Its a heavy end use power. Back when I used it for a travel power, I used to slot it first for end, then when could dedicate more slots to it, switch them to range.
These days, I just keep a kb prot in its single slot for my stone tanker. I only use it IF I have rooted or granite on and need to position myself.
Is 20 hit points worth it to you? Depending on your toon, if you have room to give it 3 slots, I would slot BOTZ for the defense instead. -
I would tp foe a sapper for example, give him a guy smiley, then wade into the rest of the mob. I also found it good for corner pulling without having to expose myself to the mobs at all. Even if it misses, the mob will come.
That said, I respeced out of it about 4 years ago, and haven't really missed it. -
Second, Third and Fourth Bots/Storm. Embrace the chaos.

Any scrapper will have what you are looking for. Although, regen is a clicky secondary, so might want to avoid that.
Claws/Spines and Elec if you like aoe's. Swords/DM for extra surviveabilty. DB or Kin to look pretty. Pick a def or resist based flavor for secondary, and go hunt kill skulls.
A decent scrapper that mixes surviveability, aoes, and single target attacks with that power to look forward to in the future yet decent out of the box, you can't go wrong with a dm/sd scrapper. -
I am a melee guy as well, always have been. That said, I have a fire/traps corr that is just about as much fun as I have had in this game since I IOed out my spines/fire scrapper. Extremely safe and durable. Also since traps is more debuff than buffs, my playstyle does not have to change drastically from solo to a team.
Honorable mention goes to Bots/storm MM's. Ridiculously powerfull toons. Embrace the chaos. -
Your Corr could possibly do it.
Good builds for are anything that debuffs regen, or puts out more damage than the av can recover while being able to survive/divert incoming damage.
Classic combinations are I'll/rad trollers, fire or sonic/rad corrs, rad/sonic defenders, bots/traps mm's. Fire/sd scrappers/brutes, dm/sd scrappers/brutes, etc. Really though, if built right, these days just about anything can solo av's. GM's will be a little tougher but I do know that bots/traps can take on just about anything.

Used your build as a jump off point. Now able to cap s/l/e/ne with a single purp insp. I know you are not too worried about it with s/l resistance you have, but if you can do it, why not? Changed the order of your powers so you can use most of them even exemping down to 27.
Also, got rid of all your past cap conflicts including the extra lotg +rech.
Hope it helps. Also hope you have alot of patience. Getting all these IOes at the lowest level would make jesus curse.

I have deleted many an alt over the years. Including 50's.
If it sits uplayed in the barn for a long time, everytime I log in, it is a reminder that that toon just doesnt have enough.... whatever to keep me amused. So goodbye charlie.
Considering it takes no time to get to lvl 30 these days, even if I did regret it(I dont) It would take no time at all to re-roll it. -

Rain of Arrows has the same things going for it, with its 3 different damage rolls.
And of course surounding yourself is nice, you are an aoe. -

It is not fair to assume you speak for everyone. It is quite possible to do the content on pugs. I have not been on a pug that failed it. That doesn't mean that I believe that every single apex run has completed it. I am not blind to that. You can't assume that every single pug has failed it.
If its not your cup of tea, thats okay. That doesn't mean it is broken. -
