A bunch of flying Swords/Axes/Maces (selected in the customization screen) swoop down from above and cut/chop/bash the crap out of everything around you (PBAoE) or around your target (TAoE).

I'm hoping that, with i21 and the ability to start any AT as either Hero or Villain, we'll get "Hero Default", "Villain Default", "Bright" and "Dark" for most, if not all, powersets.

On BAF and Lambda, it will automatically carry over to the second slot, once you've unlocked the first. Once you've unlocked both, it vanishes; Physical does not carry over to the Psychic slots, nor vice-versa.
On Keyes, it gets split between the two types. As above, if one slot unlocks, it carries over to the second. I haven't been able to test it, but I believe that on Keyes, if you unlock both on one side, all the iXP goes to the other. Again, when you've unlocked all the slots, anything earned afterwards is lost; it is not saved for later. -
1: Earn it on any character you want. All the costume parts, trails, auras and emotes are Certificates, which means that you can collect them on EVERY character you have, or make in the future, off one purchase.
2: You have two options with Trail Auras: Always on, or On While Moving. You can't make it turn on only while flying. -

As a tanker, why would you want to placate anything?
As to your actual question, the enemy would stop attacking you and move to the next enemy on its aggro list, when the IO proced. However, if you attacked it (and that includes hitting it with any taunt, damage, or debuff aura), then the placate would break, and it would come back to you. -

Apparently, Longbow has taken over Fort Darwin, and you'll start in the actual city part of the zone now. Some of the new missions will send you to help retake Darwin.

Rage is a power in the Super Strength set, that Tanks had years before Brutes even existed. I suspect you mean Fury, which fits perfectly with the Brute concept. And if you don't think that terms like "Brute" "Rage" and "Fury" fit with heroes, I'd like you to speak with my friends Wolverine, The Hulk, Mister Furious, and all sorts of berserk, raging heroes.
Corruptors are definitely more "evil sounding", but ultimately, the name is not all that important. We've had heroes using evil sources of power (Dark everything, maybe?) for years now. I really don't think that changing the names of the ATs is going to change anything that's really relevant. -
That's a long-standing flaw with the system. People who go to a physical store and buy game time cards and never use a credit card/paypal can still "cover the subscription". Fortunately, CoH: Freedom will fix that.

The only people who know are in Beta, and can't say. And like everything else in Beta, it's subject to change before release - so even if someone DID know, and chose to tell you, they might be wrong by the time it mattered.

I put in a Kinetic Crash: Rech/End instead of the D/E or A/D on Explosive Arrow, and got pretty close to the numbers I was looking for. If the JV triple is as cheap as you say, I may go with that slotting. Thanks!

Actually, I'm specifically working towards NOT having any global anything on this character, it's more of a slotting experiment, looking at each power individually. At the moment, what I'm playing with has no global accuracy (except that granted by Targeting Drone) or recharge. The specific powers in question are Explosive Arrow and Rain of Arrows.
And now that I think of it, that's even more relevant, since at least EA can take a second set type, though not necessarily a great one. -
I'm looking at frankenslotting a blaster, and I hit a roadblock: Targeted AoEs. With so few sets to work with, frankenslotting is difficult at best. Can someone help me find the biggest Acc/Dam/End/Rech bonuses possible on both 5 and 6 slots? No purples or PVPs, but Hami-Os are OK. I managed to get ST blasts to 95% Acc/Dam/Rech and 79% End, but can't even come close on the AoEs.

Correct.
Procs can only fire when a power activates (subject to the "once per 10 seconds") rule. Toggles fire every second or two, and each pulse of a rain or patch is a pseudopet is also a power activating. Long duration powers still only activate once, when first clicked.
Note that the 10 second limitation only applies to a single application of a power. For example, down in the Brute section, someone mentions having a build that gets Burn down to a 6 second recharge. If he droppen a Burn patch with a proc in it, the proc would trigger right away, and again 10 seconds later. If he dropped a second burn patch as soon as it recharged, it would proc right away, and again 10 seconds after it was created. Therefore the proc would trigger at 0, 6, 10 and 16 seconds, and this would be fine, because the 0 and 10 procs are on a seperate timer from the 6 and 16.
For the same reason, procs are popular in naturally fast recharging powers. A proc in a blast with a 4 second recharge (slotted to 2 seconds or less) will trigger every time the blast is fired! -

I was talking about the chance for damage procs. Most patches autohit anything in them. Toggles can be autohit or require an attack roll. The power MUST hit before the proc checks though.

On Victory, I see a lot of Open Leagues being pre-formed, by advertising in global channels and taking whoever shows up. Of course, that's how they formed before too - now we just get an extra merit for being willing to grab an extra if we don't fill in advance.

Rain of Fire for example can take the Positron's Blast "Chance for Energy Damage" Proc. Presumably, it does not grant me a 20% chance for 70 damage each and every time Rain of Fire has a damage tick to any given target (in which case Rain of Fire would deal on average over 1000 points of damage to anyone caught in it by virtue of the damage proc).
So... how do they work?

Also, in case you didn't know, the chance for damage is checked individually on each target. It is NOT a "hit them all or hit nobody" chance. -
If the blaster version of Tenebrous Tentacles gets -KB added to it, then any KB in Umbral Aura doesn't matter - you can tentacle things if you want them to stay put, or go straight to UT if you want things on their butts.

To the OP: I roll Bronze or Gold 10-14. I don't have a lot of choice though - My farmer is level locked at 10 and farms Neogumbercules' lowbie farm map. -
