it a scrollable list.

With that clarification, it sounds like the keyboard overlay function is intermittently being toggled on when you click or use the / key.
Try toggling it off the next time it happens and see if that clears it up. If your laptop has one, and it probably does, there will be an <Fn> key. -
Without knowing anything about your system, it's impossible to diagnose the problem. At a guess, though, another program is stealing focus from City of Heros when you click or hit the / key.
Another guess is that you're playing on a laptop. -
Try this:
Go to C:\Users\<username>\AppData\Local\NCSoft and deleting everything you find in that directory.
Then retry City of Heroes. You will probably have to redo your game settings, if this works, but you should be able to log in.
