Mission 1: Don't like the Siphon Speed. Don't like Tar Patch. In the arachnoid caves the mobs in every spawn are very spread out which isn't very fun. The enemies didn't have a "warrior spirit". We didn't take much damage, people had to run off to die, the packs were spread out. They had annoying powers. We weren't having fun. We stopped in mission 1.
I have no idea what the other missions are like but the first mission was not fun and didn't fit the playstyle I wanted. I read there are epic AV fights etc. but I won't get through mission 1 to get to them.

Rikti. Mission 1 nothing special. Might as well have been a newspaper/radio. We liked how the packs were close to other packs and how each pack was rather tight.
Mission 2. Like the Crocs. Crocogators bag of hitpoints with Dull Pain. Our team was stacked with single target damage and the Lts. and Minions would die real fast, but the bosses died like elite bosses. We liked how the croc enemy group splatted teammates. Enemies packs are tight, which is good. But packs are spread out from other packs and that leads to downtime. Not good. Sometimes we had to wander around a bit to find where to fight next. No ambush, no av, no patrols, no eb. Felt like another radio/newspaper mission.
Mission 3. Roman ambush came to the door and killed me. I entered the mission first. I didn't move. It was one of those office entrances where you have to sorta walk around in a U to get from the door to the start, so there's no line of sight etc. to the first pack. Apparently there are some ambushers/patrols in mission 3 but they attacked at the door. Very not fun. The team needed reforming and we weren't all that excited about keeping going.
Didn't test the rest of it. Someone mentioned how the writing is very strange. I mentioned how I wasn't going to read it. He copy/pasted some of the lines. The writing is very strange.

No. I don't join random pugs. I don't send blind invites. I don't send invites to random players. I specifically and explicitly tell prospective members of my team that I will be trying to defeat them, I want them to play aggressively, and I want to use Fallout. I only recruit from global channels. I have a widely known reputation on these channels and nearly all players know exactly what they are walking into. Most that do not have have that understanding end up having a very good time and are pleasantly surprised that we can get defeated so many times, have a lot of fun, and defeat a lot of enemies. Those that don't enjoy my playstyle are told there are no hard feelings, I understand different players prefer different things, and are told they are free to leave. This early leaving occurs very rarely.
One of my posts in this threads explains that my teams regularly defeat lots of enemies and regularly get defeated many times. These times and statistics should indicate to you that there is at least a minimum amount of "method" to my madness. Players frequently line up to be "griefed" by me.

I got to test two arcs today. I enjoyed my time testing them which means that my competition has already been a success. I'm interested in fun and blowing up teammates and I got that through two arcs.
I have no super-defined system for rating arcs. I don't plan on making one. I'm pulling these numbers out of thin air. General goals are to leave room so I can somehow rank the arcs and generally give people a vague idea of how much room for improvement. I'll also be changing my ratings of previously reviewed arcs for seemingly no reason. As I experience more arcs I will likely get a better idea of where to place arcs on the scale. Also, some things with quick changes will be re-scored without further testing if it's small etc.
I suspect I'll give some arcs a zero. Zero simply means I left before finished and you need to fix something up before I consider it. If I walk into a mission full of longbow Nullifiers --> zero. If all the enemies are MMs with gang war --> zero. If the difficulty is outrageously high/low --> zero. If there are no enemies --> zero. I'll tell you why I left and explain "this means you arc is unplayable for the manner of play I wish to have. That doesn't I think they are bad arcs nor worthless it simply means they don't fit this contest. There are some dev choice arcs I'd zero.
These reviews contain notes that I wrote while on the fly in a mission. I'll try to clean stuff up and add thoughts after but most important are my thoughts as I'm in the mission.
I'm running every arc at +2/x8 regardless of my team unless otherwise specified. I try to give you a general idea of the team I was on.

