No, it doesn't. There is ONLY ONE crash that can be avoided by making the power that causes it perma, and that is the -Defense crash in Rage.

You need to do both Ganymede's second mission, AND Scratch's second mission to get the badge and contact.
Scratch is the opposite of Ganymede: Only talks to villains, last mission needs a hero present. -
A stack of 10, and they showed up as a single entry on the history.
That means ONE person sold you all of 'em. Lucky bugger. -
Quicker method:
1) Go to Black Market
2) Bid 100 Inf
3) Clain enhancement -
If you have Going Rogue, you can get your Kinetic Combats cheaply.
-The proc is usually cheap. Many people don't want to use it though, which is WHY it's cheap.
-Two of the non-proc pieces are usually not too expensive on the market.
-The other two cost a total of 3 or 4 Alignment Merits. Speed run tips on the lowest difficulty on as many characters as you can every day. If you can do 5 characters a day, you can get those 10 expensive IOs for free in just over a week. If you can't devote that much time, but have a stockpile of regular Merits, you can use some of those to help speed things up. -

I was on a villain. I bought the temps from the redside bartender. She - as a hero - walked up to the same bartender as me. She bought all the temps. She targeted me. The powers would not activate.

In other words: The two have nothing to do with each other. They can be worked on in any order, concurrently, or one completely independently of the other with the other ignored. Demanding that one be fixed before the other is like going to Walmart store and demanding that the person in the garden department fix your car's engine before selling a rake to the guy that was there before you. -
I think changing all the Hami-/Hydra-/Titan-O's to match the new(-ish) Going Rogue pre-order enhancements would be a good idea. ie, fixed enhancement value, and a level listed on them which only determines when you can equip them.
Levels of the enhancements would have to be taken into consideration, since they have some variance, and there's combined varieties floating around too. -
As I was reading the OP, I was mentally tweaking it, coming up with something like the Praetorian zone events - Do something to trigger it (instead of hoping to catch it at the right time), clear out the arosnists and enough fires to make it safe to enter the building, go into a sub-zone to rescue trapped civilians (with bonus fires and hellions to fight), then come back out and beat down a boss. Make all the Hellions scale, like the foes in the Praetorian events do, and add an all-new Elite Boss at the end.
And then do something similar with Troll Raves. -
At a glance, I saw 10 PVP IOs in that build. I don't know what the market price on those are, but if that's what you were talking about saving Hero Merits for, consider this:
PVP IOs cost 30 A-Merits each.
Only one A-Merit can be earned every 2 days.
It will take you 600 days, or almost 2 years to get 10 PVP IOs.
You can also purchase one A-Merit per day, for 20 million Inf plus 50 Reward Merits. This bumps you up to 3 merits per 2 days.
That's still 400 days, or over 13 months, plus 8 billion Inf and 20,000 Merits.
Again, I'm not sure on Market prices for PVP IOs, except the most expensive ones. These may be much cheaper on the market. I just wanted to be sure you were aware how slow A-Merits can be for Purples and PVP IOs.
EDIT: Just checked the market, and Gladiator's Strike are around purples in price, so probably not the ones you were looking at for A-Merits. -
I am confident enough in Fulmens' reputation that I can say this:
If you can provide me proof that Fulmens has ripped you off, I will personally replace every lost Inf out of my own pocket.
In order to cover transactions of the magnitude we're discussing in this thread, I'd likely have to strip one of my characters to come up with that kind of money. I have no qualms making this promise, nor any fear of losing any of my builds.
This offer does not cover user error. If you email 10 billion Inf to the wrong person, it's not my problem, and I'm not covering it. -
Also, there are purchasable temp powers from the bartenders in Pocket D. As I understand it, there are two versions, and if you buy the wrong one for your alignment, you can't use it. Therefore, if you buy one you CAN use, then switch sides, it should become unusable.

I have a friend who ALWAYS uses /afk chat binds. I should get him with that. -
+heal from set bonuses only affects click heals (self, aoe or targeted). It does NOT affect Regen or +HP (Like in High Pain Tolerance).
EDIT: It doesn't have to be a click, any power that makes green numbers show up over someone's head gets the bonus (unless it's flagged to ignore buffs).
For Alphas, there is no one right answer. However, the Spiritual tree is popular with Regen and Willpower characters. Note that the Alpha Enhancement functions (more or less) like an SO, NOT a set bonus, so the healing component WILL boost your Regen and +HP powers. -
"Them" is the gender non-specific plural of "he" or "she".
"Plural" means "more than one".
"2 people" is more than one.
Therefore, "2 people" is indeed a "Them".
Also, if you read my posts in the thread you linked WAY back, those Crushing Impacts you were holding up as an example were selling for 3.1 million. By the dozen. People were choosing to pay more than that, when it wasn't even remotely close to necessary. -

Why would he need a temp phase power on a Warshade? They have one in their powersets.

It's been this way since Issue 0. Why would the new system be any different than the established ones? -
If the dominator has reached perma-dom, mez isn't an issue, and they should be able to lock down most of the spawn, most of the time. At this point, you could go with either def or res to try to block the big hits that come through, but I'd probably go def anyways. Especially if I could get it to the softcap.
For a blaster, there's only two choices, IMO: More def, or Rise of the Phoenix.
