  4. Major arcs have a cap. It used to be 3, I think it's either 5 or 7 now. Minor arcs do not count towards this limit, but there are a couple arcs (the RWZ ones for example) that are major arcs, but flagged as minor.

    I've heard that minor arcs have a cap, but the number was so high (40 or so) that I can't imagine anyone actually hitting it.

  6. That's Praetorian Tub Ci's jacket. I'm not 100% sure we're supposed to have access to it, it MAY be like Malaise's pants: An NPC costume part that accidentally slipped into the costume creator. If that's the case, it would explain why it occasionally falls of the list.

    Help with kat/SR

    Wow. Can you play either of those builds without constantly popping blues? The endurance consumption looks pretty high on both. And on the second build, you've built for +Dam, but left at least one attack with NO Damage enhancements at all. And neither build is even close to the defense softcap. Softcapping isn't mandatory, however, with no other means of mitigation, it's a pretty good idea for SR, and pretty easy too.

    Personally, rather than chasing +Dam buffs (which are usually fairly small), I'd go after +Recharge. I'd rather hit twice as often for 20% less damage, personally.

    After a little tweaking, here's what I came up with, using almost the same power choices as you.

    First off, the Endurance is FAR more sustainable: 0.9/sec Use and 3.64% Recovery instead of 1.48% Use and 3.17 Recovery.

    My build gets you to 45% or higher defense to all positions, which means you can drop Eludel at this point, all it's doing is giving you +Recovery and +Runspeed, and personally, I don't think that's worth the crash at the end. Also, my Defense Debuff Resistance is capped, meaning that you'll STAY above 45%, except in very unusual situations (like unresistable debuffs).

    My Recharge is over 60% higher, meaning that Hasten has about 10 seconds of downtime. On your build, Hasten is down for over 40 seconds. Ther recharge on Build Up, Soaring Dragon and Golden Dragonfly are each about half the recharge as on your build, and the damage on each is only 10-12% lower, which is easily recovered by using Build Up more often. Because you're softcapped, I also removed Divine Avalanche, and replaced it with Flashing Steel. It does a little more damage with similar recharge, and is an AoE.

    Some of the IOs I used are a bit more expensive, particularly the Luck of the Gambler +Recharges, the Steadfast Res/Def, and the Miracle and Numina Uniques. However, so are the PVP IOs you used, and the IOs I used are far easier to obtain with Alignment Merits than PVP IOs are, should you find yourself short on cash.

    And there's one power choice left for you to do whatever you want with.

    I guess I'm a liar then.

    I'm not going to claim I could do that on ALL my characters. But on my favorite, most-used characters, I have spent so many hours tweaking their build that on my main, I did do the Issue 19 respec without Mids' or any other external source.

    I know that this is basically a matter of semantics and pedantery, but the in-game description says that Critical hits from Concentrated Strike do no additional damage and instead instantly recharges (whichever build up-type power you get). That's why I referred to it as a Crit, and still feel justified in doing so: the power description itself uses that terminology.

    EVERY character has Fitness now. If you had no powers from the Legacy Fitness Pool when i19 was released, then Inherent Fitness was added, no respec necessary.

    Now, I can believe that you ignored those powers being added, and never slotted them, but you still have to have them.

    The closest you can come to "not having Fitness" is to pick up Hurdle or Swift before i19's release, and never take any other powers from the pool, thereby locking yourself out of Inherent Fitness.

    I've participated in a 47 minute Quaterfield.

    One person gets to sit beside the contact for all but the last mission (alternately, the leader dual-boxes and leaves the spare character at the contact). One character (at least) should have Fly, and Recall, and know their way around the Shard very well (including when to drop of a ledge for a shortcut back to a zone entrance). The remainder of the team is a mix of good damage and better buffs and debuffs.
  13. Man, the OP would hate me. While I did respec most of my "mains", I have several characters that still have Legacy Fitness, including mid-level characters that would massively benefit from the respec. My main reason for not "fixing" them is laziness.

    However, I was leveling up a lowbie the other day, and spent about 15 minutes waffling between three powers I didn't really want, and wishing I could take Swift instead, like I would have before.
  14. It's not a bug at all.
    It's been confirmed that via side-switching you can get your slots early and that it's WAI. However, even if you do all 7 costume slot missions and hand in a set of salvage, you cannot get more than 5 costume slots (+1 uneditable for VEATs).

    Last I checked there was no defense flag for toxic attacks. For pure toxic it is positional or nothing.
    Most Toxic attacks are Ranged/Energy or Melee/Lethal. Of course, there are exceptions (Bane Maces are Melee/Smashing), but if you're softcapped to all three positions or to S/L/F/C/E/N, you'll have roughly the same defense to Toxic attacks either way.

    The blueside Demon Farm is a defeat all full of Praetorian Infernal's demons (clone of CoT Behemoths).

    Neither has ever been nerfed to my knowledge.
  17. Just a couple quick questions that I can't figure out from the in-game numbers.

    1> It looks like the +Acc and +Dam bonuses only apply while Power Siphon is active. Is the -Dam on foes only during Power Siphon, or at all times?

    2> What is the crit chance for Concentrated Strike? Is it the same for both Stalkers and Scrappers? On a Stalker, does CS have a higher crit chance when allies are nearby, like their regular attacks do, and does it auto-crit from Hide?

    Yes, but it can get expensive. However, it's not too difficult to get your S/L to the Softcap, and let Heightened Senses provide most of your defense to the other types. I'm opening up your build now, I'll post back later if I can come up with something that might help you.

    You've misunderstood the OP. Both of the characters in that picture are level 50 characters that Moo's had since LONG before any of the events in Japan happened. They're just new costumes on existing characters. Not "I got my powers from the blast in the reactor" characters.

    Really? I'd always thought that the Taunt portion of all tank/brute auras was autohit, and only the damage component (if it has one) required an attack roll. Granted, I've never played a tank with a damage aura, and my brutes never worry about holding ALL the aggro, so I've never noticed the difference.

    But I just checked, and the buffs go away while shape-shifted. Since this is consistent with most other temp powers, I would say it's probably how it's meant to work.

    Only if they add a new badge for healing 10 million points of damage, and only give Empath to people who heal 1 billion points of damage as intended, without using farms.

    Badge requirements are subject to change.

    And anyways, I know at least one person who has had Passport on a NA character on a NA account (that has never been EU). There's already people who have it without "earning it the intended way".
