Luckely sappers come into game near the epic sets, of wich 3 of them have a ranged hold
Although i play granite (rooted give end-drain resist), its great while running in to hold the sapper. But pre-41 on a fire/ it can be a true nightmare.

Minor problem there -
I had frozen fists 2acc/3dmg, its alot weaker then charged/nrg punch, according NoFuture
55.61 Smashing Damage
53.39 Energy Damage if (target = critter)

Ice/fire sword are the powers that have damage as Charged/Punch. Bonesmasher/Havoc are the highest ones at low lvl.
Thats base already 20 damage lower, SO's added makes 40, BU/Aim hits nearly 100 damage less. And the -slow/recharge doesnt compensate the -end/rec or stun from the other 2.
As said, shivers doesnt suit the blaster. Its what poison MM has as poison breath. Its like Frost breath but without damage. Not to mention activation time. They still can do their set of attacks, but you are still standing there blowing out some cold air. (i had the power, dropped it the first respec i could find).
Freezing touch, fromout hide/stealth/whatever, the mob 9/10 times still does an attack before frozen, unlike all other holds (i have tested 8 holds - ice/elec/fire/munition). As ice/ you dont even need it, they got base 2 holds plus epic if u want
Frozen Aura would have been usefull, yet Ice Epic's one overrules this one by far. 10ft is really tiny, unlike the 25ft one of Ice (i believe epic has 100% acc bonus, FA hasnt).
Its indeed the more 'control' set, but thats what ice/ is already made for. Kinda like fire, its way too much melee based without proper reward (risk vs reward system). Its a great set at lower lvl and solo (slow) pace, but in the higher lvl scene, you see /nrg /elec and even /dev going far beyond it. -
Ice patch is stacking (few seconds) with hasten / 2 recharge SO. But its way smaller
Not sure of ice slick, but with ice patch they often can still walk or attack.

Powers like frozen fist (puny damage), shivers (no damage, CE does better), useless frozen aura, bugged freezing touch, decent ice sword (yet no compare with damage of other sets) and chillblain.. yeah it needs some attention -
I notice a few having probs with installing and playing the EU version of CoH, specialy if the key is bought online.
First, be sure having an account at PlayNC, wich you can create (or login) here
At the Games List you can click Add Games to add your Serial Key. Or you can buy one clicking Purchase code at the Online Serial Codes section.
Once you got everything set up, first you need to download the main client. For the direct link: clicky. Download, install it (ex. c:\program files\City of Heroes). After installing it will add a shortcut on your desktop and in your startmenu which points to CohUpdater.exe.
Next up, the EU-client. Its a very small zip file: clicky. Download this file, extract its content (few files including CohUpdater.EU.exe) into the folder wich you have installed the main client in. (the c:\program files\City of Heroes). So in the City Of Heroes folder you have a CohUpdater.exe and a CohUpdater.EU.exe.
Final step, rightclick the shortcut on your desktop, it will show something like "c:\program files\City of Heroes\CohUpdater.exe". Now change this to "c:\program files\City of Heroes\CohUpdater.EU.exe". Hit ok and you're all set. Double click the shortcut, let it patch and enjoy!
Easy tip: The update screen can be recognized easily as the EU or US client. Having a light-blue logo is EU, the dark blue is US. Refer to each forum (<a href="http:\\uk.boards.cityofheroes.com" target="_blank">EU forum</a> and <a href="http:\\boards.cityofheroes.com" target="_blank">US forum</a>for the matching colours.
Finally, but not least, if you are unable to connect with the client updater. Recently there was a patch, which makes the updater toggle between a set of ports until it connects. The default port was also a known bittorrent port, which might be blocked by some ISP's. Just let it try and connect a bit, get a coffee or a smoke and check again in a few minutes. I have done extensive testing on this, although it takes long, in 99% of the cases it still will connect. Be sure your firewall allows CohUpdater to access the internet. -
Example a CoT temple map, you have virtualy no chance of getting near, unless you like to be squashed under a huge ammount of AoE's. Council can do some nice stuff too (as wolfies have a small cone hit, dont even try to be near that.. squishy time). The ammount of times i started to inspect the floor closeby when i try put a icepatch next to the tanker.. more often then i did BU+Aim-ice sword
Ice patch (also chilling embrance, the knockback thing, etc) are more usefull to protect the 'stick behind team'. But that doesnt come in line with a blaster, he's not the 'protector'. -
Yeah i found those numbers too, but where to put them? (SO side or ToHit side). Now to get a Fort, then i should hit even higher

Ok i've been playing around:
KO blow has 20% bonus, 2 acc SO and all above tohit buffs against a 91% def.
1.20 * (1 + 0.66) * (0.5+0.109+0.29+0.31-0.91)
1.20 * 1.66 * 0.299 = 0.59 = 59%
Yet, without the 20% bonus, it becomes
1 * 1.66 * .299 = 0.49 = 49%
So the whole 20% bonus isnt actualy that much?
But i cant find where i have to put the acc bonus from a yellow insp from. -

