Well here's my Rad/Sonic Defender soloing Lusca with no temps, no insps

All I can see Scrappers getting regarding epics is Pyre Mastery from Tankers to complement their existing fire powersets

I wouldn't say quite the worst. While Stalkers may have higher burst damage than Scrappers, they have lower sustained damage over time (which is what's important against AVs) and lower hitpoints.
VEATs are capable of soloing AVs no temps/no insps but they have a much harder time at it than Scrappers. And Kheldians? Kheldians are so bad I don't even think they can pull it off with a full tray of T3 insps and an entire arsenal/army of temp powers/pets
Powersets also make a huge difference. While the best Corruptor may be a little better than the best Scrapper at killing AVs, the worst Corruptor is infinitely worse than the worst Scrapper -

Endurance Management is part of the desgin of the character as a whole though, not just exclusive to blasting so the two terms are different, to me at least.
When talking Endurance Management you have to take into consideration both your blasts AND your debuffs/toggles. And that's something I usually take care of before desgining the attack chain. Once that's out of the way and I start working on the attacks, DPA is the only stat I look at -

This is either wrong, or misworded.
When designing an attack chain to use for AV soloing, the only stat you're looking at is DPA. Endurance use is of course important, but it's not a big showstopper as all single target blasts across the sets have a proportionate DPE
As for the Rain of Fire comment, its DPA isn't high enough to warrant its use in a single target attack (not to mention the disproportionate end usage). Caltrops on the other hand has higher DPA than Blaze, therefore has its use warranted in my chains -
If [Life Drain] ever gets the [Siphon Life] treatment, that's gonna be one potent combo.

Drop shout, mutation, pick a different epic (Elec for utility, Psi for good set mule) and grab tough/weave.

Broadsword has hard hitting slow attacks, which have long animations that prevent you from click-healing yourself while they're in progress (with regen). I'd favor BS/WP, the +def from Parry and the KU/KD from the big hitters will offer enough mitigation to let RttC do its thing

I keep hearing tales of an empath who summoned an army of temp pets (Shivan, Warwolf, Amy, HVAS, etc), buffed them 10 different ways into next tuesday and then proceeded to "solo" Infernal

This statement alone is a counter-endorsement for your recommendation. It suggests that your playstyle is radically out of touch with what the vast majority of players are experiencing.

I wasn't making a recomendation, I was just answering the OP's question and stating my point of view *shrug*
I did get PL'd to 22, then did the rest myself assembling PuGs and running canon arcs -
I leveled my DM/SD slotting with SOs for +rech instead of dam. From where I see it, slotting for damage will only make the power do more damage (and make it more end effective, yes) but slotting it for recharge is equivalent to slotting it for ALL of its effects: damage (big hitters up more often), tohit debuffs (attacking more often means debuffing more often), heal (using SL more often means more health is coming in), immob (midnight grasp), etc.
It worked out just fine for the 3 days it took to get to 50 -
Not to mention rad's debuffs are AoE (-regen, -dmg) which proves invaluable if you wanna be ballsy and solo multiple AVs at the same time

Benumb takes some pretty *extreme* recharge to keep perma, and it's even more difficult to reach the ranged defense softcap while still mantaining those levels of recharge.
Rad's are much easier to slot for both recharge (which has AM to complement, and it also provides end drain protection and mez resistance) and defense (even with the resists, rad infection still debuffs a good 7.5%, which equates into a hefty defense buff you won't have to IO for).
A mobile, non-interruptable self becomes invaluable in an AV/GM fight, and it also frees you a pool power choice (tough/weave) for not having to take aid self and that makes you alot more survivable.

The main issue in this fight was "herding" the AVs close together and get them near my "Trap Zone", since both Crimson and Dietrich have stealth and I have no perception powers on this build. On top of that, Crimson kept spamming caltrops which made it very difficult to hop in and out of PGT toebomb range.

Requiem's negative energy damage gave me the most trouble in this encounter, taking my health bar in the red in several ocasions. Once he was down I just had to watch for Burkholders and Vandal's energy bursts, which could 2-shot me.

Crey's psionic damage and Nemesis' Staff KB were a pretty big disrupting factor in this fight. As with previous ones, this was problematic because it messed up the timer of my traps

This one was actually a pretty difficult fight; just like her partner Crimson, Indigo likes to spam caltrops. Add to that the defense debuffs from Sunstorm and Citadel's heavy hitting Power Burst, which made them a pretty dangerous combination. I had to try this one a few times before I got it right, and Sunstorm surprised me with Dwarf Form and Light Form. -
Also, the hamis you want in Active Defense are membranes

You have Phalanx Fighting turned on.
Mids lists it as a 6.something percent cause it assumes 1 ally in range, but when you're solo it only gives you 3.75% defense -
Except it's the hardest hitting attack of the set
