I would imaging that it would be like puting a Numina Proc in Rise to the Challenge: It checks when an enemy enters the AoE, and every 10 seconds after that an enemy is still in the AoE, and stops checking when there's nothing in range.
Of course, it would be a check, instead of automatic activation, but the timing should be the same. -
There's a couple settings that can't be changed from the options window, and must be set via a slash command. Perhaps you came across one of those on the forums and used it, but never reapplied it this time around?

It says "EPICS UNLOCKED" when you reach Experience Level 20, not Security Level. So training has no effect on that.

Actually, it's Broadsword and Dual Blades, but not Katana.
Which is odd, because that extra bit sticking out the bottom of the hilt looks like it was meant to give a two-handed grip for katana users. -
Yes they can, but not by the usual means. They can see anything within their perception range, whether it's stealthed or not. So the trick is to debuff their Perception, rather than to buff your stealth.

That was me*. I accidentally bid 369,963,369 on a level 50 Crushing Impact: Damage/Recharge.

In i19, they added new tips specifically for Rogues in Paragon and Vigilantes in the Isles. A friend of mine posited that the timer that stops you from getting the same tip twice in a row is borked for those new tips, and once you've run all the new ones, you can't get any more until the timer runs out - whatever it may be set at.

You didn't actually refute anything I said. If he's the epitome of the superhero, why does he use his powers for evil?
If the Punisher blew up a building to collapse it on a villain, we'd all agree he was a vigilante. If Superman threw a villain at a building, causing it to collapse, why wouldn't he also be a vigilante? Heck, the Punisher would most likely have made sure the building was empty (so nobody would tamper with his trap, but still, no innocents), whereas Supes would have acted in the heat of the moment, meaning the building was probably populated. And as I said before, Superman can go back in time. After destroying the building and killing hundreds, he could go back in time and catch the bad guy before impact, but does he? No. Never. Superman performs acts of evil in the pursuit of justice when he is capable of making other choices, and he rarely shows any remorse. He is the very definition of a vigilante, and you cannot prove otherwise.
Heck, his very presence is a violation of the law - he's an illlegal immigrant, unless he's at some point applied for refugee status. But to do that, he'd have to reveal his true identity, and I'm pretty sure he's never done that. -

Most powers don't have persistant sounds, so I suspect that you're right. In order to make sure that your request gets seen, I suggest using the /bug command in-game to report it as well.

People roll specific origins based on which SOs Mr. Yin will give them access to after completing Penelope's arc.
Something that actually has an in-game effect, no matter how minor, WILL make some people reroll, or complain that they're being "forced to" (regardless of whether they follow through or not), or complain that they're being "nerfed" because they picked the wrong origin for their AT or powerset because they didn't know that this was going to be implemented.
If each origin has the same selection, it just functions as a T3 for the "right" origin, and a T1 for the "wrong" origins, then it's not worth the effort. Most people will have the wrong type most of the time. And assuming that the type that drops is tied to enemy faction, like the drop types for SO enhancements, it will just make it more obvious how unevenly spread the mix of enemy origins are. Seriously, go find enemies that drop Mutant SOs. They're out there, but a LOT harder to find than other origins. -
Yeah, but if the Doom-Chickens aren't in Peregrine Island, none of them will have feet at all, and the spawn rate in PI is really really low.

IIRC, it's a 2% chance for a mag 1 stun. Which means at even using it to buff attacks that already have a stun isn't going to have a noticeable effect.
If the proc even fires. I know that at least one Stun proc never even tries. -

1- Like any other global, if you exemplar more than 3 levels below the level of the IO, it stops working. That's why the level 10 version is so popular.
2- You can't slot Universal travel in [Sprint] or any of the veteran reward Sprints, or in Swift or Hurdle. You have to put it in an actual travel power (Super Speed, Super Jump, Fly or Teleport), or a movement-enhancing power (Combat Jumping, Hover, Speed Boost, etc). Note that if you put it in an ally-affecting power (Speed Boost, Inertial Reduction, Accelerate Metabolisim, etc), it affects you only - no different from if it were in a normal travel power. -

I'm not aware of any attack that deals Toxic Damage and doesn't have at least one positional and one typed tags, though I'm not sure what the tags on Vahzilok zombie barf is. -
No, Mids' is reporting correctly. However, with patch powers (like RoF), it assumes that the target will stay in the AoE for the full duration - which, in the case of RoF, it will probably do everything it can to get out. If you're spamming Roots to keep things in place, then RoF will do full damage.

There are dozens of AVs, and each of them has a different number. I doubt that anyone has checked all of them. If you really want to know, your best bet is probably to roll a Blaster or Bane and take [Surveillance], or stock up on a pile of [Power Analyzer mk III].

Superman punches bad guys through buildings.
Are you seriously going to hold someone who causes that kind of collateral damage up as the epitome of a hero? He can fly so fast he goes back in time. What reason, short of laziness or apathy, can you give for him causing mass swaths of destruction in every major fight he has?
Supes is a vigilante. -
That's the same as purples - except the Pet set and maybe one or two others, all purples have the same bonuses for the first 5 pieces, and (IIRC) a mix of Toxic and psi resist for the 6th piece, depending on which set you're using.

I never even knew that that option existed, and I've had a dickens of a time using the Combat Attributes window ever since that bug showed up that makes the bonuses move around on the list. Turning off sources (which I rarely need) solves that problem. -
I happen to have a character who's exactly level 25, and just recently finished his first Morality Mission. I think I'll take a whack at this as well, just to see what happens.
