Yes, what they said, and giving the Inv "no regen" totally distorts the scenario -- a minion doing 1 hit point a week would eventually bring him down.
It's also worth noting that in the debuff scenario, you are ignoring Invulnerability's DDR. It has the third-best DDR I know of (after SR and Shields, and better than Granite's unless you're also running Rooted) and it's definitely significant against the sort of small, short-duration defense debuffs done by so many swords and guns. -
Yeah, I recently tested this, running a 50 through low-level arcs and looking at my bonuses. I only went as low as 15, but the purple set bonuses still applied.
Yeah, the "within 5 levels" change only applied to getting to use powers, not to your IO sets. -

Here's another thought to add to the suggestions to play lowbies, or new server, or SO-only. Some of us play some of our characters "hardcore," where any defeat (or in my SG's specific in our case, any defeat after attaining level 10) means the character "dies" and is deleted or retired. ANY defeat, even if it's not your fault (log in amid a zombie invasion, giant monster trained onto you at PI, you accidentally hit self destruct, etc.).
This does not lend itself to rapid leveling -- we generally play +0 or +1 normal door missions -- and it definitely doesn't encourage highly-polished builds with expensive IOs.
What it does bring to our gaming experience is a renewed interests in our teammates and our teamwork, a welcome re-emphasis on defense and survival powers from the AOE-offense-heavy standard game, a sense of accomplishment, the occasional burst of stark terror, and, of course, the all-too-frequent opportunity to make new alts. :P

I admit I don't know Dominators very well, but is a Plant/Psi Dom really the ultimate character?

I *think* that the general trend will be that if paying subscribers are patient enough to let points accumulate, we'll be able to get the things we want and disregard the ones we don't really want, resulting in a more satisfactory/more personalized experience in the long run. So I am cautiously optimistic.

Why are you using positional defense sets when your secondary is based on typed defense?

I wonder if characters with this powerset will eventually form a disproportionately high percentage of the population of Justice server.

Eh...I don't remember whether a so-called "Street Fighting" powerset was ranked in that poll or not, but it's been very heavily requested for years. I know you're disappointed, but at least they are listening enough to make something that is very popular, even if it might not have been #1 in that poll. It's not like they're making Camel Manipulation or Envelope Melee or something obscure.

Well, I have a level 50 Claws/Willpower Scrapper, fully IO-ed out, with a lot of Incarnate Shards and several anniversary badges, whose backstory could allow him to be a heroic Brute if I wanted to re-roll. He was made years before it was possible to bring Brutes blueside.
I know Willpower is flat-out stronger on a Brute and I've been following the Claws arguments with interest. I do really like spamming Scrapper Spin -- which is significantly faster, not just a little faster -- but I don't pretend to know something the serious analysts don't.
I don't think it's worth re-rolling in my case -- I'm not even sure I like Fury. But I hope Scrapper Claws isn't too far behind Brute version. Sigh. -
For a competing source, City of Data lists Scrapper Focus as 1.4595 PVE damage scale and Stalker (Scapper) Soul Mastery Dark Blast as 1.00 PVE damage scale (same as the Dark Blast in the Scrapper Darkness Mastery pool), although Focus does take 0.17 seconds longer to animate.

Well, I have read that the prevailing wisdom on the Scrapper forum seems to be "Soft-capping a Shield Scrapper [with high recharge and other fancy gear] will be expensive." But that's a Scrapper, not a Tanker, and you aren't contemplating loading up on +recharge either if you're looking for affordability. People were probably just repeating what they'd heard about Scrappers.

Yes, the first two tiers of the Alpha abilities will not, but the third and fourth tiers will give you a level shift.
Later Incarnate abilities from the Incarnate Trials can give you more special-purpose level shifts -- I think up to 2 more, for a total of +3 -- but those only apply in the Incarnate Trials, not in other content. The Alpha level shift applies in all content.
Also, the level shift is associated with the particular Alpha ability you craft. If you unslot that ability (typically because you are switching to one of the other Alpha trees, like from Musculature to Spiritual), you will lose the level shift it gives you (although eventually you will be able to make a Tier 3 or 4 ability in the new tree and have the level shift when using it). Note that these Incarnate abilities can be plugged into their slot and pulled back out pretty much at whim (you just have to go without activating powers for a short period of time, so not in mid-fight) so they are not lost or anything if you decide to switch trees. -
You know, fairly often I see Brutes and Scrappers "waste" damage by doing way more damage than an enemy has remaining life.
When you win this campaign, are you going to lobby for their descriptions to be changed to say "often wastes excess damage without any material return, in exchange for lower survivability"? -
I have names for a Saxon warrior and a Gaul, but have been having a hard time coming up with the right looks.
I think a Gaul could just wear a cape,big mustache, loose pants and a winged tiara or hat; they're often depicted as barechested.
A Saxon could use the saxon half-helmet, and perhaps the jester pattern with long sleeves (in monochrome) to represent quilted body armor? And carry a kite shield with dragon on it, and some form of battle axe or sword.
But that's about the best I could come up with. -
