Lower values won't matter when the power would self-buff in an infinite feedback loop. Despite the damage caps there might possibly be negative effects on the server itself when a power's calculation causes an infinite loop.

Well "tier" basically refers to both where the powers are listed for the powerset and what level or prior power selections are required to access them.
Primarily it's the power's location in the list for the powerset. -

When they got rid of the Paragon Dance Party and added Pocket D instead, the Paragon Dance Party (so far as I know) did not disappear, you just had no access to it. But if you'd logged out there, you would still be there when you logged in. (Based on stories that I heard.)
When they remade the Rikti Crash Site into the Rikti War Zone, the crash site didn't go away, you just couldn't access it. People logged out there could still log in and they would be in the crash site, not in RWZ. (Based on stories that I heard.)
I have no information if this was also true for Faultline. ^_^
Any predictions on what will happen to players logged out in Breakout, Outbreak, or in Galaxy City? -

The GTX 570 and HD 6970 are a little north of $300.
Most of the HD 6970 units are currently out of stock.
The GTX 570s seem to have somewhat mixed reviews regarding reliability.

My current gaming system is one i put together last year and i was on a bit of a budget, so the current card is an ASUS EAH4870. Since i can spare a few dollars now i was thinking a new graphics card would be the most useful upgrade.
The other relevant specs are:
Operating System: Windows 7 Home Premium 64-bit
Motherboard: Gigabyte. P55A-UD4P
Central Processor: Intel(R) Core(TM) i5 CPU 750 @ 2.67GHz (4 CPUs), ~2.7GHz
Memory: 4096MB (Probably upgrading to about 8gigs RAM as well.)
Monitor: Samsung Syncmaster S27A350H (1920x1080)
What graphics cards in the ~$300 dollar range would you suggest? -

Motherships so powerful that the strongest superhuman known to Primal Earth could only damage one enough to force it to crashland, where it remains as a base and rallying point. What wimps!" -

The Coming Storm is apparently multiple things all coming to a head. Shiva, The Battalion, and others are apparently all part of the Coming Storm. It's possible that The Battalion will coming to all known Earths, or maybe only Primal Earth, but the total effect will probably be a threat to all Earths.

Well, Primal and Praetorian Earths were not "contacted by an advanced alien species of unknown origin that converted the humans of the Rikti dimension into what they are now. The Rikti are born as what we consider ordinary, but around adolescence changes begin and they begin to morph into full Rikti aliens." Also The Battalion hasn't shown up in Primal Earth either. The various known Earths have diverged at various points in their respective histories, and maybe the divergence point for the Rikti from Praetorian and Primal Earths was the unknown aliens what Riktified the Rikti a few thousand years ago...
The Rikti have been using advanced technology far a very long time, and are genetically augmented as a species above the human baseline. -

As for teleport...
Team Teleport isn't as effective at irritating teammates and alienating other players as it used to be since players can now prevent it from affecting them. It does (very rarely) have other uses, but those uses are mostly limited to Masterminds or teams built around using it.
IMO, YMMV, BBR, WIKS, etcetera. -

Anyway, saw tonight's episode even though i missed the premiere. Wasn't bad at all. i like the way the characters are developing and the fact that the writing doesn't require characters to be constantly handing off the idiot ball to each other. -
