It entirely depends on what you want out of it.
It does more damage than Energy Punch, yes; it also has a lower damage per second of activation time.
If you're just looking at burst damage, then Barrage is okay but still not what I'd be wanting to use since it's outdone by Bone Smasher in every way; in an attack chain you'd want the higher DPA attack for a better overall DPS.
Not counting criticals, unenhanced values only, here are the Energy Melee attacks listed by DPA (corrected for server ticks):

Edit: if you care, you need (global + slotting) 176% recharge in Bone Smasher, 191% in Energy Transfer, and 216% in Total Focus to seamlessly chain ET->BS->TF->BS->repeat. Less than that and you need to fill in EP somewhere, but the DPA for EP is very close to BS anyway. -

I would try to get some more energy defense, you only have 38% right now. Look for more sets to increase that, you have 51% s/l defense so you can let some of that go to inrease the nrg/-nrg. I 6 slot my defenses on EA and that will help get you soft capped. [u] Here[u] is my WM/EA build with softcapped defenses to look at. You can see how I used IO sets to get there.
As for your slotting on DM, you really should look at how you slotted Soul Drain, Go for recharge, acc, and then end reducers in that order. Frankenslot it, it is to good of a power to not get the most use out of it. The taunt set in it is just a waste and makes the power unreliable. You can drop Dark consumption, you won't need it since you have Energy Drain. Pick up dampening field instead for a spot to place the +3 defense unique and then take the slots you have left to place in your shields to get them to 6 slots for that last Red Fortune IO.
And last but not least, you don't need Aid Self. You have 2 heals already. I run my WM/EA with only the heal from energy drain and don't have any problems. You have SL on top of energy drain,so you should be fine without aid self.

Thanks for the advice you two. The only reason I whent with those taunt sets in DC and SD was for the defense bonus on the sets (2.5% s/l, 3.13% fire/cold) . The set itself gives enough acc/recharge but I guess I could also go with the low level eradication set and fill in my energy/neg defense.

I'll echo most of the advice above, and suggest looking at Aegis if you're worried about Fire/Cold defense. You have Tough so you don't need to pick up another power for the Steadfast Unique, you just need a slot there to drop it in.
[u]Here[u] is my planned out DM/EA build; she's level 40 atm and I already deviated a bit by swapping Hasten and Touch of Fear around, but she does very well against anything without autohit defense debuffs (EA simply doesn't have enough debuff resistance). I'm sure that build can be trimmed to be more efficient also, but I have most everything for it already either slotted or in base storage waiting for more levels.
If nothing else, it can give you some ideas on things to look at. -

Thunderstrike is 2.5% En/Ne at 3, and 1.25% En/Ne at 6. It also provides ~2 SOs (68.9% at 50) worth of Acc, EndRed, and Rech with >3 SOs (101.47% at 50) worth of Damage. -

PL = powerlevelling
AE = Aeon Entertainment (aka Mission Architect, or MA)
farm = mission with a good reward/time ratio that is frequently either repeated in AE or else reset without completing it to keep it available.
So a PL farm would be one that provides a lot of experience for a small time investment; often through the autosk feature in the mission architect that will set you to (for example) level 45 while a level 50 runs around killing all of the level 50 mobs. -

Not especially, but that's where most of the AE powerlevelling is done. If you're going to use the MA for it, any of the basic zones except Grandville will work. Grandville works just as well as the MA, though you'll need to find your own bridge.
As for "fastest levelling" - meh. If you're doorsitting, they all level equally fast. If you're actually running missions, I think a well built Brute will have the easiest time of it. If you just want it for PvP, decide what you want to use in your matches and make one. -

That was the exact chain used in the thread - "high recharge" means that up to 250% in each power was allowed. Were you factoring in the server ticks in your damage figure, and/or were you using procs to get the extra boost? -

That's my normal routine also, only I actually run the Infected mission and don't start the second arc, leave from the mission door across the island to get the Cesspool and Snake Charmer badges on the way to The Next Big Thing and the Lorekeeper plaque. Then to Port Oakes, the second Lorekeeper plaque behind the ferry, and off to the broker. This frees up the mission drop for the Kidnap Vanessa Verandi mission in Billie Heck's 7 merit arc.
And yes, the Mission Teleporter is a wonderful thing for this process. -

True, but it depends on what sets you look at and what defense position you're aiming for. You can build up some nice defense with sets if you focus on it instead of recharge, and Scorpion Shield adds even more S/L/E defense - which are the most common damage types.
On the other hand, you can have a permanent -100% recharge in a 10' AoE around you using Arctic Air and Chilling Embrace (-50% recharge in each); against +2 mobs that's -80%, which hits the -recharge cap.
Shiver has the advantage of range, though - you don't need to be among them. I'm just saying that because the cap is so easy to hit, I usually don't worry about it. -

On a Safeguard, I just tell everyone to hosp.
On a Mayhem, if anyone hosps and it's not a full or near teamwipe I have to wonder if they're just stupid, because now we have to break them out. Why? Because they just split up the ambush that shows up with the boss that you have to clear to finish the mission. -

Check the other sets that are being talked about. Stone Melee? One AoE. Energy Melee? One, and it's also the only AoE mitigation, with a low percentage at that. Dark Melee has 3 AoEs - one is a small melee cone and the other two have a 2- and 3-minute recharge.
And as pointed out above, just because you choose not to use the AoE mitigation power in SS doesn't mean it doesn't have one, and by saying that it doesn't you're simply whining over nothing.
Do I think Footstomp really needs to be changed? No. But your case for leaving it alone is extremely weak and ignorant.

If you're only counting AoE damage powers, yes. I was conceding the point that SS only has one AoE damage power, but also saying that it makes a pathetic excuse as to why it should be left alone, and pointing out other sets with similar issues.
And yes, I have played Dark Melee recently. It's AoE potential is still crap, which is what you were talking about. How nice of you to change subjects when the facts don't support any of the garbage coming out of your mouth. -
minor nitpick: 65% effectiveness is for +3s; it's 80% for +2.
As for -recharge... it's nice, but how effective Weave is going to be will depend on how much extra defense you have from other sources. Defense stacks on itself nicely, while hitting the -75% recharge isn't all that hard, really. You can do that just with your single target chain. -

Where's Total Focus and Energy Transfer?
I'd skip Hibernate if you already have Phase Shift - the NoPhase period prevents you from using one to do more than extend the duration of the other, and why be locked into one spot if you don't have to be?
You can use that power pick and slots to pick up Strength of Will for a little extra resistance. -

Apparently they did, if they were nagging for a rez.
At those levels, if the team is moving well I just wait for a ding-rez. Otherwise I try to combine insps for a wakie, and if I won't get killed immediately use it - if I'm likely to get killed or can't combine I'll delete a couple insps on the off chance of a drop, then wait until the end of the fight before I ask for anything. -
Procs do not Scourge, but (last I checked, which was about a month after i13) are not resisted in PvP.

Re: specific vs random on recipes:
There are some recipes that if I need, I'll simply buy instead of waiting for a good roll - they're typically the ones that cost in excess of 10x what the average pool C/D recipe sells for, and are almost always procs that the lower level you have them, the more useful they are.
If I don't particularly care about any one recipe because I need a lot of them, or if I want something at a higher level for better enhancement values, I'll do random rolls. This is a change for me since the weighted rolls were added - before that I'd still buy a specific proc and sell it for inf to buy the other recipes since I really don't need that 83rd Unspeakable Terror 2% Chance for Disorient that only sells at the vendor. -
