What do piston boots do when they animate? I have a character wearing them who uses CJ as his travel power and I've never noticed them do anything, even when using the jump pack. I always thought it was weird that all the other boots do something and the piston boots didn't.

Piston Boots add 'rings' to your trail as you jump. They can be very hard to see, though.
Pay close attention, or maybe up your graphics for a bit, and you should see the rings.

Piston Boots' most notable effect is the dust/steam cloud it kicks up when you land. This could be from making a jump or something as simple as walking over a curb.
The cloud's intensity is in relation to the secondary color of the boots: the brighter the color, the more noticeable the cloud.
For note: the cloud used to be a pretty awful color, which lead to many calling them Poot Boots instead. -

Are you sure only the player can hit it?
OSTarget has a very low Threat Rating. Lower than player levels. It could simply be that you're out-aggroing it and so the NPCs ignore it. -

There's a few times they do talk. Most of the time, it's something like "CharacterName sighted!" Or simply, "Attack!"
They'll all be in the early game (since Clocks only play out pre-20 after all). Go roll up a Technology Origin Hero and run through the missions from your first two contacts or so. Those should be all the main ones.
As for how and why they talk? Well, they talk because the Clock King thinks they should. -

I would presume that what is happening there (since you specified "outside," as in "outside of AE") is that Short Circuit is missing the slick.
What I don't know is whether the Oil Slick has any modifier of some sort or has the same chance to be hit as a regular minion, or if this is indeed some sort of bug that periodically interferes with Oil Slick being hit. A lot of folks have indicated the latter.

OSTarget has -100% DEF, but there is always the 5% chance to miss.
What I assume he meant was that it failed to ignite. Which is "normal" OSA behavior. We've been trying to fix that bug ever since TA came out. -

On a somewhat unrelated note, I just want to take a second to thank you guys for being so positive and excited about this feature that's consumed so much of my life for so long. It's been a very long haul and tremendous amount of work from many people on the team. Your excitement about this feature is making it so much easier for me to continue to be excited about it, and that's making it a lot nicer to get through the final stretches of finishing this issue up and into your hands. I can't speak for the other people who've done a tremendous amount of work on this feature as well, but for me personally...it's a huge deal.
The handful of non-glowing responses I've seen have been very reasonable and more in the realm of disappointed but still understanding. For that I'm exceedingly grateful.
So thanks for staying positive and constructive, it makes reading the forums so much easier and working on this game so much more rewarding.

Glad I could help out with some questions you had, Enan, but you've made a couple of little mistakes:
Oil Slick Arrow is the 35 power in /TA, not 38. 38 is EMP Arrow (the Ranged AoE Hold).
You'll also really want Acid Arrow (at 20) which is /TA's other AoE -RES power. Its AoE is much smaller than Disrupt, but it's just as strong. -

And very relieving to know it'll be an actual Closed Beta. Those seem to move much faster and make for a better end product than the "Clopen" Beta 15 went though.

If I were doing defender balancing (aside from a whole whack of individual power tweaks) I'd do something similar as mentioned here.
ie damage boost while solo that scales down relative to the number of teammates within a given range.
*Proly like a 10-15% boost while solo, down to 0% in a full team with everyone within a 60ft range.
But at the same time I'd give them a powerboost effect that scales up from 0 to x % based on the number of teammates.
*Like up to a 15% powerboost effect.
While a powerboost effect wouldn't benefit everything defs do it would cover a lot. In addition to a heap of power tweaks I'd personally do it would be more than enough to distiguish defs as superior buff/debuff and make it apparent that as team size goes up so does their ability to support them.
I generally shy away from changes that involve a buff in one state only to be removed in another. But defender team damage is more than adequate once you factor in their forcemultiplication, it is only solo they could use a bit more. Just as their buff/debuff is more than enough solo, but could use a bit more in teams to ensure they stand above other support AT's.

I kinda like this too. It's small enough to not really break anything, but also would address the bigger issues people seem to have.
And it's thematic: Defenders doing less damage, but more (de)buffing/healing on a team because they're focusing more on their teammates.
I'd say shave it down to 14% both ways just for ease of numbers. -

Its a new Mastermind power...
Its weird but someone asked me about the powers for master minds not long before the expansion was announced....
They thought i had told them a bunch of stuff...which i did not since i had never spoken to them before about master mind sets.....and i don't have any connections to NC soft other then playing this game alot and actualy reading the forums and stuff.
But i told them what the developers had said on different occasions....
Demon summoning was a planned Master Mind power...so was this one based on the Carnival of Shadows...and another one based on The Family....and believe it or not....it was mentioned that an alien one was planned as well.....which was at the time(right after city of villains was released) going to possibly have rikti in it.....but the actual rikti where not liked that much by the person saying that statement...and so they admited that they where not sure if they would use them or not...they also would not say when or even if they would release these groups....
It kind of goes on par with the shapeshifter archtype the development team had kicking about that they never released....nor did they ever say what exactly its powers where...only that it was sort of like Beast Boy.
Sorry that was a bit more information then you asked for....but i like to add stuff to get people remembering and talking about stuff.
I am wondering if they will put that set of powersuit stuff in this expansion as well.....
And before you ask...yes the one guy uses dual pistols thats another new powerset.

Of those, I'd only use it with EMP.
PB doesn't affect Regen, Rech, or Recov.
If you used PB with Lingering Rad, you'd only increase the -RunSpeed.
With AM, all it would boost is the +RunSpeed. Possibly the Mez Resist as well, but still not very notable.
With EMP, you'd get a Hold that lasts around 50s. Now that's an emergency button. -

I would assume that since OSA is conning as a friendly target and not an enemy, attempting to Confuse/Deceive it would either:
A) Reroute the confuse to OSA's target
or
B) Block the confuse as an invalid target -

Power Boost works by increasing the (de)buff of other powers for either:
A) The duration of PB if the other power's duration is shorter
or
B) The duration of the other power if it is longer that PB's
For toggles, you need to remember that they are not static effects. Toggles are actually very short duration (2s at the most, usually much shorter) powers that are constantly reapplied for as long as the toggle is active. That being the case, a Power Boosted Radiation Infection would only last 15.5s at the most (15s for PB, .5s for RadInfect's refresh rate).
So it's not worth it to try and PB toggles in most cases. Save it up for long duration effects (such as Vengeance).