I died a few times.
We flew through it. Good balance on difficulty. A little too much mez/annoying effects. Perhaps tone down their AoE damage as well. Their single target damage was wonderful. A lot of two-three shotting teammates. Blind is not fun.
Mission 2 had lots of emptiness with no enemies. In the direction of the Eye of Leviathan. Big not fun.
Pixies and Fairies having guns and summoning bots was strange.
Two missions were a little short in total but acceptable length. Prefer longer but that's fine.
Needs more fun encounters/unique situations. A little change in difficulty of enemies. The cave map with empty spaces was very not fun

Force Multiplier Enemies = potentially too hard. I think Sonic Dispersion probably should go. Stacked Resistance makes fights take too long. I like the difficulty of the fights but Multipack rooms became very tough but do-able. Quite fun except for massive +Resistance. The enemies don't die as quickly as I like when multiple Suppressor bosses are next to each other.
Ambushers were fun. Other than Sonic Disperion, great power balance. Some people just splatted but otherwise weren't too hard.
Huge amount of ambushers from many sides wiped us in mission 2. Lots of dispersion bubbles. Maybe it was Patrols... multiple. They came from 2+ directions at first intersection. Another almost team wipe on a patrol + pack we hit head on. We survive. Very awesome.
We liked the final room in mission 2. The big room had a few patrols. We were forced to fight multpacks. Became an epic fight. Fun though drawn out.
Someone commented how lots of Rad blast nuked defense and melted people. I think our only melee toon left because the Rad blasts melted him. That's funny. I like how he melted and consider the Rad Blasts obliterating him a big positive. So don't change those Rad Blasting bosses and other -defense stuff cause he thinks they are bad... I thought they were awesome and its my money we're talking about.
Mission 3 we had no melee toons. Things went about the same
Mission 4 Going about the same. The Omicron are good. The bosses with Tier 9s could be annoying but we had no problem with it.
Someone says the AV TPs - I did not notice the AV teleporting. If the AV teleports that would be annoying and not fun. I get mezzed on the AV ambush. We wipe. I think the team woulda been fine if I had a BF. Not sure on how I feel about the Mez. There wasn't much of it but there was just enough to make some spots really troublesome. Probably just need to know to use Break Frees.
Overall very good difficulty of enemies. Good length. Sonic Dispersion was not fun. Needs some spice, some more action of some kind. Some more unique encounters. Something special. -

My Fire/Fire/Fire Blaster does a remarkable job at collecting aggro, inspirations keep me alive through it, and any nearby corner means everything is bunched.
Everyone and anyone can be the focus of any fire in anything. -

*EDIT*Adding to the original post some info about getting your arc eligible for the monthly challenge. I don't care if you PM me in game, send me a PM on the boards, write it up in this thread or whatever. In order to be eligible for the monthly prize you have to either post it here publicly or let me know explicitly that I can tell people your arc # and provide public feedback. You can be sneaky if you like. If you want to hold out on your arc # until the last minute you can do so. If you want me to give private feedback you can do so. But if I don't make the feedback and arc # public it's not eligible for the end of month 1 billion. I'm willing to provide private, sneaky feedback but I'll be testing it with random people who may or may not be competitors.
Also, in terms of difficulty of enemies I said Romans and Rikti were about right, Freakshow probably too easy and Nemesis too hard. I think Longbow and Arachnos at level 50 are about right. These are generalities and I thinks and sadly not concrete answers. Hopefully those groups and some of the comments I made about what enemies and qualities I do and don't like make things more clear. -

I recently received a private message. The private message asked for me to lend 10 Billion Inf to the sender. The sender swore he would earn it back for me. After that, he stated he could make 5B in a week for me.
I expressed my lack of interest in such an exchange.
He sent me a reply asking if there was anything he could do for 3 Billion Inf. I have sent him a response that he could earn the money I have offered to commission some AE arcs. Also, out of the kindness of my own heart and general faith in the charity of my fellow forumites I have started this thread.
This is the "Help People" thread.
Here, players who need Inf help can ask for such help. Hopefully the sender of the private message will be able to find willing and able help in this thread. Feel free to speak up if you need Inf help.
I hope that someone will organize a fund for such endeavors. I am not willing to organize nor facilitate such a fund. However, I am willing to donate hundreds, perhaps even thousands of Inf to the cause. -
I'm editing the original post to state that every arc that wins any prize whatsoever will get 5 stars from me. Also, I plan on running these arcs many times and I will tell every person I team with to 5 star the arc.

I only got to run a handfull of these before TFs were nerfed, and I expect this is exactly the kind of madness Smurphy is wanting to recreate. It's definitely the kind of madness I'd want. Yes, this means I'm insane, and I wholly suspect Smurphy is too. But until you've done it, survived it, and beaten the snot out of it you'll never understand that insanity.
I want higher than Freaks in difficulty and lower than Nemesis. Difficulty roughly on par with Romans or Rikti. -
I don't care whether you consider the mission I want a farm or not. I'm not going to discuss that topic.
Freaks are too easy. My team would not get regular deaths without one person running off on their own to stand in the middle of an 8-man spawn and do nothing. Freaks are close though, they have a few guys with some heavy hitting attacks. You could mix in some Freaks in your custom enemy group to get the right balance of difficulty.

