Which means it's fine when it's something that a group of heroes found a clue for, or someone on a pirate radio band broadcast the threat. But when it's someone telepathically contacting the whole city to tell them about the bomb, or a news broadcast on CNN (or any other situation where everyone would be aware of it), then it's too much.

I'm not sure what "RP a superman OOC" means. It's an oxymoron. If you're OOC, you're not RPing. Conversely, if you're RPing, you're not OOC. I think my inability to discern your meaning, CB, is causing me issues with the rest of your post.
Allow me to clarify. It seems to say "don't RP a superhuman hero if you're either a) not able to involve yourself in every plot going or b) not willing to involve yourself in every plot going, if it would be IC for that character to get involved in those plotlines. If you do choose to RP a superhuman hero and then refuse to provide rationalle behind that hero's involvement in plotlines, instead asking for plots to be cancelled or toned down, you're a god-modding jerk".
Now, if that is what you're saying, then fine, though it is a bit of a kneejerk reaction. As someone who does have a superhuman hero, it is, indeed, my responsibility to provide IC reasons why he doesn't get involved in some plots that he becomes aware of - usually, he's too busy at work, or is investigating something somewhere else and trusts other heroes to deal, Bob's your Uncle, Fanny's your Aunt.
However, and we've discussed this before, in a great deal of depth, probably with no satisfactory outcome, because we don't have a GM (or even several, really), there isn't someone we can turn to for adjudication on gameworld logic. Instead we have to rely on our own sense of proportion and restraint to try and keep the Unionverse sane and realistic for ourselves and others.
The instant we start a plot, we're affecting the game world. While the Unionverse is largely a coherent whole, the reason we've been able to do so successfully is that the majority of plotlines are small scale.
Picture the following two plot ideas, if you will.
1) A mind controller has taken control of several hundred Council (who have in turn reprogrammed some of their robots), and is planning to use them to strike against Paragon.
2) A mind controller has taken control of an entire neighbourhood (say... King's Row), and is planning to sell the population into slavery overseas.
Plot 1 is simple and really doesn't affect the game world very much, since that's the sort of thing the Council would do anyway. It's just a tweak of motivation.
Plot 2, on the other hand, if it works, changes the game world significantly. It's the sort of thing that any hero worth their salt would take action on the instant they become aware of it. I'd personally consider it too big, because there is no way I could clear it with every possibly affected player in advance, and there's no way everyone would agree to accept the outcome, especially if I was nasty and just said "it's happened, what are you gonna do?".
Plotlines are a two-way street. A plot-runner doesn't have to consider every single RPer's response in advance, but neither do they have the right to change things that drastically affect other characters. Conversely, other players who don't want to get involved in a plot do need to have a reason not to get involved, whether that's a personal reason or something agreed with the plot-runner or whatever. It works best if the player can manage that themselves, certainly, but there is still an obligation on the plot-runner not to throw "bigger is better!" plots around. -
For anyone finding it a bit tricky to picture how the Unionverse works, here's an analogy that I hope doesn't fall flat.
Union server is like one giant LARP game. We don't have any gamemasters or referees. All we have are a number of players, each essentially doing their own thing, but with the overriding concern that we all agree we're playing the same game, in the same reality.
This means that when Joey Heroey mentions getting jumped by Skulls in King's Row, then Ultra-Awesome-Man can mention being at the Zig while those same Skulls were being processed. At the same time, Norma Normal can say that she suspects those Skulls were the ones who stole her daughter's lunch money, and Super-Shooter identifies the leader as the brother of someone he's been tracking for the past week.
We feed off each others' stories, RP, events. It's extremely rare for someone to say "that hasn't happened". The downside to this overriding shared reality is that if someone says "I went around the world and now all of the giant octopuses are in sea life centres" (which they might feel is completely realistic and valid), there will always be others who pop along to IP and say "Oops, looks like you missed one... two... three... wow, you missed a LOT!"
As such, we try very very hard (in general) to not "god-mod the game world" - that is, we avoid making changes to the world in which everyone is playing that are not reflected in the reality of the game. While this may seem limiting to some, it really isn't, unless you let it be.
Ultimately, what this all means is that if people pay a bit of attention to the forum recap threads, I can take my character along to Pocket D, bump into someone he hasn't seen for 6 months, and have a fair expectation of being able to hold a coherent conversation about the recent past, because even though the two characters haven't seen each other, they do both exist in the same reality, which has the same history for each of them. -

People above who have asked for more hit rolls are doing so for a reason. From the screenshots we don't know what your maximum miss streak is allowed to be. -
Thanks, Arcana. That's pretty much the flaw I saw with it, also. I did point out that I considered it "possible grounds", and that it perhaps merited discussion, not that I think there is any actual legal basis for a discrimination suit to be levied.
I will point out, though, that the legislation does not make any bones about where individuals " treated less favourably than [they] treats or would treat others" are actually based. As such, yes, the English legislature is in a position whereby if a company offers different (and less favourable terms) to someone (or many someones) in England compared to the terms for the same service that they offer anyone anywhere else in the world, that company is in breach of the Equality Act 2010.
The other point against it as a possible argument is that NCSoft do not prevent players based in England from purchasing US accounts. They therefore do offer equal terms to people in England, but people in England may choose to forego that option and purchase an EU account instead. The argument against this point is that the instant the server lists are merged, those terms must become identical and not offer any specific advantage or favourable terms to either NA or EU account holders. The argument of many on these boards is that they are offering advantageous terms to NA subscribers, by virtue of the knowledge that they will not undergo a forced change of "community identity" as a result of the change, whereas the EU subscribers are not being offered parity. -
Now that is an EXCELLENT idea.
I know that I would appreciate it if the US Shadowe were contacted on my behalf and asked to change his global if he is willing to do so at the time the merge happens.
If not, then I'm not overly bothered, but it would be nice. -

