    Boom. One dead Incarnate.
One of the first demonstrations of his powers in Web of Archnos is to snap the blade of a knife while stabbing it into his thigh, so I doubt a knife to the throat would do much of anything, maybe if it was made of the same Proto-steal that Lord Recluse used on his spider legs. Also, If you could injure him enough to force him to use the Hospital teleporters you'd be better of disabling his beacon and letting whatever did that damage finish him off.

And another thing, it seems the injury that took him out of action during WWII occurred during D-Day and isn't said to be a missile.

Back in Europe, the Allies were massing in Britain for D-Day. When invasion came, the Freedom Phalanx and Dawn Patrol were part of the first wave to enter France. Many dropped in the night before with the airborne troops, providing protection against Storm Korps jet pack troops. Both sides took horrendous casualties in those first bloody hours, with the super powered soldiers on both sides fighting in the vanguard. Late on the first day the Storm Korps launched a massive counteroffensive in an effort to drive the Allies back into the English Channel. Fought largely in the air above Normandy's beaches, this was one of the most spectacular hero battles of the war. Statesman himself was in the forefront, powering through hundreds of enemy super soldiers. The Allies repulsed the counterattack and the armies pushed on into France. Victory did not come without a terrible cost. Scores of heroes lost their lives and Statesman suffered critical wounds that left him crippled for the rest of the war.
The Nuclear Missile that nearly killed him was in 1976, which may hint that Statesman's powers increase with age, so who knows if he'd be affected in the same way by another Nuclear strike.

    Group Fly idea

Stray thought, since we now have powers that actually grant other powers (Mystic Fortune, Secondary Mutation, alignment Count Down to ...), I wonder if it would be possible to have Group Fly grant a toggle flight power.

following was cut and pasted from the overview page and are the ones that have an Astrix, I didn't add them. Oddly the Alpha slot and Access to Praetoria put it in the body of the description rather than the title like the others. Also the Tip Missions seems like it would be better to put it on alignment rather than missions.

    The Alpha Slot
Issue 19 unveils the long-awaited Alpha Slot*, the first part of the new Incarnate* system that gives high-level characters access to new powers and challenges. Unlocking the Alpha Slot is no easy task. Players must first learn what it means to exceed the definition of Hero or Villain to become an Incarnate. Mender Ramiel in Ouroboros guides players on this journey.

Apex Task Force*: Apex has joined the Vanguard, and he helps organize your team of Incarnates to stop the Praetorian initial assault. Face off against the Anti-Matter Clockwork, War Walkers, and the Arch-Villain Battle Maiden before they can destroy Paragon City. If you succeed in this battle, the war is yet to be won.

Tin Mage Task Force*: The lost hero Tin Mage has returned to help coordinate an assault into Praetoria to stop the invasion cold. Your team strikes into the very heart of Nova Praetoria to confront Neuron, Bobcat, and a Praetorian army.

    Praetoria Zone Events*
Live events in Praetoria in which your Resistance or Loyalist character can participate:

The Protest (Nova Praetoria): The angry citizens of Praetoria are staging a protest in Nova Praetoria. Will you join them or shut them down?
Syndicate Takedown (Imperial City): The PPD has found a cell of the Syndicate in the Agilecorp building. The two forces are at a standoff at the base of the building. If you hurry you can capture one of the Syndicate's leaders.
The Great Escape (Neutropolis): One of the Failed Experiments has remained lucid and sane, and appears to have the ability to influence other Ghouls. Informants say he is eager to aid the Resistance in its war against the regime. Will you aid him in his escape? Or will you hunt him down now that he has escaped?

Primal Earth Characters Can Enter Praetoria
Non-Praetorians can journey to Praetoria* through Pocket D.

    More Tip and Morality Missions
All City of Heroes characters can play and enjoy more Tip missions, while City of Heroes Going Rogue™ characters can choose from more missions* that impact a character's alignment.

Are you sure 5 is the max? You can get a 6th on a VEAT you just can't edit at a tailor.
edit: just checked on my rogue tank and he didn't unlock a 6th slot from the facemaker, don't know what would happen if you did like the VEATs and tried to unlock a 6th with Salvage, or if they can even still do that.

He's definitely in the Villain version of Mender Silo's arc (was the only EB my Elec/Elec brute couldn't take down) and I assume he's also in the Hero version.

Unless I'm mistaken extracting is when you take the files out of the zip and put them somewhere else. Seems to be right, no idea why it wouldn't work.

The complexity of a cape is that it's physics enable, turning it into a static item or even just giving it a simple animation should drop the performance hit it causes.

Really? Your Dual Pistols/Pain Domination corruptor has been around for 6 years? How did you pull that off when none of those things, including the archetype, existed back then?
Why would we have to justify it? The description on the badge makes it pretty clear the badge is awarded to the player, not the character. Plus as I understand it the anniversary badges are character based only because before i14 they didn't have the tech to have in game actions award account based unlocks.

Similarly, villains would always be able to cheat at dice, while heroes would have to earn a badge for it.
Actually, Deuces Wild unlocks it for villains.

There are various badges awarded for players having logged in during a specific number of days surrounding the anniversary of the game. For players with multiple avatars across multiple servers, they'll easily spend more time logging characters in and out... than they'll spend playing the game. Making these badges apply to a player's global account solves the issue of logging multiple characters in for a single badge, and gives those who want to re-roll / re-create a character proof that they were indeed around for that anniversary event
As I recall, Positron said he would look into making anniversary badges global around the time of the 5th anniversary. At this point I kind of doubt it will happen.

It's not just Stamina going inherent, the whole fitness pool is. Characters without the pool selected will get it as inherents automatically while those that did will have to respec and no one will be able to take the non-inherent version of the Fitness Pool anymore.

While there are colorable and uncolorable versions of the guns, the same isn't true for the maces. All 4 of the maces should be colorable, if they aren't I have no idea why that would be. Might be helpful if we could see a screen shot of your tailor UI with the mace selected.

I know its not officially supported, so i should prolly just work with older builds, but I wanted to explain the issue i'm having. Stamina has somehow overwrote brawl, so it says 'stamina' where brawl is, and is keeping the sets slotted in it, even though in the information window, it says brawl. and swift/hurdle and health aren't being displayed, even though the slots i had in health are accounted for. Its just not displaying it..
I went back to the last version of Mids that had the inherent fitness mod installed and copied the stamina, health, etc. over to the new version and it seems to work fine and display correctly. I have a zip of the files over here if you want them.

Do you have a Mids open? I got that error when i accidentally installed with the program still running.

Castle's bailiwick is power functionality, the fact that he only invokes the "Cottage Rule" for power functionality should not be taken to mean that the logic behind it (don't change things on players without a really good reason) can't be extended to other areas.

So, unless you can provide an actual dev quote about an "FX" version of the cottage rule, I am fairly sure that there is no such thing.
As far as I know the closest thing we've gotten to a "FX Cottage Rule" was Brawler's statement that animations wont be changed based on aesthetics.

Doesn't really matter how logical it is, if the Devs don't find a potential balance issues a compelling enough reason to re-order existing powers (Energize for Stalkers and Brutes) they aren't going to change the order over what amounts to a personal preferences.
