    Soft Cap - Myth?

    The defense softcap is 45% to either all positions (melee, ranged, aoe) or to all types* (smashing, lethal, energy, negative, fire, ice, psi). Once you hit that point, the standard minion/lieutenant/boss/EB/AV will have a floored tohit chance (minions will hit 5% of the time, AVs will hit 7.5% of the time because of accuracy bonuses related to mob rank).

    The exception here is if you fight enemies with +ToHit buffs (Rularu eyeballs for example, very uncommon) or if you get defense debuffed below 45%

    tl;dr version: I want a DM/SD build with Teleport as the main travel power

    Long version: I've got my DM/SD Scrapper up and in working conditions, I've already successfully completed Maria's arc and Mender Silos' TF and I'm happy with her performance so far.

    But, there is one thing I'm not quite content about: her travel power choice.

    Call me a carebear, roleplayer, concept queen, or any insult you can think of, but I just cannot fully enjoy my dark amazon of the Netherrealm (who steals the souls of her victims and summons deadly conducts of negative energy to punish her foes) bunnyhopping around in the streets of Paragon City :-/

    Flight also doesn't convince me, since I'm not quite used to hovering and maneuvering around in a tight pack of SD/AAO fueling minions/lieutenants around an AV.

    Super Speed? doesn't quite feel right, too colorful and bright for the dark themed character. Maybe when color customization comes out and I can tint the superspeed black or dark purple and call it "Shadow Swiftness" or something, but for now it just doesn't feel right

    That would leave Teleport as the only travel power choice I'll be happy with. But that means I'd be losing that precious 1.88% defense to all positions from either Hover or CJ, and I don't think I can live with that either

    It has softcapped defenses, 35% res to S/L, 58.75% recharge, 2.1k hp, 310% regen, 3 EPS recovery with 1 EPS drain (making CP and DC a MUST) and around 80% DDR

    Now, the favor I want to ask the gods of scrapping in this forum is to make me a viable build with Teleport as a travel power, with the following restrictions:

    -At the very least 44.5% defense to all positions
    -50% global recharge
    -Sustainable recovery for long AV fights
    -300% regen
    -No purple damage sets (other purples like stun and immob are fine)
    -All attacks must be slotted as attacks
    -SL has to be slotted as a heal first then as an attack (with similar numbers to the current build, 90% heal, 70% damage)

    Could this be done? or am I getting too presumptuous? I'd like to hear advice from the experts to help me build my TP'n DM/SD

    In other words, no, those powers do not become more powerful. He was just pointing out that it's 20% of the base itself, not 20% of your total with powers running.

    Is that true? so effectively that IO makes all those powers (FA, Tactics, TD, etc) better for making the BASE perception into a higher number?

    That would've been good to know back when PvP mattered and hunting stalkers was fun :-/

  19. If you're a brute you can find a Rikti Chief Mezmerist, get up close in melee range to make him pull out his sword, hit rest in front of him and go to sleep

    Or if you're a squishy, repeat the above process with a CoT Guide
