While a I13 release this November-ish would technically give them 3 releases in a suitably chosen 12 month slot, that's not really 3 issues/year as most people would interpret it. For that, you'd need an average of 4 months between issues, in reality they're doing one every 5-6 months.
Not that I'm personally bothered - good issues whenever they can suits me fine, whether that works out to 2.0, 2.1 or 3.0 issues/year in practice. -

Thing is, the PvE majority outnumber the PvP minority. Another reason why I can't see such a thing happening. Not enough people PvP for the Devs to make this game World PvPish.

Mine isn't. If this game were changed so that a player villain could attack me in King's Row then I'd quit right there.

Details of what's needed here.
The easiest way of getting access in Ouroboros if you didn't have it before is probably to get the Chrononaut exploration badge.
If you're in a reasonably kitted out SG you can get yourself access by running a single flashback mission from the base's Pillar of Ice and Flame. -

IIRC the devs have plans to put lots more content in Cimorea, but at the time I12 content was being finalised they knew they'd only have the zone itself, the TF and those trivial repeating missions ready.
So rather than keep the entire thing under wraps until I13 or beyond, they decided to release what they could. Which does seem reasonable, given that I12 was only trailed as being a small Issue. -
Ms Liberty, Statesman's granddaughter, routinely cycles through the "standing" emotes in Atlas.
So we already have a moving heir. -

Out of 12 class forums, 8 have had posts today.

Out of 240 threads across the 12 forums, there are a total of 18 posts that had zero replies. A few of those weren't really questions in the first place, so didn't warrant replies ("FYI here's my build", "Fix to XXX on training server", and the Dominator forum was a bit of an outlier with 5 unanswered questions all to itself.

Turning that around, a few extra details from you - like what your primary set is, never mind pools and their toggles! - might help people give more specific advice.
Expanding on what Chatarsis said, in your OP you mentioned "fear and stealthy auras". If you look at the powers' details, the fear aura's far and away the most expensive toggle and may not give that much actual benefit if you have Death Shroud up too (as this will break the Fear effect).
While Cloak of Darkness is cheaper to run, the only in-combat benefit it'll give you is a base +3.75% DEF bonus, which isn't very significant in a set that's mainly RES-based.
Try leaving these toggles off, and see how it affects your playability and survivability. -

Assuming that one was for me, no detailed build to hand but it's a fairly typical Dark/Dark scrapper. Dark Consumption from the melee set's handy for keeping end topped up, although I'm not sure I'd call it essential.
On the armour side, I went for Oppressive Gloom rather than Cloak of Fear although as a scrapper I didn't have the aggro/Fury issues your brute will need to take into account. Cloak of Darkness I skipped altogether. -
Damn! Got my DA scrapper to 50 without realising the set was unplayable!

I think the OP meant he knows why the xp was removed from the spawns, rather from than the portals themselves (which, as you say, it wasn't).
In any event the +2 bosses spawning on Villainous does sound way off; my 40s MM did that map over the weekend, soloing on the middle difficulty level, and I was surprised when around half the spawns had a single +1 boss in with the group. Even that was tougher than expected (albeit manageable), but at the time I put it down to an intention change on portal spawns and/or that particular map.
Given your experience, it may just be buggy. -

You suggestion wasn't one I'd have gone for, but in the end the only ones that decide whether an idea's good are the devs, if they actually implement it.

Using a shopping cart to, um, shop isn't exactly a revolutionary concept, but on the other hand it would be a bit handier so have a slight signage on that account.
On the other hand, a suggestion that on first inspection's just to bring in a shopping cart but then slips in major game-related issues (Powerset Respec, XP transfer) as minor side issues is missing the point of threads.

Once they'd put the effort into developing it I'd have thought they'd want to get as many people as possible using it, without making them jump through arbitrary hoops first. -

Which wouldn't change the powers or capabilities of Nova form in any significant way; it would just stop you having to manually switch back to the form from human each time you got mezzed.