So in terms of length of time of your mission(s) I'm looking for something close in size to the Imperious or Lady Grey Task Force. A little bigger than half their size is probably ok.
If you make something small and awesome find someone else who did the same, slap your missions next to each other, submit the arc #, and if you win split the money. -
I have no strong thoughts for nor against allies. If you can make them fun and interesting and further my goal of blowing **** up and getting teammates blown up then go for it. If they get in the way or I have to pay attention to them I won't like it.

I don't plan on reading whatever story you write. I'm not going to pay attention to whatever fancy costumes dress your carefully crafted foes.
I'm entering the mission to shoot stuff and get some people shot. Whatever you need to do to please Dr. Aeon or whoever else to try and get your mission Dev Choiced you go ahead and do it. Please him AND please me and you get that fancy 10 Billion bonus.
All I'll be focusing on is if the mission is fun for me. Fun is mostly me blowing **** up. **** is both enemies and teammates. That's how you get the 5, 3, 2 or 1 Billion amounts. -

The right balance of difficulty and a general "warrior spirit" of the enemies is what I'm looking for. The right balance of difficulty is hard enough to put up a fight and kill one or two teammates of mine with some regularity yet easy enough that we can all run at them, push our attacks, and defeat them. Of course I'll be on an Ill/Rad with infinite unkillable phantoms, massive debuffs, nuclear weapons and the most powerful team-buff in the game --> Vengeance. As I stated in the original post Rikti and the Romans are just about perfect. Family are too easy. Nemesis are too hard. Exploding Warhulks kill a few too many teammates with too much regularity.
"Warrior Spirit" is an intangible quality I can't properly put into words. Three-foot tall pink bunnies don't got it. Enemies that run away don't got it. Enemies that don't attack don't got it. Enemies with annoying powers like self-intangible, teleport, aoe mez etc. don't got it. A Rikti Soldier boss who pulls out an 8-foot alien axe and wacks a teammate for 1200 -- he got it. -

So you can have all those caps and have enter a pack... Fulcrum Shift --> Freezing Rain --> Venom Grenade --> Foot Stomp --> Fireball.
If you are fighting an AV you can Slap on EF/RI, toss out Envenom/Weaken/Benumb when they are up and use Transference when you are low on Endurance. No need for specialty Single Target attacks for the AV. Just use Blaze and your AoEs. -

The transfer involves the market taking 10% of the money transfered. I'll send enough so that you get the full prize despite 10% going poof.
Is the European AE hooked up to the North American one? If not just send me the AE file and I'll post the darn thing. Or you pick someone in North America and have them post it. If somebody thinks they can make an awesome mission for me I'll find a way to make it happen and make it eligible for billions of Inf.
Also, I updated the main post to explain the rules are more of a guideline than a code. Also added a video that gives a semi-general idea. In the video you see us skip things. We skip things because of lag. I would love to march my team directly up the path and obliterate every Roman on the mountain. Sadly, we get even more "Lost Connection to Map server" than you see in the video when we do such things. -
Personally, I don't care if I have to **pay** to run the missions. Rewards mean nothing to me. I've got more junk than I need... as you can see.
However, I think it will be a more effective mission if there are as many rewards as possible. I will be more easily able to recruit teammates if enemies give full rewards. I will be able to recruit even more teammates if enemies are able to drop standard rewards. So enemies who don't give rewards loses some points but I'm not going to outright ignore the arc. -
Recently, I have been staring at my Inf piles thinking I had nothing I wanted to spend it on.
Recently, I had been thinking that there was nothing I wanted more than outrageous amounts of Fallout on cool and fun missions.
I'm not a smart guy. Took me a few weeks to put 2 and 2 together. I was not exaggerating when I told some people that I'd delete all my toons and burn all my Inf to be able to run some TFs at +2 and higher. I'd consider it a good trade, do it with a smile, and have no regrets. Instead, I'll just give yous guys the money and keep the toons.
Also, some have mentioned to me that there are two Mission Architect sections on these boards. This thread may be in the wrong one. I asked if it should be moved. Please make sure the people who may care somehow know.
If you feel that your AE skills are more specialized post about that here and team up with other's of different specialties. If you are a story writer let people know, if you make cool costumes, if you make excellent ambushes etc post about it and join up with others. There should be inf enough in the prizes for you guys to split it. If not I'll add more. I can move some of that Dev Choice money (which I don't control if anyone wins) into the main prize pot.
My brother mentioned that my prize is unrealistic and that more players would take me seriously if I lowered the prize. What do you guys think? -

