Are you below level 7? You can only roll fort recipes you can slot, and recipes don't exist below 10. That's the message it gives in the case of a lowbie trying to roll.

I dug through the wiki, and couldn't find one - Can any AT summon a Crab with their Patron Pool, or can they only be summoned via [Backup Radio]?

One thing about Inherent Stamina that I rarely see mentioned is that you're not only getting three power picks freed up, but that you're getting your level 20 power freed up.
Most secondaries have a very good power become available at level 20. Before i19, players are forced to choose between that power and Stamina. If you exemplar a lot, that's a significant choice. Does your /kin controller want Stamina or Speed Boost for Posi runs? Does the /SR scrapper want Stamina or Quick Reflexes? Now, you can have both! -
Really? I had expected it to only proc on the original target. Now I want to make a Elec Melee character just to load CI with procs.

However, most NPCs in missions are pets, not allies. In fact, EVERY NPC before they added AE is a pet, and only a few from between then and i18 are allies. A LOT of NPCs in Tips and Praetorian content are allies.
There's a really easy way to tell if an NPC is a pet or ally. First, figure out who the NPC is following. Then, let it get the killing blow on an enemy. If it says "You defeated" or "Teammate defeated", then it's a pet, and you get full XP. If it says "NPC defeated", the NPC is an ally, and takes a share of the XP (I think it uses the same formula as a confused foe).
Another way to check is to die. Pets will stop fighting and be ignored by enemies until they're reclaimed by a player. Allies will fight until they die or have nothing left in aggro range. -
And the GMs will instantly be overrun genericing titles like "Well-Hung" and such.

Dmitri Krylov's arc has a creature that might fit your bill. He' basically a charred-looking black humanoid with Fire shields and Fire Aura.
If you have Going Rogue Complete Collecttion, the Omega Auras are rather fiery in appearance too. In fact, I like them better than classic Fire Aura, And they're available at level 1! -

See, each group of DE can only spawn ONE emanator at a time. When you destroy it, a different Lt in the group can spawn (or the first can, if its summon has recharged). When I run solo on x8, if I'm on a bad map, I'll get at most 2-3 emanators, and they may get replaced the first few times I break them. But if I'm careful, I can aggro one group at a time, and only see one emanator at a time.
And that's why I say someone was an idiot. If you were really seeing 6 emanators at once, that means that someone was aggroing 6 groups at once. And that's stupid whatever faction you're fighting. -

My main has been a Broadsword scrapper for 3 years. If they changed the sound effects, it was a LONG time ago.

I'm sure you already know this, but for anyone who doesn't:
Geas of the Kind Ones has a 1 minute duration and a 25 minute recharge. In order to make it permanent, you need 2500% recharge (duration/recharge*100%). You have 100% recharge by default, so you need +2400% more. Recharge caps at 500% or +400% buff or 1/5th base recharge (all the same thing). If base recharge is ever more than 5x the power's duration, it is impossible to make it permanent.
That said, if Geas is perma, so is Archmage, so I want perma Geas too! -
Brutes have lower base damage than tanks. However, if you adjust their Fury to 30-40% it is noticably more than tanks, and at 60% (which most brutes can sustain indefinitely), they do just a bit less than scrappers.

Are you aware that PVP IOs retain their bonus at all levels, just like Purples do? That means that the only reason to have a level 10 version is if you want to slot it earlier in the character's life.

Getting enemies that are +1 is normal and intentional; the enemies aren't supposed to be all the same level. The OP is complaining about enemies that are more than one level above, while set to +0, meaning that enemies should only be +0 to +1 at most.

I've seen this a couple times before. It usually happens when you're near the bottom level of a contact's range, and the contact uses an enemy group that doesn't go that low. When this happens, the enemies will spawn as low as possible (with the standard chance to spawn at +1), which can make them REALLY hard to beat.
What contact were you working on, and which missions? -
All enemies that con even to everyone (except some of the high or low level giant monsters) are level 30, and the way scaling works, it's the equivalent of either you being SKed up to their level, or them being SKed up to you.
That means that if you're significantly lower than 30, you've got far fewer powers and slots than you "should" to fight that enemy, so they're tougher than a normal even-con. Conversely, if you're significantly higher than them, you've got MORE powers and slots than you should for an enemy of that difficulty, so they're easier than a normal even-con. -

Just like Defense Buffs and Defense Debuffs are actually the same thing applied in different ways, Damage Buff and Damage Resistance Buffs are the same things. Allowing Healing Flames to be buffed by outside sources would cause odd things to happen, like if you were under the effect of +Damage set bonuses, or hit Build Up just before Healing Flames. And unfortunately, adding the "ignores buffs" flag applies to the power as a whole, rather than the individual parts.
At least, that's how I understood Castle's explanation WAY back when he posted it. -
+heal only boosts heals, not regen. I'm not sure, but I don't think it affects +max hp either. It does affect the heal component of heal/max hp powers like Dull Pain (but see below).
Also, any heal which includes any form of resistance is flagged "ignores buffs" which means that the +heal doesn't affect them. -
I buy the Acc/Dam and Dam/Rech; those generally aren't too expensive. I never use the proc. I get the Dam/End and Dam/End/Rech by running tips daily on 1-3 characters and converting Reward Merits to A Merits.
Then if I need better slotting in the power I supplement with a Mako's triple and/or quad, or one or two Crushing Impact triples. -

Note : In case it's not clear, unless it's coded to not have a specific kind of drop, each drop a mob is capable of is checked separately.
So you could (and people have) kill one mob and get :

An Invention Recipe
An Enhancement
A Costume Recipe
A Tip
All at once.
If you're fighting Rikti, there's a chance for Vanguard Merits.
And if you're fighting Trick or Treat spawns or Snow Beasts, there's a chance for Costume Salvage or Candy Canes.
