They are identical powers with different names. I have both on one of the characters I'm currently levelling.

I'll have to differ on that - just did patrols for the powers with two separate characters of the appropriate levels.
The one with Combat Invisibility could stand right in front of a +1 boss, and was completely ignored.
The one with Hyper Stealth got noticed by a +0 minion at a range of 25-ish ft.
No other stealth powers running in either case, an the mobs involved didn't have any unusual +Perc bonuses. -
Update on levels - just took a 35 hero into Siren's, and (1) he wasn't offered the patrol mission, and (2) level 29 mobs were conning blue.
So, looks like the cap on SC is 30 - might go in and edit ParagonWiki later.

Really? ParagonWiki differs - might try logging on with a low 30s toon later, and do an empirical check.
Anyway, ta to both for reply - looks like it's IOs and/or empowerment stations for my SoA then. (And I know these only does stealth, not invis!)

Over the weekend my SoA got a mission it would have been handy to get the Siren's Call "Combat Invisibility" power for, so he headed off to the PvP zone at a suitably quiet hour to run the patrol.
When he got there, though, I found that he'd outleveled the zone (its capped at 35, he's 38) so Operative Massey wasn't offering it.
"I know", I thought, " quick visit to Ouroboros to fake being a lower level, back to Siren's, and that's that". Gave it a try, then found Massey was still not playing ball - the old "It looks like you have enough to do already" line, presumably because the game treats flashback missions as pseudo-SFs.
So, have I missed the boat on this one or is there some cunning ploy I've missed to get Massey to cooperate? -
It looks like that one's at the end of the "The Redemption of Alexander 'the Great'" arc - just checked, and the arc itself seems to be available via Oroboros.
(P.S. This is more a "Player Question" than a "Player Guide".) -
Everything else is probably using different ports, so avoiding the throttling.

Alphane, if it's wrong to discuss other people's views, presumably it's doubly wrong to discuss discussing other people's views, and you shouldn't have made your post (instead, presumably, you should just have flagged the other posts for GR's attention).
On the other hand, if you think it's OK to discuss discussing other people's views then they must be OK to start their discussions in the first place, so there's no reason for you to discuss whether they're OK.

(And, FWIW and IMHO, politely pointing out when others' posts are clearly off topic - like a bunch of new costume requests in a QoL thread - isn't unreasonable.) -

Although unless the problem involved downloading the complete Library of Congress and stuffing it all into the one file, the odds are good that the humongous .txt file didn't actually contain that much comprehensible text. -
It's the directory called "screenshots" under the main game directory.
And, I hesitate to ask, but you have taken at least one screenshot since moving to the new PC? Any you'd taken on the old PC won't be copied/recreated automagically... -

Agreed; I13 is, pretty much by definition, all the stuff we get without needing to make any sort of extra payment.
The Booster packs clearly aren't part of that, and including them in the Issue 13 address just muddies the water. -
