You're making way too many sacrifices to soft cap for smashing lethal, you'd be better off slotting for melee and ranged defense.

Pvp +3% def IO leaves you at 46.31% melee, 45.47% ranged, 44.84% aoe. I'd recommend the res/end Gladiator's Armor instead of res/rech because Tough is a bit costly. The Aegis slotted there reflects the end cost and resistance boosts you'll see with the Gladiators' Armor in place.

Oops I'm meant the resistance/endurance gladiator's armor, also I'm not sure if I should slot the Panacea set into Health or True Grit. -

I am looking to make a really good cheap pvp build that will annoy the cheese out of anyone who will fight me, I definitely want to include teleport foe and have high hp, regen, and defense. I don't want to do too much damage, just be able to survive and teleport people to drones. LOL

I would definitely like to see this as a balance issue in comparison to other secondaries. As I pointed out, other secondaries have debuff resistance to add to their damage mitigation. I would definitely like to see recharge debuff resistance put into Resilience to a magnitude of 30-40% just like Quickness. I'd also like to see a 50% regeneration debuff resistance in Dull Pain, it would act like Reconstruction's Toxic resistance buff whenever clicked. It would last the duration of Dull Pain. -

Rerolled for what purpose? If it's just because you like the character's name and concept I would just pay the 10 bucks to rename him then roll a new character with the name.
In fact my level 50 WM/WP tank, Godbreaker, started life as a MA/Regen scrapper. Until he hit his 40s and I grew bored with him.

Because I would like to combine them as part of a concept, they were one person originally until their mind was shattered into different personalities when they faced Rularuu. Now thanks to the midnight squad and vanguard they have become one person, but now I'm considering instead of dm/sd, to fire/sd because I'm not crazy about dm's animations. I just don't know how I would fit that in there.... Ahh!!!

Haha! Weeelll, all I'll say in this regard is that you truly have my respect for playing this close to your concept! Could the story be altered in such a way as to keep both of the old toons around? Could copies of both psyches be created and combined, in effect reuniting the old versions in a new hero but NOT destroying the originals?
Ya know, I don't like DM animations much myself. I particularly am not fond of MG. I'd love to see that updated to an animation where the player reaches forward with a large negative energy fist surrounding his own and just grabs the opponent, then lets go but the ghostly fist remains crushing the critter!

Actually, killing a pylon in 3:43 isn't 300 dps. Pylons have 30675 hp. 300 dps would kill that in under 2 minutes.(Just to be nit-picky)
My ill/rad troller just solo'd a pylon, and I timed it with a stopwatch to 4:58. That's just over 100 dps.

You know when you have writer's block? Well I have build block right now and I cannot seem to come up with anything better. I'm trying to get my AoE defense higher, as well as my recharge. In True Grit there will be a full set of Panacea and in Tough there will be Gladiator's Armor: Resistance/Recharge and +Defense.

I would focus on slotting for recharge, then defense, and then regeneration in those orders, but it is personal preference.

From a game design point of view, the resistance should not be too strong as to negate the debuff.

Agreed. I certainly wouldn't give as much -regen or -recharge resistance as Super Reflexes has -defense resistance. But it sometimes seems like any -regen simply TURNS IT OFF. I find the binary nature of it annoying. I'd like it to debuff my regen instead of simply turning it completely off.

This is what I am trying to achieve, nothing huge like a 95% debuff resistance but maybe a 40 to 60% resistance for regeneration and a 20-40% resistance for recharge debuffs. -
