Plenty of artists do comission of copyrighted characters.

On deviant art, you can ask any comic artist to do any comission, I guess as long as they don't make a living of exclusively drawing characters that are not theirs it's OK.

Photoshop/Polygonal Lasso tool.

I used to do this with mouse only, if you check my Deviant, everything before christmas 2007 is mouse made. After that, I bought a Wacom tablet.
