As for PPP, I took Scirocco for theme matching. But really the only thing I took was the snipe for IO muling in some more +Regen. -
Uber Vet of about 63+ months here. I took a three month break back in '05, but I joined in the game exactly one week before CoH went Live.
Defenders and Blasters for the most part, but I've also dabbled in Dominators and Stalkers.

Almost, but not quite.
My very first character was Rush Bolt, an Energy/Energy Blaster. I played him up to about 20ish, then grew a bit bored and moved around a lot. I don't really remember what I played for a while, but my next main was a Radiation/Radiation Defender who got up to 35. I still have him, even though I no longer enjoy playing him. I keep him for sentimental reasons.
I returned to Blasters with a new Energy/Energy, this time under the name Thunderlight. Got to about 35, but grew bored and deleted.
After that, it was a Kinetics/Sonic Defender. I enjoyed the fast pace, but it just didn't wear on me well.
I rerolled Thunderlight as a Martial Arts/Super Reflexes Scrapper, got bored, rerolled again as an Energy/Energy Blaster and got bored again. I kept him around at 37 since he was my (then) highest Blaster ever.
At that point, I discovered a love for Trick Arrows/Archery Defenders. Ah, my first 50!
And then I decided to keep Thunderlight active, so I rerolled him as a Peacebringer. My second 50.
Fast forward to earlier this year: I made another Energy/Energy Blaster and finally took him to 50.
So I guess, in a way, I've always played an Energy/Energy from the beginning.

Looking through Mids, the closest I can get you to Ranged softcap is 42.2% with 25.3% AoE. And that's a severely gimped build that I wouldn't wish upon anyone.
I think you will either need to rule out softcapping or rethink what powers you want.
Arch/TA offers a lot to someone looking for an AoE slant, but to be honest, you're also leaving out a number of great powers in your list:
Blazing Arrow - Hardest hitting ST you have aside from the snipe.
Explosive Arrow - Brings in another AoE to your chain
Oil Slick Arrow - Excellent soft-control power, plus great damage once lit
EMP Arrow - GREAT 'oh crap' power. Dominators/Controllers only wish their AoE holds were this good. -

It's got the same Rech bonus, but CS has better Ranged DEF (3.75 vs 3.13). Also, CS's Rech bonus comes earlier (4 slots vs 5 slots).
And finally the stun chance in Seekers is 25%. That's a rather dull figure to work for when the -ToHit is guaranteed (provided Seekers hit, of course).
So while Stupefy wins out that it can come in level 50 flavor, it loses out by having most of its better bonuses being available in a different set. And one that also gives a better Recharge slotting value as well (56 vs 47). -
Yes-ish. You want those Holds to stack up and to do so is to increase their durations.
For my PGT, I plan on putting in a full Lockdown set. That Ranged DEF bonus will come in handy, plus the Hold proc will be very nice. -

Assassin's Shock does help boost up Elec/'s ST output, but the set remains a burst AoE focused set.
Also, Lightning Rod just got buffed on Test. -

Personally, I'm aiming to soft cap my Ranged DEF while still putting in a decent amount of Melee/AoE DEF. That combined with Seekers' -ToHit will make my Defender exceptionally survivable while still maintaining a wide array of debuffs to work with. -

Dear god... on a whim, I went and crunched the numbers that a full team of Trapfenders would have.
Wow. All I can say is, I can't wait to run an STF with that team. -

I don't know if FFG inherits the owner's buffs. I can check in a bit though, I should have a few 50 Trapfenders on Test.
EDIT: Just checked: No. FFG does not inherit player buffs (or at least does not inherit PBU). I didn't check out how PBU plays out with Seekers, but I don't think they'd be any different as they are Pets instead of direct/pseudopet powers. -
Wow, kudos to you for making that kind of trip. Personally, I would've just splurged on the airfare, but that's me.
I've never been to Hero-Con, but am an old-hat when it comes to conventions in general.
Will you need to get there on the 23rd? Probably not. If you get there early on the 24th, you'll likely be okay.
Money is something you should make sure of before hand. You don't want to plonk down the change for all this then find out you can't really afford it. Make the necessary budget changes now.
Don't forget money for food, souvenirs/merch, food, travel aside from bus (taxi to/from bus depot to hotel?), food and anything else. Seriously though, food is the one thing everyone seems to forget about when budgeting out conventions. It's very important that you eat something.
Also remember to pack:
Toiletries (Soap, Shampoo, Deodorant)
Medications
Items you may want signed -
Since the links both to TenTon and the official site specifically say "With a simple toggle, you can actually become this awesome character in-game!"... I'd assume it's a power.
