The requirements are to be mature and also to fit the "Dark" persona, the more you look like a vampire the better.
Our base has working teleporters with Beacons for the 6 zones and a rez ring. We will be active in Base Raiding once it is avaliable no matter how bad the devs make it... (another rant for later)
