If you follow the link on that page to Global IO benefits, which specifically uses a level 20 Karma Knockback Protection as an example, you'll get the correct statement of "However, just like Set Bonuses, the Global stops working when the character is exemplared more than three levels under the level of the Global IO."
Also see Enhancement Set Bonuses section of the IO enhancement page: "However, you do start to lose the bonuses if you exemplar more than three levels under the level of the IOs in the Set."

Also, Zephyr has some very desirable defense in the set bonuses for very few slots, which add tremendously to the price.
Organica is correct, all three types are -4 KB protection.
One thing to remember is that the KB protection acts as a set bonus, and will disappear if you exemp more than 3 levels below the level of the IO. -

We need more info to help. What is the link you're trying to use?

I went digging around the site and trying to make guesses where a "CoHLCD_setup.exe" (name used on the path to evil site) file might be, but couldn't find anything. -

You're giving us almost no real info to work with to figure out why there's a difference. How about posting the build so we can go over it.
Just off hand, a 3% difference suggest that maybe you don't actually have the steadfast in the mids build? -
Post from Arcanaville estimating that "Kronos was probably hit by three ticks of 8.5 million points of damage each when the building detonated", when Protector pulled a Kronos to find out.

Sure it will. Make sure and add Last Hit Chance to the monitor (see above slash command). Attack something with a power. Look at Last Hit Chance. Use a different power, repeat.

Are you using Training, Dual, Single or Invention Origin enhancements?
Are you fighting purple enemies or something closer to your own level?
What level are you?
Cut and paste this into your chat line to keep track of your base tohit and acc and last chance to hit:

The command would be /ci playername to a player who has permission to engage in a coalition.
I have no clue as to whether they have to be online at the same time or not. -

I had a little used character logged out by the base portal in Talos. I logged back into it after 21 days in order to move to a new spot, and not only didn't get the badge, the character had no credit for all that time. It turns out I logged back into that character just a day or two after they had moved the portal. -

Here's a recent article about the possibility of the Con moving to another city. John Rodger, the president of the con, has been talking about possibly moving to Anaheim for a few years now. A lot of fans have been talking about going to Las Vegas.
The article says the Con's block of rooms has been nearly doubled (from 7,000 to 13,500) which is very good news -
