Side question: is there need to slot for accuracy in Drain Psyche or is that only for pvp?

It's just a .txt file. Couldn't you just copy and paste from the file of your other accounts to one "main" file and then replace the others?

I've been playing a Fire/MM recently too and my experiences with Drain Psyche is similar to your's. About 90% of the time I use it, I am dead 2 seconds later. Another 5% of the times, I jumped right into an AOE mez before it goes off, so I am again dead soon after. Of the few times I lived through using it, most of the spawn had already been decimated by team mates so there was little point to in trying to use it to begin with.
Which brings up another issue. If I wait for the meleers to grab and establish aggro, the spawn is already being AOE'd by team mates. By the time I run in, the only enemies left alive are a boss or two and maybe some lucky lieutenants who, of course, are seriously trying to scatter away.
Right now the only reliable use I've found for it is during AV fights to top off and to provide a little -regen debuff. Using during corner pulls shows promise, but I need to practice more. -

If you're part of a super group, you can check the SG window for when you joined it. Even if you didn't join it immediately, it'll narrow the time frame down.

Well, I've been here for almost 7 years now and I've got zip from these guys! I even went through the trouble of setting up easy payment plans for their convenience, but nooo! Nothing! Nada! Zilch!

I'm not a role player. My characters don't have a background. They are not me and I am not them. I play the game to play the powersets. Each new power will add additional dimensions to my play style. I will try to figure out the best ways to use the powers, individually and in combinations, in all circumstances, in particular when the situation is just chaos. My only goal is to achieve the confidence to know that whatever train wreck of team I join, I can cover any deficiencies there may be. I can be their backbone regardless of what character I am on with at the time.
OK, all that being said, I am going to suggest that you may want to ask someone to power level one of your characters to at least the mid-to-high 30s.
Based on your statement that you've only really played up to about level 20, I am going to assume you've only ever played using TOs and DOs. I don't get the impression that you've spent the time to make use of IOs. I recommended the mid-to-high 30s because that's usually where I start feeling that my builds are finally maturing. All my core powers now have enough slots allocated (4-5) and are filled with SOs/IOs so that they do not suck. Upgrading from DOs to SOs produces a really noticeable performance increase. If after using SOs for some time on this character doesn't perk up your morale and boost your enthusiasm, well then, I'll have to differ to the others.
My hope is that you can see and feel what you've been missing out on in the higher level game when you've so far been abandoning your characters while they were still under developed. Perhaps this will have you wondering what your other characters could have been and you can pick them up again. -
I went to the Shadow Shard and experienced no lag as I completed the intro story arc and got my Mole Point access. I briefly thought about farming for Kora Fruit, but decided to pass on it since my bare bones Base in Freedom doesn't have any storage bins yet. I went back to Infinity and joined a WTF villain respec team there.

The FX in this game appear to have been designed as if the initiating character is the only thing on the screen. This is so far from wrong it would take the light from wrong 2.3 years to reach it. FX need to be designed as if there are fifty characters on the screen all blazing away, because that's usually the case. As it currently stands, once there's more than 10 characters (counting mobs) on screen and fighting the game quickly turns into a Michael Bay movie where you can't see anything but FX. -
Fiery Aura - the constant pulsing/strobing is annoying. It took me months to learn to not see it.
Burn - its core is way too bright. -
I have a FiOS Triple Play plan (TV, telephone, Internet) for about half a year now.
Prior to FiOS, I had Time Warner Cable (TV, Internet). With the cable modem service, my brother and I would lag out whenever mom starts streaming her videos. One of her friends installed some sort of peer to peer video app for her. It just sucks up all of the bandwidth, up to the point where there was effectively no more Internet for rest of us (browsers times out). The app isn't in English so I couldn't figure out how to configure it.
Anyway, with FiOS, we don't even notice when she's streaming her movies now.
In the half year of service, we've only experienced on day of flaky service, so overall, we're very happy. -
Well, if she has been playing shooters, then going with a Blaster, Defender or Corruptor are the obvious choices. Ice Blast is the safest blast set I've played so far (note: I haven't tried everything yet) and is very team friendly.

Well, it's going to depend on your play style, but I'll start off by saying that overall, you're lacking endurance reduction. You're going to be wheezing if you exert yourself to any extent.
Your personal blast attacks, even if you're not going to slot them out, at least put in an Accuracy enhancement so that when you do shoot, you'll have a decent chance to hit.
Twilight Grasp, I suggest at least 1 Recharge enhancement. Replace one of the 3 Heal enhancements. When your bots start to receive heavy damage, it'll come fast and hard. More heals when you need it now is better than bigger, slow heals.
For the Battle Drones, I'd leave the slotting at (the SO equivalent of) 3 Accuracies and 3 Damages. They're -2 to you and -3+ to whatever you're fighting. They're not going to last long enough to have endurance issues. If you can get some cheap Set IOs pieces for A/D, you might be able to save a slot allocation.
For the Protector Bots and Assault Bots, start off with 2 Acc and 3 Dam, then fill with something for their secondaries.
Tar Patch, 2-3 Recharge enhancements. Maybe 1 Slow if you have slots to spare later on.
Darkest Night, 1 Endurance Reduction, 3 -tohit Debuffs.
Howling Twilight, 2-3 Recharges, maybe 1 Stun later. Remember, it's an attack with a side effect of rezzing.
Shadow Fall, 1 End Red, 2 Resist, 2 Defense.
Petrifying Gaze, 2 Acc, 1 Rech, maybe 1 Hold later.
Maneuvers, 1 End Red, 2-3 Def.
Assault, you don't really need this. If I was going to take it, I'd put it off. Especially since you should have picked up Dark Servant! He's your best pal. Slot him with 3 -tohit Debuffs, 2 Rechs, 1 Acc.
Tactics, 1 End Red, 3 tohit Buffs.
Note: Hover comes before Fly. However, I'd suggest skipping Hover and picking up Air Superiority instead (2 Acc, 1 Rech). It has guaranteed knock down for most enemies up to some Elite Bosses. You can continually bounce an enemy such that they can't retaliate at all while also being able to slip in an additional attack of your own during the bounce. Air Superiority can save your life! I leave it on auto attack (ctrl-click it) so that if anybody comes into my face, I do ctrl-Tab (target nearest enemy) and BAM! Kiss the ground fool!
Stamina, depends, but I'd 3 slot it with non-Set End Mods. That A/R you have there is totally useless since it's not an attack.
Edit: I forgot, you also skipped Fearsome Stare! It will completely change your play style from the moment you pick it up and try it out. You will realize that it is your easy mode button. Put in 2 Acc, 1 Rech, then some -tohit Debuffs later. -

I made a support type character in Defiant and have been trying to fit in play time on weekend afternoons which by my estimate ought to be Euro prime time.