And the point of the Equality Act is that you're flat out NOT ALLOWED to (as you put it) "piss off" the (alleged) 10% of your player base on the basis of their nationality. -
Just because it's of interest to me (I honestly don't care if this is "discrimination" or not): There are possibly grounds for considering this discrimination under the Equality Act 2010.
As defined in the act, Nationality is a part of race, and is a protected characteristic.
The act defines direct discrimination, including (but not limited to): A person (A) discriminates against another (B) if, because of a protected characteristic, A treats B less favourably than A treats or would treat others.
Under the Provisions of Service portion of the act (which includes public and private sector services, which is what NCSoft does): A service-provider (A) must not, in providing the service, discriminate against a person (B)—
(a)as to the terms on which A provides the service to B;
(b)by terminating the provision of the service to B;
(c)by subjecting B to any other detriment.

I know almost for certain that it will affect me. There is a US player who has my global name, and it isn't me. I know nothing about them, and have no way to contact them (it'd be great to have some way to send them a message and ask if they'd be nice enough to let me nab their global name.
Not likely to happen, so I'll just have to go with my backup name. Which is okay by me. -
Very bold statement, and not one I would expect anyone to be able to back up unless they admit that they are a Professor of Language Studies (or equivalent) at a major University and know (not simply guess, but know) that the other player is not a similar Professor.

Thanks, Zwil. That's really all we can ask for - a dialogue.
I think the EU playerbase has made its feelings known, and I hope that something can be done to satisfy the majority's needs.
I will add, though, that the EU population at large seems to be VERY happy with the serverlist merge - it's just the fine detail that's causing issues. -
I'd like to add my voice to those questioning somthing on this.
My issue isn't (unlike some of my EU compatriots) to do with Global name (at the moment), but is a question raised earlier, too.
I have three accounts under my NC Master Account: My active EU one, and two US trial accounts from years ago. One of those trial accounts has the same account name as my EU account. I don't want to have to add "EU" to the start of my account name when the merge happens (yes, I am that lazy), and since I own both account names, is there any way I can delete that ancient US trial account to ensure no account name conflicts? My EU account has been around longer than that trial account.
I will also, however, raise my voice regarding the global name issue. Now, I have no idea if there's a guy called "Shadowe" active on the US servers (he made one post on the forums, years ago, as far as I know, but I do know that I don't own it as a Global Name on the US servers), and it really doesn't bother me if there is (I have another name I'm happy to use as my global if needs be), but I am inclined to agree with other users who have said Vet Active > Newer Active > Inactive, though part of me thinks Vet Active > Vet Inactive > Newer Active > Inactive sends a message that loyalty is appreciated.
I think that's the largest problem that the long-time EU players have - while it's all well and good to say "the EU servers are being merged with the US servers", from our perspective that isn't and shouldn't be true. It is the merger of all the servers. There is no "more important" server list involved in the merger. Or there really shouldn't be. If "@Made Up Name" from the EU, who has been on the EU servers since the EU servers went live in 2005 suddenly finds that they lose their global name to a trial account created on the US servers at just the wrong time, I'd say they have a right to feel unappreciated. It sends the message from NC that "your 6 years of custom in the EU are less important to us than someone who decided to try out the US servers for free".
The system that they are planning to use will treat everyone equally, sure, and it simplifies the disruption from a Database management perspective (only one of the two databases gets altered before they get merged), but it is not fair, and it's certainly not looking after your loyal customers. -

The full phrase is, indeed, "Bob's your Uncle and Fanny's your Aunt", though to be accurate "Fanny" is a female forename - it is only relatively recently that it has come to mean something... else... that is not what the filthy, filthy Americans use it to mean.
At work we used to have a (now deceased) customer called Fanny Tickler. Which should be pretty funny on either side of the pond.
Though not as amusing as the gentleman whose full name would get me in trouble with the moderators. But his first initial was F, his middle name was Yu and his surname was Man. -

I'm grateful that our devs come and get direct feedback from us.
I'm slightly less grateful that both my laptop and desktop decided that they needed at least 6 hours to patch for the EU test server last night, so I couldn't come along.
I'll keep lobbying for our Community guys and gals and the Developers to just drop by the EU servers randomly sometime (Come on - our peak playing time is your LUNCH HOUR! FOOD IS NOT IMPORTANT!) and say hi. It'd be funny as all heck to have someone drop by the Galaxy Girl statue as one of the signature characters... but then I'm an inveterate roleplayer.
I'm grateful to my wife for being so wonderful and awesome that she lets me randomly join TF's while she looks after our baby boy, and I'm grateful for my baby boy for being the most wonderful, beautiful, cute little gurgle-beast I've ever met.
And at this time of year, I'm grateful that I knew the most honest, loving, hard-working man in the world. Love you, Dad, still think of you. I'm sure God likes having you there. -

Not allowed: Anything that rips of a trademarked character from an existing IP.
Allowed: Anything else that the costume creator lets you get away with.
Someone seriously needs their brain checking. -
It's also probably worth mentioning that a Notice of the Well is completely useless to you until you have first slotted up two uncommon Alpha Boosts in the same tree.
So if you have a pile of shards sitting around waiting for you to do something with them, I'd suggest that you craft up to get two uncommons in the same tree.
Since the reason you weren't invited on the WTF is that you don't already have an Alpha Boost, there's no reason to even think about trying to get a Rare boost yet.