My problem is that I want to always have some missions to utilize Fallout how I want to use it. Task Forces have been known to have issues with difficulty. I will run out of Vanguard missions. I don't want to use Ouroboros. I don't want to use infinite RWZ missions. Mission Architect is the answer. I'm not creative and I don't want to spend time making cool looking foes and carefully crafted missions, objectives and ambushers. However, I do have an outrageous amount of Inf for someone who will do such things for me.
There are some things I specifically want and do not want in my arc. I'll frequently compare to the Imperious Task Force because it is very close to the ideal. The most important thing is making the arc a helluva lotta fun to Fallout teammates on. I advertise for anyone, any level, any archetype as long as you come to play aggressively. I don't like "I'm a healer so I don't attack" nor "I'm a Tank so I just taunt", nor anything else where you don't have attacks and/or don't use them. Come and at least try to kick some booty. I'm an Ill/Rad with perma PA, hasten, vengeance, Fallout and piles of debuffs so it's kinda cheating. As long as we all listen to the immortal words of Sister Flame and "just mash 1-2-3-4 until they are defeated" we should be just fine.
1) The missions must allow the starholder to be level 50 and play as a level 50. The enemies really need to go up to level 52 and hopefully 54. Minimum levels are irrelevant**Edited**
2) Assume an 8-man team is playing the mission.
2) The enemies must be capable of defeating my teammates with some regularity. Some examples: Rikti and Romans were about perfect. Nemesis a little too frequent at killing teammates. Arachnos and Longbow are probably about right as well.
3) Mezzing must not be a featured aspect of the enemies. A few enemies with Mez are ok. See Romans
4) Linear missions. We go in the front. We go towards the back. Then it's over. No open maps where a team may split up or be unsure where to go. No going to the back, getting a hostage, then going back to the front. See the Imperious TF. The cave missions and the occasional non-perfectly straight is just fine.
5) Bad to the bone encounters. Occasionally have ambushes, surprises, AVs or other interesting and non-standard fights. See the ITF for the right ratio of standard verse special encounters.
6) Nothing failable. I'll do my own failing, no need for the mission to have its own ways I can fail. However, an ever increasing ambush or defend something after the mission has already succeeded can be great fun. "We've got to hold out and give Moderator 8 as much time as possible to finish his sandwhich. Every minute we can give him helps." That's good. "You died and Moderator 8 lost his sandwhich. You fail." That's bad.
7) No missions that cause un-fun amounts of lag nor slow down the server.
**EDIT*These rules aren't really a code as much as they are a guideline. If you feel that you can make a mission that fails that is fun or break some of my other rules and make it fun give it a try. I'll test the mission and tell you if your plan succeeded or if it failed horribly. For a general idea of how I play this video will semi-give the concept. Here's a video of myself and a bunch of friends taking Moderator 8 on a +2 difficulty (Relentless/Invincible) Enemies Buffed, Players Debuffed Imperious Task Force. The video is the entirety of mission 3. Skip to about 5:30 when we start going crazy. That video is about 4 of my friends on Rads. I'd normally be the only guy with Fallout but that video gives a semi-general idea. I'll try to get a recording of myself on my Ill/Rad soon. Link to video. We skip the hill because of lag. I'm not really a creative person and don't have much to add creatively. However, hopefully some of my own and some of my brothers' thoughts can give you inspiration.
We're entering the mission for a fight. We want to kick something's butt. We want to fight some enemies with a "warrior spirit". We want to punch them in the face and want them to punch us right back. Fireball is a PBAoE power in my eyes. I've never thrown Blaze from more further away than arm's length. Some quotes we like that fit the theme: "He fights you not because you wronged him but because you are there." "If God had wanted you to live he would not have created me."
If you go with your own theme and story that's cool too.
Prizes will be:
5 Billion for the MA Arc that most allows me to kick butt, have fun, and blow up my teammates.
3 Billion For second.
2 Billion for third.
I'll be concluding the contest July 31st. I'm the sole judge. I can judge on whatever criteria I want and give the money to whoever I feel like giving it to. I can change the rules whenever and however I want. I'm making this **** up as I go. To be eligible for the big prize at the end I must have a copy of the AE arc file. I don't plan on posting it myself. I don't plan on changing it. But if something happens, if your arc goes away, if your arc gets bugged, and I lose my Fallout Fix I'd cry. I must have a way to fix it. I'll write how you did all the work in the description of the arc if I have to change/fix/update it. I don't care about the credit. I just need to have my fix.
I'm willing to give feedback on your arcs as the contest goes along. Post your arc here and tell me to give them a try and I'll do my best to try them. I'll tell you what I liked and what I didn't like. I can't promise I'll get to them all. At the end of every month I'm going to give 1 Billion Inf to whichever arc I've tested that currently best embodies what I'm looking for. I don't need the file for the 1 Billion thing.
I'll also give 10 billion on top of any other prizes to an arc that is in the top 3, or wins a monthly bonus, if that arc is "Dev Choiced." One 10 billion only. I might extend it further than the top 3 and if somehow more than 1 gets picked I'll try to get more money to throw at ya. Personally, I don't care about the tickets, the drops, nor the merits in Task Forces. However, telling people they can find purples while they team with me and that standard drops are on is probably nicer than just tickets.
I've got enough Inf right now to cover all the prizes. Most of it is on Freedom/Villainside at the moment. I'm sure we can find people to change it to blueside and change it's server. So you **should** be able to get your full amount of prize on any server on any side. Every arc that wins any prize whatsoever will get 5 stars from me. I plan on running the winning arcs many times with many different people. Everyone I team with will be instructed to 5 star the arc as well. I hope these shiny gold stars further motivate you to do your very best.
**EDIT*I don't care if you PM me in game, send me a PM on the boards, write it up in this thread or whatever. In order to be eligible for the monthly prize you have to either post it here publicly or let me know explicitly that I can tell people your arc # and provide public feedback. You can be sneaky if you like. If you want to hold out on your arc # until the last minute you can do so. If you want me to give private feedback you can do so. But if I don't make the feedback and arc # public it's not eligible for the end of month 1 billion. I'm willing to provide private, sneaky feedback but I'll be testing it with random people who may or may not be competitors.
Feel free to work together. Feel free to steal ideas. Feel free to cheat. I don't care. I just want an arc that is awesome.

