1) Why would you use a Scircco's triple by itself as a filler piece? Multistrike has the same triple for a far smaller price.

Of course if your willing to give up the End Mod and End Recovery bonus (which you could live without the end mod but I would prefer the global recovery myself) you could swap the Efficacy Adapter: EndMod for Multi-Strike Acc/Dam/End and you would get these for your numbers
Accuracy 91%
Damage 95%
End Discount 95%
Endurance Mod 53%
Recharge 26.5%

You know, I looked up the word Malicious and it means:
(given to, marked by, or arising from malice)
which made me search what malice means:
( desire to cause pain, injury, or distress to another)
Now, looking at the situation a Malicious Buffer, as odd as it sounds, is correct. A person who is using a tool, that while it does help, is not wanted by its target and its use on them can be intentionally avoided but is not in an attempt to cause distress to them.
Oh, and btw, here is distress for you:
(: pain or suffering affecting the body, a bodily part, or the mind
Now, I must admit that it is pretty retarded to not want a buff but if a person asks to not be buffed then I figure its there loss. When they realize that they are the only one on a team dying because they are missing the buff then they may ask for it. If not, then oh well and if there not dying then they possibly could stand to live without it. At the same time it would be that person that I would be last to rez if there were other, btter , choices because I don't feel they are making good use of the tools available to them. Now grated this isn't true if they are holding there own well and are substantial help without buffs although this doesn't happen that often.

Force Field bubbles apply a moderate damage DoT to your character. I heard they also reset your chatbinds, Generic your character, and delete your account. I seen it happen.

I kinda just clicked the link from the Local Man and I noticed that the +10% Recharge cap was broken and instead of removing the Armageddon set I actually removed damage from Ragnarok and added Positrons Blast: Chance for Energy Damage which increased the powers overall power. I'm not a fan of the Reactive Armor sets he has in Tough and Fireshield. If I was stacking defense, then it woould be justified, but being that this build is more resist based, then 2-3% defense doesnt do much for me.
The key to this whole thing is getting away with 1 slot in FS. If you're slotting more, then you're shorting yourself elsewhere. BUT, you need to have the acc/rech bonuses to compensate.
When I first reached 50, I had FS 6 slotted and over time, I was able to remove slots when I started to stack bonuses.

Thats cool too dude, I didnt see your build at the top there are first and saw locals and commented on that. I was kinda being lazy there. Now that I take a look at your build I would say that its still a good idea to place the damage proc in your fireball if you can spare a slot to fit it in there. The extra damage is always welcome am I right? -
Well unless you plan on porting through a mission and bringing a friend along when you get to the end you could drop the teleport in favor of super speed and that saves a power. If I had to drop one power if you build it would be Mutation but thats also selfish. I recently made a new build for mine that incorporates Mutation. If you dont care about having an AoE attack then you could drop your Tornado. Me, I like to do more damage myself.
As for what I wouldnt drop here is the list:
Decieve : You can used this with Superior Invisibility and the still wont see you!
Spectral Wounds: If you want an awesome ST attack chain you really want to keep this and an ST attack from the epic.
Spectral Terror: This guy just kicks butt. When you PA drops you can set him early to put them in fear, when your AoE Hold wears off you can do the same thing.
Flash: Makes a decent tool, not as great as other controller, but you can still use it to help stack holds. Not to mention you can sneak into a group and use it when needed.
Debatable Powers:
Mind Over Body: Im more of a fan of Defense then resist on a controller but thats just me. However, with this you will take less damage when they do hit through your toggles, PA, Spectral, and AoE Holds.

While I agree that the previous posters tone was a little peevish I must say this. I do have a computer that from time to time I do have to play on with lower graphic settings and even still I have this to say. Buff Meh :P I mean, I really have set the graphics as low as I can and even with buffs the game plays just fine. Although it does make me appreciate my main machine more -

The thing about Transfusion is that it only works if the enemy is alive when the heal portion is applied. Using it on targets that die quickly or are about to die is not such a wonderful idea.

I will second the Ill/Rad, main reason why Im making one is because they are so awesome together. However, I have to say one thing about Earth/Storm and its damage. Stone Cages + Tornado! Not to mention that you can mix in freezing rain. As for earthquake, use it for when the cages miss, as a precontrol when you wait for the team to realize there was an ambush, or even just to debuff ToHit and Defense. Not to mention you can place procs in there to your liking.

Well currently I am working on my Ill/Rad and its been a fun combo. I can't say it would be bad for lower level TFs but Illusion is kind of a strange type of control. Really its more of a great damageing set. See, one of the biggest powers is your Phantom Army which you dont get till level 18. With that power lasting for 60 seconds every cast and is down for 240s without recharge its an interesting power and one worth getting perma. Basically you summon 3 Decoys to the selected location and they will follow you. These decoys are indestructable and deal out spectal damage (basically damage that heals half of itself back if the target isnt dead in a set amount of time). Don't let that fool ya though, if you do it right you can make boss spawns cry with relative ease.
Having said that, it kinda lacks in the 'control' department. I have spoken with some who find it hard to consider a controlling set. Personally I think its just a different kinda of control. However, you were wanting traditional contol through immobilize, hold, and stun which Earth is great for so my vote sticks for that.
Thats just my two cents, if I mentioned anything off about Illusion feel free to correct me, as I said Im still leveling mine and YMMV. -
No, Earth/Storm sounds like a very fun and controlly build, now that I look at in Mids by 16 you could have Fossilize, Stone Cages, Quicksand, Stalagmites, Freezing Rain, and Snow Storm if you like. Now, at that level without Stamina it might be a tad bit END heavy though.

Id have to throw in a vote for Plant/Storm. With that build you can not only do lots of lovely control but you can become a real AoE beast without sacrificing your control. Not to mention freezing rain is an amazing debuff and you can use hurricane to help control and block enemies that are seemingly out of your Roots area.
If I had to say another it would be Earth/Rad. I have seen this guy tank the ambushes by himself in the second mission of the ITF. Not to mention you get some great debuffing tools to go along with that control.

I was makin another build and I had a thought that intrigued me. What are your thoughts on a Sonic / Dark defender?
After playing with his own defensive and resistance based number here is what I came up with.
Defense
36.4 vs Melee
40.1 vs Ranged
42.6 vs AoE
Resistance
S/L = Capped (87.2)
Energy = 23.9
Negative = 25.8
Fire/Cold/Toxic = 23.9
Psionic = 31.5
Do these numbers sound tasty or no? Unfortunately Regen is only at 252%
Even if this wasn't completed what do you think of the combo? Would the -tohit in dark compliment the +res in it? What are your thoughts on the combo? -
If Im not mistaken Terrorized means that you cannot attack others unless they attack you and deceive is confuse which means if you attack you can attack friendly targets if your not careful.

While the usefulness of WoC is somewhat debateable it makes a great place to get +4% Recovery, +4% Damage, +10% Recharge, and 5% Ranged/2.5% Energy/Negative which is greatly helpful to the purpose of this contest. Also its a dirt cheap purple set too.

Its all good, and look at umbrals build, it was quite possible to fit in blaze and meet the requirements after all.

A build can only really do so much in the end cause it take practice and time with the set, AT, and build itself to get good with it and even then some things can and need to be tweaked.
Anywho, back on topic, the bonus HP may not be noticeable but putting some end reduction into weave does help though. -
Ohh nice, I vote for your Umbral, good work there. The only thing I saw that could be better is instead of using the Defense IO in weave you might as well go for the Defense/Endurance IO from luck of the gambler. The defense difference isn't great enough to help or hurt the build. Im assuming this is using the defense IO from the PvP IO right? I vote for your build
