The page on the wiki is full of VERY old information, and desperately needs to be rewritten. How the proc works now is quite simple:
When you attack with a power slotted with the proc, it has a 10% chance of firing against each target hit by the attack. The proc is set to not stack with itself, so whether you hit one foe or 16, you only get ONE 100% bonus. It no longer causes suppression, however, rather than a buff, it grants a temp power, which means you can only get the bonus once at a time, even if you have it slotted in multiple powers and the fire consecutively. The buff only lasts 5 seconds though.
I wouldn't give up a lot of slots for them, but if you have a few extra, it wouldn't hurt to throw one or two in your biggest (by number of targets) AoE attacks. It'd be a waste in single target attacks though. -

To fill your Fury bar, complete 10 Villain Tips, then a Villain Morality mission. Then wait a week. After that, once every 6 minutes, you can click [Frenzy] and your Fury bar will instantly fill.
Before the change, it was impossible to fill the Fury bar. Now, it's still impossible to fill the Fury bar, outside of using a certain temp power. And I can't speak for others, but on my brutes, my Fury bar gets just as full as it did before, or at least so close I can't tell the difference. -
When the contact is removed at the end of the winter event, all missions offered by him will be removed from your list.

All buffs and enhancements are added up, added to a base 100%, and then multiplied by the base value. This is true for all aspects of a power, except reductions (like endurance or recharge), in which case it's Base / (1.0 + all buffs). -
I don't have an /EA brute (or stalker either, for that matter), so I can't really compare them. What I can tell you is this: I have a SS/SR brute that I recently dropped 6 billion on purpling out. Now, I can Foot Stomp every 4.5 seconds instead of every 12 on his old build. I gained next to nothing in terms of survivability over the budget build. Super Reflexes starts out with really high defense and nothing else, and at best, can end up with.... really high defense, and a little resist and maybe a few extra hit points. On the other hand, EA has good defense and a bit of resist and a heal and endurance management and can beef up all of that through sets and pool powers. Had I sunk the same amount into an EA brute, it would probably survive even better than my /SR does - not that he's squishy at all.

I think that there's a BIG difference between the player deciding that they don't want the armor toggle, and the player having to either choose a different APP or go without the armor toggle if they want one.

If you want a cheaply softcapped character, your best bets are either a Shield Tank or a Super Reflexes Scrapper, Brute or Stalker. The Stalker is easiest - I can softcap one on common IOs and ONE set IO, but as you said, they're not the best choice for a farming character.
With the other three, take all the defense powers they offer, Combat Jumping, Tough and Weave. Slot all the defensive powers with three level 50 common Defense IOs and as much EndRed as needed (Three-slotting Grant Cover isn't needed for the tank, but since it's part of your Defense Debuff Resistance, you should definitely take it). Put a Steadfast Protection Res/Def in a Resist power. This will put you just a few points under the softcap. At this point, either add a Gladiator's Armor Def/TP Resist (not a budget IO), or a full set of Gaussian's Synchronized Fire Control or Maneuvers (fully slotted, of course). Adding more than one of these options will push you above the softcap, helping to offset debuffs.
Scrappers and Brutes can softcap Shields, and with the Resists, +Max HP, and -Damage it provides, a softcapped Shield character is much more durable than a softcapped Super Reflexes. The tradeoff is that you have to spend a lot more slots on defense, meaning that you've got fewer left for other bonuses, and that it's a lot more expensive to softcap the Shield character. -

If you have Going Rogue, or if you're willing to play a non-villain, try a blaster. You'll never get the level of durability that your brute has (though a properly built blaster can be quite sturdy), but you'll easily equal, if not exceed, the damage output.
A good place to start would be a Fire/Energy blaster. You get Build Up REALLY early, Flares/Fire Blast/Blaze will cripple any enemy that survives long enough to let you fire all three, Fire Ball and Fire Breath let you lay out a decent amount of AoE even at low levels, and if an enemy gets into melee range, you can either use Energy Punch and Bone Smasher to drop him with a one-two punch, or use Power Thrust to tell him to get out of your face. All before level 20, if you want. And when you get to higher levels, you have a wide variety of powers, so you can slot for just about any effects you want to. -
When Going Rogue released, the Clockwork used a rez power shortly after being defeated. Each time they did, they took one step forward, which meant a few hours after the servers reset, the Clockwork would be scattered all over the tutorial zone. In the first or second patch after GR, they took away the rez power, and instead just made the Clockwork despawn and respawn in the right spot.
I wonder if a recent patch somehow reverted the Clockwork to the old version, and they're wandering all over the tutorial again? -
You could always hit follow, queue up the attack, and then the attack will fire as soon as you're in range. Once the animation starts, tap a movement key to get out of follow mode. Of course, if the enemy moves you might find yourself out of range again - at that point you'll have to move again.
It's not what you're asking for, but it's about as close as you'll be able to get with the system we've got. -
OK, I've never been able to level a Mastermind before, but I think I have an idea that I'll be happy with. But before I start, I want to make sure I understand how bodyguard works.
First, Bodyguard is active whenever my pets are in Defensive mode, and within range, correct? And Bodyguard is the same range as Supremacy, 60'?
Second, when an attack hits me, where is resistance applied? For example, assume that I'm /Pain and have World of Pain slotted to exactly 15% resistance, and have one of the 10% pet resist IOs slotted, and three pets are in range of all effects.
The way I think it would work would be that if I took a 100 point hit, my resist would reduce it to 85 points, then it would be split into 5 parts (17 each). I would take two, totalling 34 damage, and each pet would take one share, reduced by their 25% resistance, or 12.75 damage. Is this correct?

I actually recommend that Super Strength/(Defense Set) brutes take Hand Clap. It's got a strong taunt, so they come back to you, but they stop attacking while flying through the air, getting back up, and running over to you. Once you've got a high defense value, respec out of it, but at low levels, it's definitely worth it.
For brutes with a damage aura, or a self buff based on enemies being nearby (Willpower, Invuln), skipping Hand Clap is a no-brainer. -
Under the old Market Interface, everywhere that showed the Last 5 had date stamps, but one of the windows had time stamps as well. I found this useful when looking at high volume items, like salvage. However, I've looked a couple times under the new interface, and I can't find time stamps anywhere, only dates. Have the time stamps been completely removed, or am I looking in the wrong places?

Correct. And things which aren't actually a heal but accept Heal enhancements (+Regen and +Max HP) don't benefit from +Heal set bonuses. For Example, if you slotted a few sets of Numina's Convalescence in an Invuln tank, the set bonuses would boost the Heal portion of Dull Pain, but not the +Max HP, and Heal would ignore the set bonus altogether.

PVP IOs and Purples both follow the same rules: The enhancement values scale down as you exemplar, just like any other enhancement, but the set bonuses (including one-piece set bonuses like the one you're asking about) remain while exemplared to any level.

I also have no problem with my email window - it stays the size I set it at all the time.
I notice in the screenshot that the mail window is pinned to the chat window. Mine isn't. Try undocking your mail window, and seeing if it keeps a different size that way. -
Huh. I guess I missed that part.
I recall the thread I mentioned having people saying that the Alpha Boost turned off randomly anywhere between 44 and 49. Maybe the issue was how it was exemplaring, not that it did.
