If World of Confusion was generating damage without generating Threat, that would be classified as an exploit and would be fixed without an entry in the patch notes.
Pretty sure i still have it on an alt somewhere. i'll go try it out again. -

FWIW Champion first became my primary and mostly sole server back somewhere around mid 2005 when i first joined the SG Metaknights after having previously focused on Victory for several months and Guardian for about six months. i started splitting my play time more between Champion and other servers around 2008. While it's not really my main server as such anymore, it's still the server i have the most global friends and emotional connection to even if i don't spend quite as much time there as i used to. It's still the server i'm most likely to log onto when i'm in the mood to play a random alt. -

Freedom has a large population and a variety of factors can make it easier than on many other servers to find teams and teammates who are more entertaining or annoying than useful. Some of the best teams i've ever been on have been on Freedom, and so have some of the most jaw-droppingly incompetent, inarticulate, selfish and rude teams. Although those are a rarity, they are quite memorable.
The more i think about the more i realize it's not so much the teams on Freedom that tend to be bad, they're actually mostly good, it's the chatter in the city zones. Assigning the Broadcast and Request channels to a usually hidden tab or just removing them completely can be a good idea on Freedom. -

...myself. (By slotting PGA with the Call of the Sandman proc.) It's actually not very efficient, so i do it mostly for the entertainment value of being able to say i have a healing arrow power. The power itself is kind of handy anyway, though as with many TA powers YMMV.
Lately i've been mostly using a Widow. Team (and self) buffing toggles, high personal defense levels, plus multiple melee and ranged AoE attacks makes for a fun character.
Only the hardest content in the game needs specific roles, and even then specific powersets and archetypes are not required, just any who can competently fill that role. My personal preference for organizing teams is to announce it first on private global channels used by friends and then on public channels to fill any remaining openings.
My standard answer when someone asks what to bring is "Anything you like." Sometimes we'll have very little support on the team and i'll suggest that they bring that if they have one, but it's incredibly rare that that happens. Most of the people i team with regularly tend to gravitate to support/force multiplier characters and i'm no exception to this.
i've also been on TFs where we all played Tankers. A little bit slow at times, but highly entertaining. -

All of these include an enhancement setting for: Enhance Damage
World of Confusion has a minor damage component. This will cause aggro regardless of the state of confusion.

As a minor note, I just checked in game, and neither the blaster World of Confusion, nor the Controller Epic World of Confusion, make any mention in their text that World of Confuse does not cause aggro.
If you look at the City of Data entry it says Notify mobs: Never. -

It's not uncommon that some of the stories in various media contradict other stories in other media. What is canon is usually based on a standard system of weighting the various stories (movies take precedence over all other sources, this series of novels has precedence over that comics series, the Christmas Special never existed at all, anywhere, even in the real world, etc.), and even if that doesn't clarify matters it always comes down to Word Of God.

Even though i had few direct interactions with Eric "theOcho" Cleaver i always enjoyed his posts for the equanimity and wit with which he handled his moderation duties.
We've gone through a fair number of mods over the years (i expect moderating any community is taxing), so turnover in moderation staff isn't really that much of a DOOOOOMMMM*ribbit*MMMM sign to me. Cuppajo was the first well known mod i recall leaving and that was a long time ago.
Even some of the long time developers leaving isn't that big of surprise after 6+ years... err, i mean DOOM!!!
Anyway, it was nice having you around the forums, Eric, we'll miss you. Best of luck with your new job. -

i haven't played my Mind or Illusion users this week, but as of last week i wasn't noticing aggro from confusing enemies. (i tend to kill time when waiting for teammates or otherwise standing around by confusing any enemies in the area.)

So true. i've only occasionally logged onto Champion lately to join teams started by global friends, mostly sparing Champion from my misbegotten presence, and Skyppy the Borderline Incompetent Wonder Twit is unlikely to ever return since he's still busy annoying players on Virtue. Not to mention he's established a pattern of dropping CoH to go try the latest MMO for a couple months and then slinking back to restart his prestige mills. At least when he left Champion he was considerate enough to kick the various SG members before going. -

The stealth POWER (from the concealment pool) will not stack with mask presence, as they are basically the same power. I don't know about super speeds stealth but I know it stacks with the stealth power and with cloaking device from the blaster devices set, so I assume that super speed would stack its stealth with mask presence as well.
My Night Widow uses a mix of melee (2 ST, 2 PBAoE) and ranged (1 ST, 2 AoE) attacks with an average of about 67% positional defenses (68% melee, 69% ranged, 65% AoE). Typed defenses are mostly in the 40s for the most part. There is usually a second or so gap where her positional defenses are around 51% (52% melee, 53% ranged, 49% AoE) while Mind Link is down. Theoretically Mids' shows second and a half overlap on Mind Link, but i think the animation time throws it off.
Edit- This is the build i currently have on live. i'm planning to drop Placate, reassign the two slots added to it and take Teleport instead. Placate doesn't really add enough to my dps unless i save it for PBAoE powers:
