Also, check the hill west of the Green Line. If it's covered in pumpkins, then Eochai is up, but hiding in tree form. In this form, it's untargetable until someone gets close enough to aggro. Look around the southern part of the map for an unusual looking tree.
What server are you on? Maybe someone else can look with fresh eyes.

Did you make sure the dropdown for "Time range to clear" was set to "Everything", not just the default "last hour"?

Four day passes sold out first week of Nov '09. Saturday sold out around mid December. Friday sold out around first week of this month.
Hotels have been pay entirely in advance and no refunds for cancellations since I started looking back in August. I'm hoping my friends and I get lucky when the Con's travel agency opens in March. -

Note that travel time can bite into this one making it a bit tricky to run too much. Of course, if you have the 60 month vet reward, or the martial arts pack that can be a small or non-existant concern.

Edit: Here's an example where a person had CoV collectors edition and tried to apply a CoV regular edition to the account. It didn't work.

Blue side, I'll often run "Hatred's Hungry Heart", which I can get 7 merits and get it done in about 15 minutes. "The Freakshow War" is often talked about as being a good run, though a bit long. For a stealthy, fast moving character, "Revenant Hero Project" might be good, since there's very little actually fighting needed, though a lot of travel. -

Wiki link. There's one in the control room and several down the hallway following. Previously, they would explode whenever someone got near them, for a lot of damage. But currently, they only explode when damaged. -

If you're reinstalling off of a disc, then it needs to update the game to be current. The game is always changing and there are a lot of changes since the last disc edition.
If this isn't the problem, then you need to give us more info. -
Stalker hide gives +15,000% stealth in PvE, which translates to 150'. Shadowy Presence gives +10,000% stealth in PvE, which should translate to 100'. Enough to hide from most anything except snipers (perception 149').
In PvP, it says +500,000% which would be way above cap for all AT, I think.
