Would be a really odd promise for them to make seeing as paying for extra powers and costumes has been in since CoH collectors edition.

Does anyone have actual evidence that there's been a decline in the number of costumes per Issue beyond the fact that we haven't had any in a while? As I recall, the last time some one actually listed out the Iissues and what costumes each had there were no indications that we ever really got a large number of "free" costumes.

As far as I recall, the split was caused by the assassination of the Weaver. Arachnos semi-collapsed and Recluse reformed some of it's forces into the modern Arachnos while the Center formed some into the Council.

Don't have any experience with the IO myself, just going by what I found on Red Tomax.

I know, and I was pointing out that other sets with unique IOs may not need a powerful one off set bonus, like Gaussian's has, because they have a powerful one off bonus on the Unique IO itself.

How exactly does "powerful enough to body slam a Rikti Mother ship" equal "powerful enought to stop all the crime in a city?" He can only be in one place at a time and not all crime can be stopped by punching it in the face.

Also, gaining power too fast isn't the same thing as gaining it instantaneously nor does it eliminate the possibility that their power continued to grow for some unknown time before the well asserted its self.

For many Unique IO, the unique bonus is actually granted by the just having the unique IO, but Chance for Build Up isn't unique to Gaussian's.
  13. Set IOs are meant to create a trade off between set bonuses and raw enhancement performance so that demand will be spread over more sets.

With Judgment, Lore and Destiny customization implemented, I don't see how there can be to much of a hurdle left to Pool and Epic customization.

I just found it ridiculous to ask for proof of a level 51 player having more HP than a level 50. For 49 level ups, you gained more HP, a new power or new slots and your powers' base damage went up. So a level 51 will naturally have all of that happen too, not just some parts of it.

And entities that do go past level 50, NPCs, have more HP at level 51 than 50.
My point was simply that since level 51 doesn't exist for PCs we can't know how it would differ from level 50. Castle once said that were the level cap to be raised, we wouldn't get any more slots or powers. The progress system doesn't remain exactly the same over every level, there's no guarantee any future level must follow the existing patterns.

The UI isn't the only determination for language usage in the game, otherwise we wouldn't have terms like scranker, blapper, offender, huntsman build, WTF, etc. If a group of people use level 51 to denote a level shifted character, then that's what level 51 means, even if another group thinks that term should be reserved for a situation that is unlikely to ever exist.

The only thing the new launcher should have changed is how the game selects which of the 3 client themes to use at start up. Any modification you've done to those themes, be it through splasher or other means, should still work.

I know they create one, I can't find any dates for whether it was before or after the settlement. Doesn't change the fact that BaB has hinted that they can't make another.

Say you want to change the proportions of the toon you have, being consistent you need to change all the costume's proportions. To make use of the save function, you need to change one costume, save it, then take that saved costume, load it, then completely reconstruct the original costume for that slot from memory just to keep the same proportions.
Now think of that in x4. Simply loading it does NOT in any way cut it as reasonable.
Actually, you can save both costumes, open the .txt files, copy and paste one's scales into the other and finally reload the altered file into the game. That being said, it would still be nice to be able to save/load the scales separate from the costume, similarly to how we can save/load the primary and secondary power customizations separately.
  23. Would be great to have but, as I recall, there were some indications that a stand alone costume creator may have been prohibited in the Marvel settlement.
