Maneuvers would mean you can softcap without the Glad Armor proc and brings even more defense buffing to the team. Assault would stack with TT:A for even more +damage for you and the team. I personally wouldn't bother with TT:L, the tohit isn't really worth the end cost so the biggest draw for me is the perception which isn't a big deal.
I do actually have a question though, why the Hecatombs in FU? CIs would give you a little less recharge but isn't the high damage enhancement value better in one of your other melee attacks that do more damage? That's what I'd have thought, but I've never looked into claws/Fort melee stuff that much. -
Deus, Yeah I went Cardiac on my Fire/Rad too. Same deal, no really long recharge powers except EMP which is up whenever I want it already. Going Cardiac lets me run the Leadership pool, mostly Maneuvers for defense buffing but Assault ain't bad to stack with AM.
Obitus, Pretty much everything in Fire + Cardiac = fantastic, since pretty much my only complaint with Fire is that it can be end heavy.

I've not actually done any Incarnate stuff on my Fire/Dark yet, but in all likelihood go Cardiac. He's got Dark Consumption for endurance, but more general end redux is good and I've got global recharge out the *** anyway.
Since Fire/Dark doesn't really have any super long recharging powers, going Spiritual would only take fractions of a second/a second or so off my powers I want back ASAP. Since its not a noticeable difference whereas Cardiac would be, Cardiac ftw.
I guess it depends how much global recharge you've got. If you've got like 50% or so, you might get more benefit from going Spiritual. If you're a crazy recharge ***** like me, Cardiac might be better.
I've also checked the heal values for Spiritual and its really not worth it, mainly since TG is already a massive heal and the heal from the fluffy isn't significant enough to count. -
You don't even need slots to make good use of FE. With just a single recharge IO in it, you've got about 15% uptime on it. With 50% global recharge, that goes up to about 20%. If you've also got Hasten, when its active you've got it up about a third of the time.
Even if your build has paltry global recharge and no Hasten, I'd still take FE over Assault anyday. Assault is utterly overshadowed by any other damage buffs (like Fulcrum Shift) whereas FE works outside of conventional damage caps because its extra damage, not extra damage buffing. -

Yeah so okay:
You've got great recharge which is awesome for a WS but I'd also do a lot of things differently.
You've got the Glad Armor def proc (which is absurdly expensive), the Steadfast def proc and Maneuvers, but you've only actually gotten low-medium amounts of defense. If you want to get some defense, I'd shoot for 32% either s/l or some positionals, that way you can softcap any time you want with a small purple inspiration.
Speaking of Steadfast stuff, why do you have 3 Steadfast -KB IOs slotted as well as KB slotted Acrobatics? I can understand having 1 as a backup for Acrobatics so you don't get KB/KDed around when mezzed, but why 3? Also bear in mind that the KB protection in Acrobatics is divided into 2 parts, one enhanceable one not. The one Mids displays is the enhanceable bit, but it has a mag 7 unenhanceable portion. With Acrobatics alone you've got mag 10 KB protection. Why do you also have the BotZ -KB IOs? If this is also for pvp, I believe 41 is the number to shoot for, not 30.
If anything, I'd put an end rdx in Acrobatics.
I'd recommend swapping the Apoc DAM in Shadow Blast for the Dam/End, since you have literally 0 endurance reduction in what is your main ST blast. Exact same deal for Gravity Well. Using just those 2 powers in a row will eat 26 endurance. That's over a quarter of your bar. I'd say you can afford to leave 5 Apocs in Shadow Blast, but definitely put a 6th slot of end rdx in GW.
I'd drop the +regen and +hp/+end procs from health. As a WS you don't have a big enough hp pool to warrant the regen and the healing you'll get from Stygian Circle will far outstrip whatever benefit you get from the regen proc. As for the +heal/+end proc, unless you got it as a drop I wouldn't bother with it at all, let alone in health. The heal on it is absolutely miniscule and the endurance gain is lower than from a Shifter proc. The few kinds of powers I think are worth slotting the Panacea proc in are stuff like Reconstruction, Healing Flames, etc so that when it goes off, you get a tiny bonus heal (who cares) but essentially get to cast the power for free. Since the closest analogue you have to such a power is Stygian Circle, the end gain and heal you get from that are far better than what the proc will give you.
I'd drop Assault and pick up something else. The damage buff you get from it is tiny and far outshadowed by Sunless Mire. Plus its an end hog. Which brings me to....
Your endurance. As I said before GW is using an absolute boatload, especially since at your level of recharge you can use it every 4 seconds. Even though you have an endurance 'I win' button in Stygian Circle, I would recommend you properly slot your main attacks so that you're less reliant on it. What are you gonna do for endurance in AV fights for example? The minions, lts and bosses all die pretty fast, leaving you with little corpse fodder.
In addition to that, running your toggles (half of which are poorly slotted for end rdx or not worth running, to put it bluntly) burns 2.13 end a second. Given you recover 3.9 (including the Shifter proc) you're burning a huge chunk of your recovery just standing around.
As you say in the title, its an incredibly expensive build. My concern would be whether or not you're getting the performance proportional to the expense out of it.

Mind and Fire permadoms can keep most AVs permanently held with just Char/Dominate, but it requires a lot of recharge.

Tamerlayne, See, that I think is ****** up. I don't believe people have to like or agree with the wars their country is in, but showing that kind of disrespect isn't okay. Especially since most soldiers are just dudes doing their job and proud to be fighting for their country.
Same thing for the police IMO. Don't have to like 'em, don't have to like everything they do, but do show some respect because the job they do is in service to the people and can be dangerous.
