Edit: Dang! This is a good idea for an MA arc, assuming they have Sallie in the list of contact npcs, which I seriously doubt.

Mission 3: Steal Sallie's picture back from a newspaper office before it gets published and proves her existence. But the office is full of Nazis, working for the infamous op-ed writer, The Fifth Columnist! -
For some reason the Security Chiefs bother me the most; maybe they're just the easiest to remember. If they can't make them remember us, can they at least make them targetable?

Invuln is tougher, and with mitigation from Ice will be very tough indeed. But Shield is plenty tough and will do lots more damage. If you are pining for a Brute, I'd say that tips it toward Shield.
Bonus: look through the shield customizations, there's a lot you can do to get a look you like. Juts off the top of my head, you could put the snowflake pattern on a regular shield of various shapes, or use the Ice elemental shield. -

My understanding is that Brawl does it by brute force -- new animations drawn for each weapon set. In other words, there's a plain Brawl, a Claws Brawl, a Broadsword Brawl, an Archery Brawl, and so on.
To make versions of every separate combination of weapon and non-weapon attacks that might follow each other seems...daunting. A Claws Laser Beam Eyes, a Katana Laser Beam Eyes, a War Mace Laser Beam Eyes, a Claws Boxing, a Battle Axe Boxing, and on and on....
If I am indeed remembering that right, seems like the labor/reward ratio indicates that the Brawl method will not be used, if this is ever done at all. -
Great defense for a resistance-based Scrapper, _Pine_. But I guess philosophically I balk at a build plan for a Scrapper that underslots every single attack except (for some reason) Death Shroud. The single-target chain (such as it is on Spines) is particularly hard hit.
And no recharge in Build Up. I love defense, but your build seems to give up so much offense.... -

At level 50, for finished builds, lots of people like to 5-slot level 50 Doctored Wounds pieces, which will get you allllmost-capped healing and recharge values (assuming you count the 5% global recharge bonus) while also leaving that 5% global recharge bonus available for all your OTHER powers. That's very sound slotting -- assuming you're 47+ and you have lots of money.
For now, you can get the same enhancement values for frankenslotting 5 carefully-chosen dual and triple pieces in the mid-30s level range. It'll be much cheaper, although still cost some millions, and you won't get that 5% global recharge bonus.
Furthermore, it will use the same number of slots (5), which not only saves you a slot now, if you get more money, at 50 you could just dump in the expensive level 50 DW sets right over the frankenslotted stuff without worrying about losing expensive IOs or needing to respec. So you can have the best of both worlds. -

Just a very minor point, how's your end consumption? You've got a couple of full sets of Obliteration, which are terrible for end reduction. That's not too bad in Burn, but it will leave Blazing Aura pretty hard on your endurance.

So, since it has a 90-second base recharge, after putting 95% recharge enhancement in it, you'd need roughly another 100% recharge from various sources to be able to keep it out continuously (i.e., "perma")?

I don't have Mids' available at the moment, but what you want can be built pretty easily.
The secret is that you can face mobs in AE or in some missions that do either smashing and lethal damage or pure fire damage, or both, and you can get 70% smashing and lethal resistance and 90% fire resistance, and your excellent self-heal can generally keep up with the s/l damage (you won't even need it for the fire damage). So it's not strictly necessary to have defense if you're picking your battles.
You'll want to get and 4-slot Tough and Weave, take Combat Jumping, grab at least one -knockback IO (in a pinch, these can be gambled with Architect tickets, choose the 10-14 range Bronze rolls), and probably go with Pyre Mastery for Fireball. And for God's sake take Burn.
Grab Hasten too. You'll have a sort-of chain of Fire Sword Circle, Combustion, Burn, and Fireball (along with your Blazing Aura toggle) that will melt away those unsightly mobs in minutes a day! When things are recharging, you can throw in Sands of Mu if you've got it, or pound the bosses and LTs with your single-target attacks.
If you want sets, Smashing Haymaker in your attacks is vastly cheaper than the high-end Kinetic Combat set, and fill in the last 2 slots with other multi-aspect set IOs to get better enhancement values. Consider six-slotting Taunt with either Perfect Zinger or Mocking Beratement.
Then I'd mostly just cheaply frankenslot the rest of the build (including Healing Flames; some heal/recharge and heal/recharge/endurance pieces may be pricey, but shop around for odd levels of them, as HF will benefit nicely from good frankenslotting).
Pay attention to your life and use Healing Flames liberally, drop Burn liberally, collect phat lewtz.
edit: don't forget to change your diff to x1 for tip missions and run those for alignment merits as often as you can, then switch back to +0x8 for the bulk farming. -
I used to be pretty sure about this, but I'm not so certain now...my main Ice Controller has been on the shelf for a while, and I've just started a new one.
How long does Ice Slick last? Is it 30 seconds, or does my memory deceive me? RedTomax has "30s" next to the pseudo-pet, but I'm not sure that actually means the knockdown lasts 30 seconds.
edit: and presumably Earthquake lasts the same duration? -

I'm a little alarmed that the "scared the crap outta me" screenshot seems to show that Zwillinger's mere appearance did 225 damage to Little David.

Yeah -- the characters for whom it is a sound idea to concentrate just on S&L defense are either those with solid exotic resists (like Electric Armor, for example) or those who can barely scrape one kind of defense together in the first place and are looking to pick the most useful (Blasters, particularly melee Blappers, for example).

City of Data shows Scrapper Claws recharging a lot faster than Brute Claws -- particularly Spin. I know brute Eviscerate debuffs defense, and Brute Spin has a higher base damage, but it looks to me like it lacks the recharge advantage of Scrapper Claws.
