Honestly, if you're going to shrug off discussion of Barrage as a leveling tool for lower level tankers, and just discuss its desirability as part of a finished attack chain, in the *ahem* Energy melee set, you've lost me just like you've lost most of the other folks here.
Given the problems various powersets in this game have, and here I'm speaking of all ATs, not just Tankers, calling for an improvement to Energy Melee's high-level attack chain is just laughable. Ask a Trick Arrow Defender if you can have his Dev time to fix that.
It's like complaining about the freshness of the caviar in the fridge of the free nuclear-powered yacht you've been given.

SR has already high defences. Regen could not take enough purples to catch up with SR, as SR could just take more, and sense there defence is already higher, they would always be higher in defence with the same amout of purples.

This is based on a misunderstanding of the caps.
The minimum chance to hit is 5% (currently -- will probably change for some powerful npcs in I7). So everyone will always have a 5% chance to hit, even with one million defense. That's called "flooring" the chance to hit; it's the opposite of a ceiling.
SO in your experiment, after a certain number of inspirations (and it's not many), SR floors a given opponent's chance to hit. After ONE MORE (or 3 more, in the case of Elude), Regen has ALSO floored the foe's chance to hit.
Now BOTH are hit only 5% of the time -- but Regen is recovering from the damage like, well, only a Regen Scrapper can.
Because the caps exist, Regen always can -- and always will -- catch up to SR's defense, in an inspiration-popping race, because after a certain point more defense does not help at all.

Uh...why can't REGEN take those inspirations and get an almost-as-high, or higher (for the cost of one more inspiration), defense, AND still have its full suite of self-healing abilities?
Bringing purple inspirations into this discussion would seem to decisiviely swing the advantage to Regen.
If that's NOT what you're trying to say, I'll need more explanation before I can figure it out.

Regen is going to SUCK! Think about it......Everything hits you. Everything gets thru. Sure you can heal fast but your DMG now more thn any other AT will be castrated. You will be a Poverty struck Stalker version of a tank. Better resistance to dmg but crapier dmg than your rest of your bretheren. And that means having to rely more on not being seen, (and almost impossible feat now adays) and a prayer you get in time before you are actually seen to do your worst. We'll get no def. We'll be knocked out of hide more easily and a hell of a lot often than any other set. And we're essentially screwed. So even though it was not intended......REGEN get's screwed again!

I'd like to nominate the Turks as a conquering group whose influence on history (especially military history) is under-studied in the West.
Aside from the terror Europeans felt of the Turkish empires in the Middle Ages, Turks (Turkic-speaking peoples of various sorts) probably formed an important part of Genghis Khan's "******" armies. And they remain one of the very, very few major ethnic/linguistic groups to have escaped being drawn into European and Asian empires; they even walked a narroew line of nominal independence during the Cold War.
