Yes I just had a recent experience like that too. Commissioned a rather popular artist on DA (thousands of watchers, over 325k pageviews). She requested being paid up front, and the note/email exchange was frequent during that period. That was back in early feb. I had sent two notes, one in march and one the other day asking hey what's up? It was also very disconcerting that my commission never showed up on her 'commission list' in her journal. But after my last note indicating I was kinda upset and if she didn't wanna do it i'd at least like my money back if at all possible. Of course I really had no real recourse if she never ever responded.
But she did, and sent me near finished pencils and it's AWESOME great
So y'all will be seeing it soon i hope. -
No not really, at least not live, only in demorecord playbacks where you can edit the actions.
What happens is when you hit the emote 'dance', it sends a command to everyone who can see you that 'this character is dancing so animated it' but it relies on each person's computer to actually render the dance. So it can never ever be totally synchronized. Even if you do the count to 3 thing, it may look even on your system but it could be different on everyone elses. NOT to mention characters of different heights dance at different 'speeds'. And since the slider for height is imprecise, unless you were at the extreme ends of the height slider (tallest or smallest), or at the default, your dance speeds would be different.
But in a demo record, if you edit it, you can set everyone to do the same dance at the same time.Don't ask me how to do that though

Do a search for CSS tutorials and they can really help you out. Even provide you templates you can stick in and modify to your own desire. Or if you want I can even send you mine :P

I did modify the background image a little bit, resizing to 800 pixels, so that way it would look good when seen on both my my DA page, and when someone clicks on the 'comments' page and gets a 'wider' journal. http://naraka.net/Rowr-TwlightSinger-800-BW.jpg
Well Okay so it doesn't look that great when looking at the 'wider' journal. It's really annoying. BUT you can use an image that IS that wide, but the 'interesting part' is in the center of it, and you just extend the background a bit. Am I making any sense? Let me get some coffee. :P -