The forces of Supply and Demand keep prices within the limits of what players are willing and able to pay. An alternative, overpriced store will not magically cause players to suddenly be willing and able to pay a higher price.
I assure you, marketeers are already fleecing you for every penny they can. This suggestion would not cause marketeers to be able to raise prices. -

I have my /WP scrapper build on about 74 hp/s with one enemy in range. so maxing out regen in ElA is not going to be worth the effort concidering what you can accomplice with regen based sets. -
I've played multiple instances of City of Heroes on the same computer many times. I don't want to put any NCSoft employees on the spot so I'm going to say things with a little less certainty than I truly possess.
I assume that there are NCSoft Employees aware that I've played multiple instances of City of Heroes at the same time on the same computer. I've posted pictures like this before on these forums: Really big picture
I'm going to assume that as long as you are manually pressing the keys to cause your character to take actions than you are alright. Using follow and autofire is fine as well.
Using an outside program to send keystrokes to City of Heroes does not seem possible. I have tried many times and several programs and none worked. Here is a copy/paste of what someone else said about the topic from another forum from a long time ago:

The hidden keystrokes only work if the CoH window is in the foreground. I even tried Mousemachine once (it's just a mouse click emulator) but it would only work on those windows that were in the foreground.
CoH put this feature in to prevent botting, but did it in a way that screws over multiboxers who are trying to use the same computer for multiple instances.
Seems like the only thing you could do with such a program is make some really awesome emote dance routines.

Nothing prevents you from manually clicking between windows and executing powers in each window manually. I described how I can play 5 Masterminds, 3 Arachnos Soldiers, or 2 Empathy Defenders in this fashion. Those are three different teams... not all 10 at the same time. I described on these forums how with the Masterminds I'd put the other 4 on follow and the pets on attack and just play the first one. I described how I'd autofire powers on 2 of my Soldiers and have them follow the first one. Then I'd execute my attack chain by pressing the #1 key on Soldier #1, click #2-press #1, click #3 press #1, click #1 press #2, click #2 press #2, click #3 press #2 etc. etc. I could execute the attack chain seamlessly on all 3 characters. I also described how I could play 2 Empathy Defenders at full power simultaneously but it gave me a headache, required lots of focus, and didn't let me sit back and enjoy the carnage. These actions, at the time and I assume now, were all a-ok.