I did a few testruns against a fullslotted elude scrapper, i noticed with 2acc, rage (no tohit) and 1 yellow i was still nearly unable to hit the guy at all. According to herobuilder he has a 92% defence from toggles and elude.
So i grab my hero builder, but it doesnt have hit vs defence table. So i ask here
I take tactics (3 tohit SO - 10,92%), Focus Acc (3 tohit SO - 28,86%) and Rage (3 tohit SO - 31,20%). Wrap it up, it should give 70.98%. But here comes the part, is this added to my 50% tohit base, or (as acc SO's in powers) based on the 50%? First case i get 120,98% tohit, but second case only 85% tohit. Or is it a combo? :S
So i would get 50 - 92 + 70.98 = roughly 30% hitchance?
I lost the maths regarding SO's in powers, i've been reading the other topic about nrg vs ice, but i kinda lost it halfway -

Cant agree more, /ice is really the weakest of em all. (no aoe sleep is close to useless, shivers makes no sence, single target hold is badly bugged).
I think those 2 sets need a fresh view from devs, they cant even get close to /nrg /elec or even /devs. -
I wanna see you at lvl32 with mercs, i think you gonna trow your monitor out of the window (specialy if you compare the 2nd upgrade with Ninja or Necro).

And after Commando and 32 upgrade.. those small numbers remain small but the ammount only gets more and more and more and more and... ya well, u get the point -
Its a big battle between my fire/rad and stone/storm now, those fire/rad things are really group killers, stone/storm is still waiting for his glory powers. I quite know the power of /TA, but aside that i still cant find myself in the nonstop redraw animation and somewhat long activation of powers.
Oh well, i keep them both, just need to them to get some higher lvl -
Downside with merc/FF, your damage on high lvl will be serious low. Ninja have 2 crit-hitters, fire damage dealer (with nice mez attack) and smoke bomb (give pet 10 sec crit ability - wich can be nearly perma). With just a few macro's you can keep most ninja pets where they belong, melee range and keep Oni next to you.

I would surely add at least 1 extra end-red for the blazing aura. The base is a 1.04 EPS toggle, makes a big diff. Consume i still would stick to 3rech/2acc/1endmod, my firetanker can regain full endurance from just 3 mobs with that slotting.

Whats the whole issue? You see scranker/tanker (and its role/style) different then i do, i only mention it shortly to give him a quick overview of wich way he like to go. From my post its 1 little line you keep lingering about, its not helping Dee_Six is it?
Anyway, clicky for a good working Herobuilder, stats and numbers are pretty accurate at the moment. You can set different 'select' modes, dynamic helps alot to plan ahead or for respec. -
-Shields can drop 1 resist SO, ED makes it not worth the slot anymore (i gues a 0,8% from that 4th SO). Same goes for tough.
-consume can go 1/2acc 3 rech 1 end-mod.
-healing flame i would go 3/3 recharge/heal
-blazing aura needs a 1/2 acc, depending on the mobs (tohit check).
-fiery embrace ED again, 3 +2's would do it also
-4 end in acro is overkill, i would 2 max
-hasten has little effect of 5 recharge, ED again, 3 +2's cut the cookie already.
-where is taunt? (or can slot taunt SO's into your attacks)
-endred in scorch is overkill, the usage is already very low, i would move it to the higher end-user powers (GFS and combustion are quite heavy iirc).
Based on that, i think you safe up quite alot of slots to put some into your attacks (acc, dmg, rech or end-red). I dont know if you face alot of +3 or higher mobs, you could start out with a extra acc in each attack, or since you have energy mastery, taking focused accuracy with a 3/3 endred/tohit. (or anything you can spare, as long u focus on endreds, its end-heavy).
See if you can make a full chain of attacks with lesser /fire attacks. If possible, can combine with punch (from fighting pool), perhaps you can drop 1 power.
Getting all defences and decent attacks before lvl30 is pretty tight, specialy if you want the leaping/fitness and fighting pool into it also. Additionaly you can (depending on your veteran badges) get the Sand of Mu power, nice free extra attack.
Hope this can help you out a bitty already. (i asume you use a CoH hero builder?) -
I serious dont know what you are talking about...We're doing Fire/fire here, what has fire/ice to do with it? I dont see any 'misinforming' points there regarding a fire/fire scranker/tanker.

Welcome to the wonderfull world of freaking bugged pets and their stupid annoying redraw. The crystals, but also disruption arrow longbow drops, caltrops from tsoo or anything pointblank AoE's.. your pets go crazy. Bots seem to have the tiniest problems with those, merc and thug are going insane.
Specialy for mercs that use 100% their gun, they redraw basicly every mob. Since they do insane DoT's, they all draw for 1/2 second and start their firing when a mob is only left for like 10hp. If you're lucky the 2 lowest and your commando all start Full Auto, waste another 6 seconds, put back their gun, grab it again and same story for the next mob.
Luckely Thugs get bruiser and that fire-freak guy, makes up a bit of wasted time. Mercs are just plain annoying, specialy because several non-damage Pointblank AoE causes aid other from your medic to fail nonstop. (and do they give stalkers assasinstrike on anything that does no damage aoe).
