Your old characters ought to have accumulated a bunch of costume tokens over the years, not to mention the ones from your Veteran Rewards.

In the past, costume tokens are used automatically by the Tailor. People complained that they would rather save the token for when they make a drastic and expensive change, rather than blow it on minor tweak, like changing a color. The Devs probably took this desire into account when they included tokens in the Vet Rewards. Of course, this isn't relevant anymore due to recent quality of life changes which added the option to choose how you'd like to pay for a costume change at the Tailor.

"Frankenslotting" refers to using Set IOs by mixing pieces from different Sets to get the most out of the attribute boosts without any regard to Set Bonuses.

Back in the day, the 5 origins contacts system was relevant in that the stores did not sell all of the enhancement types, just the batch known as the "Power 10". You were encouraged to work the contact of your origin (until the confidence bar is at the 2nd mark where he tells you you're his bestest buddy and opens his full store to you) so that you can buy the rest of the enhancements you needed from him - at inflated prices.

You seem to be a rather independent sort of person, so I don't know if my anecdote will apply to you.
My pre-college schooling trained me to be led. Wait for instructions and follow directions. This had me wholely unprepared for college. During the first semester I was wondering why the tests seemed to be about completely different things than the extensive notes I had taken during the classes.
It took me 3 months to finally come to the realization that "oh, they expect me to read these text books on my own."I had idlely wondered why the professors weren't giving any homework, but didn't pursue the thought because of my previous schooling: if they didn't tell me to do it, then it's not important. Wrong.
The professor gives you a overview of the topic in class, then it is up to you to follow up and research it (read the text, do the exercise problems, extra reading, etc). Learning in high school was linear: just go down that road, that's all you need to know. But in college, it's not just about the road. You're expected to anticipate the intersections, the twists and turns, and make decisions. Reading ahead is very beneficial. It'll give you some familiarity with the subject before the Professor discusses it in class.
I'll also emphasize asking about internships. Nobody brought this up to me until senior year and by then, the opportunity was lost. You need real world work experience. While campus jobs brings in some much needed income, they count for nothing. I could hear the mental sneers during the senior year job interviews. -

The 'Trap of the Hunter' Set for Immobolize has good set bonuses. With 4 pieces, you'll get +5% immob resist, +1.88% health increase, and +9% accuracy. The Recipes are usually dirt cheap and plentiful. The most expensive thing about them is the rare salvage needed.
So that leaves 2 slots for either straight Damage common IOs or Ranged Damage Set IOs like 'Devastation' (12% regen), 'Entropic Chaos' (10%) regen, or 'Thunder Strike' (2% recovery).
Or you can go the other way, with 4 'Thunderstrikes' or 'Devastations', then add in 1 or 2 common Immobolize IOs. But this will probably be much more expensive. -
I think there's a 24 hour cool off period per same credit card use.

If you know how to make Inf using the Markets (and it's not hard), I suggest making and using Common IOs starting from level 15s. Starting at at level 35, you should have enough slots per power to start considering slotting Sets IOs. My personal minimum is 4 slots on a power if I'm slotting for Set Bonuses. Less if you do mix-and-match Set IO pieces ("frankenslotting").

Frankly, I'd play a Controller over a Defender for Rad Emissions. Debuffs are a taunt and AOE Debuffs are AOE taunts. With controls, you can mitigate a lot of the reciprocal aggro especially if you're out in the open without a corner to pull to.

I know that there is a percentage difference between Defender and Controller Buff/Debuff effectiveness, but I don't know what it is. -
I personally slot for Accuracy first (note: when Beginner's Luck noticibly starts to fade out). If you can't land your attack, you've wasted your time (ie recharge), your endurance, and all your whoopdedoo damage became a fanciful wish. I'd usually add Damage next, but I keep in mind my performance. If I'm constantly sucking wind, then Endurance Reductions will be added at the next level up. Depending on how "high damage" the power inherently is, I may put in a couple of Recharges before the Damages because high damage usually mean very long recharge. But generally, Recharge is low priority for the regular attacks.

I play mostly hero-side and have half a dozen fully developed characters each on Infinity and Triumph ready for TF'ing.
I have a moderate villain-side presence on Infinity, Triumph and Virtue. While I don't play these characters much at all, I do cycle through them regularly for Marketing purposes. -
