    Well, with all the recharge bonuses in the build slotting recharge to the ED cap in Freezing Rain changes the recharge time from 15.8 seconds to about 13.8 seconds.

    Yeah, i used to have Tornado on an old build for whittling down hard targets. i am rather tied to the leadership toggles, but could drop Maneuvers for Tornado, but i will keep Assault and Tactics.

    Already have the Cardiac tier 3, but long before incarnate powers were added was just fine with just Assault and Tactics.

    Hmmm, Hasten has a 3.8 second overlap before factoring in animations and the like.
    Tornado has 14 second recharge and 30 second duration with each capable of dealing up to 1104 damage over 30 seconds. Not bad for hard targets since i can have two Tornadoes out most of the time. Roughly 73dps for about 3 seconds of cast time out of every 30.
    Ranged defense drops to 25%, but Hurricane adds -36% tohit debuff. (Still decent despite purple patch and debuff resistances.)

    i really hope power pool tinting is in the near future, but i think i'll take Hasten anyway. With Hasten Indomitable Will is available almost perma.

    Yeah, i may go with this build.

  12. With the new Storm Elemental incarnate pets coming out i was thinking of bringing my Grav/Storm out of semi-retirement.

    The build i'm considering is aimed at general team content with some soloing, not specifically incarnate content. It is partially a concept build inasmuch as i intend to stay with flight and teleportation for travel.

    Suggestions and feedback welcome.

    In other words, people are dumb.
    If the traditional religious end times come with all the bizarre changes like water turning into blood and all that then the world has started working on very different principles than what we've known the last few millenia. In that case perhaps shiny rocks will in fact become incredibly edible or otherwise useful.

    Just an FYI, 1) and 2) are something the Devs have said they'd like to do, but require more time and coding than standard power customization. 3) is unlikely since those colors are not part of the power, but built into how the game indicates status/buff/debuff effects. 4) More alternate animations are likely, but only the Devs would know when. 5) Staff powers are something the Devs would like to do, but will take quite some time and resources since it would require all new core animations in addition to the individual attacks. Multiplied by three body types. That said, the Devs have confirmed at least one new powerset is coming soon(tm). 6) Yup, there are no holy blasting sets, nor are there any unholy blasting sets. Then again, while "holy" and "unholy" as basic concepts are pretty common in fantasy RPG settings they're generally not common in superheroic settings. 7) Not sure what Rad Armor would be, or how it would distinguish itself from existing sets. Same with Rad Melee. Even now you can simulate Rad Melee by recoloring Energy Melee. The only significant way i think Rad Melee would be different is that it would do more -def and less stun. And that's a purely metagame/power design theme difference, not a game lore/conceptual difference.

    Most of the above is only my opinion, of course.

    It used to be that Quantum Flight was one of the few ways to easily hit the flight speed cap, which combined with the intangibility i suppose justified the very high endurance cost. Of course now that Fly puts you at the flight speed cap it seems less justifiable for a power in a Secondary set to have a far higher cost than the pool power equivalent. The fact that it grants flight in addition to intangibility is hardly a justification in an AT that already has Fly as an inherent power. If not for the cottage rule i'd say the Devs could improve Quantum Flight enormously simply by removing the +Fly and making it identical to Phase Shift.
