Inf is part of the attachment. If you claim an attachment you don't have room for, it is removed from the email, allowing you to delete the mail, but not given to the character. Once you make room and force the email system to refresh (as I explained above), the attachment will be claimed.

Make a bid on the market that clears out enough room for the "missing" email, like a 200 million bid on a Glad Armor unique. Then do something with mail. Claim an email (not Inf! :P ), send an email, whatever. That'll force the server to check if you can claim the missing attachment, causing you to claim it.

You can't BE a Rogue until after you've outleveled the arc, and a Rogue can't access Hero Ouroboros or Hero bases (to use the pillar there). So you're right: Rogues can't do that arc at all, except teamed with a Hero/Vigilante. And then, they're not really doing the arc, they're just tagging along on someone else's missions.

When train to 21 (Before the most recent issue at least), you'll get a popup telling you that the proc is no longer functioning. At that point, they're just a Damage DO and a Recharge DO squished into one non-expiring enhancement. -
There's at least one TF where you have to go talk to her. It directs you to Trident. You can talk to the Atlas one instead. They are the same NPC.

Are you looking at Damage Per Activation Time? Because if so, that is (Damage dealt/Activation Time), used in Damage Per Second (DPS) calculations. The longer a power's animation is, the lower its Damage Per Activation will be.

To be honest, I thought the bundles would contain ALL the costume parts, including the auras, as well, with the emotes, costume change emotes and power being separate. Doesn't make much difference to me though; I already bought all the boosters. I still think that the costume bundle should include ALL the costume parts. -
Somehow, the server I picked 4 years ago was the ONLY server that had my Global name free - I got Roderick on Victory, but it was taken on every other server. This worked well for me, because Victory quickly became my home, and I very rarely stray from it. Exalted now makes two servers that I have that name on.
Just now I snagged the first name I ever tried for on Victory that was taken before I got there: Sharp Dressed Man. -
I haven't purchased any yet, but I'm showing a balance of 1200 from the bonus over the last couple months.

This was a reasonable explanation originally. However, Mender Ramiel sends you to Cimerora in one of his missions, and in the briefing outright tells you that they've known about the Midnighters and their crystal all along. The exploration badge in Cimerora, the badge for defeating Romans, and the badge for completing ITF should all grant Entrusted with the Secret, since all three require time travel, and Ouroboros is watching your progress through those areas.

If you're creating a new account, buy whichever you want, it doesn't matter. If you're upgrading/reactivating an existing account, it has to match the region of the box she used to originally create the account.
EDIT: With regards to the client version: I don't think it matters which client you have any more. If it does, there are workarounds to force it to download the right client. Sorry, but I can't remember exactly what they are. -
A better idea would be to add "/LaunchGame=CityOfHeroes" to the end of the NC Launcher shortcut. This causes the Launcher to pop up, check for updates, start the game and close itself, which takes about 10 seconds on my really slow computer (when there's no patch). By doing this, you make sure you are always up to date, but can quickly load in without having to click through the Launcher.

If you've got a character with one of those slotted, open up the powers tab on your info window. You'll notice that their bonuses are listed under "Set Bonuses", because as far as the game is concerned, they are.

"-project coh" was the command line argument to make CoH bypass the launcher under the old CoH Launcher. It means nothing to (and confuses) the NC Launcher. Right click on your Launcher Icon, and choose "Properties". Find the "Target" field and remove "-project coh" from it. If you want to continue bypassing the launcher, replace it with "/LaunchGame=CityOfHeroes".
Not sure about the "virtual store folder" error, but making the change I mentioned should at least let the Launcher fix the problem itself. -
Also consider purchasing IO licenses. $5 every 2.5 months will keep those IOs functioning for you.
Edit for clarity: An IO license is worth $2, but the minimum point purchase is $5. So pay $5, and you've got the IO license for 2 months, with $1 worth of points left. For the third month, pay another $5, and you've got enough points for 3 more months. -

What? you haven't played a full year on the account, any mastermind you have will be disabled? -
For Premium Players, Controllers, Masterminds, Kheldians and VEATs are all locked out, and cannot be unlocked, unless you have the appropriate licenses. All four are available for individual purchase (and are permanent unlocks). Controllers and Masterminds can also be unlocked with a high enough Reward Tier.
IOs can be used even if you don't have a high enough tier for a permanent IO license, if you purchase 30-day IO Licenses. They only cost $2 worth of points each, so for 10$, you can keep your IOs active for 5 months, even without a subscription (longer, possibly, since you should get some bonus points if you make a purchase of more than 400 points at a time).
