All I said on the direct matter is that I'd be surprised if Issue 16 went into Open Beta this week or next week. I'd be very pleased, but still surprised.

EDIT: And yes, I know I did the whole rumor schtick in an earlier post, but I at least had the decency to say so. -

As for a prospective Radiation Manipulation Secondary...? Doubtful. No mention of that has been made at all in the announcements. IF (and that's a big if) it does come to fruition, it'll be a huge surprise. -
Rumor has it*, the Test Server exploded. They're frantically trying to get a replacement server put in ASAP.
So yeah, that probably sucks for the Beta Testers.

Just to make it clear for everything else:
For Holds, Sleeps, Stuns, Immobs, and Confuses (y'know, powers whose Mag value is of greater importance), there is no such thing as +Mag.
There is no power that can increase those Mags.
Everything you think is +Mag is actually a form of technical trickery.
For example: Dominator's Domination Inherent Power. It does not do +Mag. What it really does is set the flag which allows the Hold/Sleep/Stun/Immob/Confuse/etc to actually cast another version of itself on top of itself.
It's the same mechanic as a Critical Hit. -

Personally, I go:
1-16: Drops. Buy Nothing.
17-26: Buy DOs.
22-50: Craft Dropped IOs (25+)
27-50: Buy SOs
32-50: Buy IOs
Holding off until 17 gives me more leeway in slotting out with DOs. Same goes with waiting until 27 for SOs. Usually though i've got enough 25 IOs in me that I don't have to buy too many SOs by then. -
Procs in Flash Arrow, when triggered, will cause aggro and will break the -Perception Flash has. Unless you really want that Dark Watcher in there, I suggest removing it. Unless you don't mind random aggro when you use it, that is.
The -Rech proc in Glue is somewhat useless. -Rech is only really good when applied in high levels. Glue has some (as does Ice and Entangling, but you didn't take either one), but not enough to pile up with the proc. Suggest replacing with Impeded Swiftness Chance for Smashing Damage proc.
Blazing Arrow taken WAY too late. That's your heavy hitter. Get it ASAP.
Rain of Arrows underslotted for Rech. That's your main AoE attack later on. Give it the love it deserves.
Assault and Tactics both overslotted for EndRed. You've got Stam slotted out fully along with the +End proc. You don't need 2 EndReds in them. Suggest removing and reallocating slots.
Other than that, it looks fine-ish. I don't think I would play it, but if you like it, then that's what counts. Have fun! -

I've yet to get any comment on my rampant KB when on my Eng/Eng.
Of course, it doesn't hurt that I'm constantly moving around to knock things into walls and other obstacles so they don't fly around too far. Or that my alpha tends to destroy 80% of any would-be foes. -

AFAIK, there was never a problem like that.
If you mean the bug where OSA spawns as a friendly target inside the Mission Architect, I can't say one way or the other. I just don't know.
If you mean something else, uh... elaborate? -
