If 2 people are doing the SAME arc (a duo). Person A sets his mission. Person B gets the same mission. At the end of the mission Person B is prompted to accept to complete mission (yes) or (no). If person B chooses (yes) he is SOL out of the badge... now must do mission arc solo to get badge.
In your example, Person B can't choose to complete the final mission of the arc, because it won't even ask him. It will do so, and the whole team will get credit for the missions up to that last one. But since completion is based on choices that the Mission Owner has to make - choices that could alter how later story arcs play out - each player has to run their own mission to end the story arc.
There is no soloing needed. the team just needs to run the final mission (and ONLY the final mission) once for each player on the team.
And if the whole team is on the same side, you can just go start in in TF mode via Ouroboros or a base, and not have to worry about repeating the last mission, everything will reward to the whole team at the end, just like a normal TF. -
Indeed, Ouroboros is the ONLY way to redo the arcs.
Max and the Dream Doctor get to be extra annoying, since neither of them exist on the map and are only contacted by phone. This means that after you select their arcs, if you click the big crystal, it tells you that the crystal doesn't know where to send you.
For these two, you have to accept the mission, and then leave Ouro via the portal to Peregrine or Grandville, and then walk to Dark Astoria. A minor inconvenience, but still potentially annoying. -

It takes 10 Alignment tips and one Morality tip to make ONE alignment shift. Furthermore, Alignment tips are capped at 5 per day. If you find a way to do more than 5 (typically by joining a team), you still will not get credit for more than 5 at a time. The Morality tip is not affected by the cooldown period. This means that it takes at least 2 days to shift one alignment.
Assuming that you start as a Hero, you need to do 10 tips (selecting the Vigilante option) and one Vigilante Morality mission (pay close attention to this! If you fill both the Hero and Vigilante bars, either type can drop! If you do the wrong one, it empties BOTH bars, and you have to start over the next day).
Once you become a Vigilante, you need to go to the Rogue Isles. You can cross over via the shared zones: Pocket D, Rikti War Zone, and The Midnighter's Club. You can also use the submarine located in Indeppendence Port and Sharkhead. You can't use Ouroboros (it's technically two different zones, and you only have access to one at a time), nor can you use PVP Zones (Vigilantes are still Heroes, and Rogues are Villains. Approaching the other side's base will get you attacked).
If you stay in Hero Zones, only Hero/Vigilante tips will drop. You'll be able to switch between those two alignments, but not progress towards Villain. Once you're in a Villain Zone, Villain tips will start dropping. Complete 10 of those, plus a Villain Morality mission to become a Villain.
Once you're a Villain or Rogue, and level 35 or higher, you can speak to Arbiter Daos. If he doesn't show up on your contact list, go to Grandville, and walk up to the tower that's behind the giant Recluse statue. Arbiter Rein is just outside the door to the tower. He'll give you a mission to learn about the Patrons, and then will let you choose one. This is a permanent choice! Once you pick a Patron, you can NOT get access to the other three by ANY means! Fortunately, all that your Patron determines is which badge you get, and what missions you run - completing the first arc from any one of them unlocks the powers from all four. Once they're unlocked, they stay unlocked forever.
After you've become a Villain, you do more tips, this time selecting Rogue, to switch to that alignment. You can do this before, after, or during your unlocking of the Patron; as long as you're an evil alignment, you can work on any Villain contact.
Once you've unlocked a Patron and switched to Rogue, head back to a Hero zone and start doing Hero tips to switch back to a Hero alignment. DO NOT do this until you've unlocked your patron powers! You don't need any in your build; you just need the badge that unlocks them. When you go back to Hero, you'll lose access to your Villain contacts. If you haven't finished the arc, you'll be locked out of it until you go all the way around again.
Now that you're a Hero again, if you plan on earning Hero Merits, you'll need to re-affirm your Hero alignment. You do this by simply doing 10 more Hero tips and a Hero Morality mission when you're already a Hero. If you don't collect Hero Merits, this step is optional.
Total time (minimum values):
Hero > Vigilante: 2 days
Vigilante > Villian: 2 days
Complete Patron arc: A few hours (5-10 missions)
Villain > Rogue: 2 days
Rogue > Hero: 2 days
Reaffirm Hero (optional): 2 days
Total: 8-10 days, assuming maximum progress is made each day.
One additional thing of note: If you are already collecting Hero Merits, spend them before you start your trip! If a Hero switches to Vigilante or a Villain switches to Rogue, then all of your Hero/Villain Merits will be DELETED. They WILL NOT come back when you return to your original alignment; they will be lost forever.

The proc actually applies an autopower that makes the target debuff itself. That power is flagged "Doesn't stack from same caster", so no single target can ever get more than one debuff at a time.
There's two ways that this could be applied, though. One is like the shields from Force Field, Thermal, etc, where reapplying it extends the duration. The other is like the buff from the Force Feedback proc, where the effect prevents a second stack from applying.
In the former case, it's theoretically possible to keep the effect stacked permanently. In the latter, there must be small gaps, since the power has to wear off before it can be reapplied. I'm uncertain which method Achilles' Heel uses.
Note that the Fury of the Gladiator proc (PVP PBAoE set) and tanker's Bruising (secondary effect in tanker T1 attacks) function the same way as the AH proc, except that Bruising has a 100% proc rate. Each effect has a different name though, so you can stack up to one of each on a target. You can never have more than one of each though, no matter how many sources are applying the debuffs. -
Confirmed on my (non-huge) male Dark/WP brute as well.
Going into the Character Creator, Heightened Senses is playing that animation on all three models for all four ATs that can select it. -
What Agge said was my first thought too. My second thought was that maybe it's still sitting there (invisibly) with 0 charges, and can't be refreshed until the 5 day timer wears off. How long has it been since you earned the first one?

I think you're confusing powersets (like Beast Mastery, and those I listed above) with inherent powers (like the Flying Disc, and Beast Run, and so on). -
Unless you've got something on your character select screen that I don't, you've had to go into the character creator to check name availability ever since Freedom's release.

Yes.
And if you think you're going to be moving the character back at some point, right after you move them the first time, you can create a new character in the slot they freed up with the same name to hold it for you. Then, when you're ready to move back, just delete the temp character just before transferring. -
I just logged into my second account, which doesn't have the Animal Pack, and it appears that Electric Knight is right; I couldn't find locked Monstrous Pants on my main account because I have the full bundle (so they're unlocked), and I don't have access on my second.

Actually, it's 4 days to get the powers, and 4 days to go back to Hero alignment. And no, I don't agree; it's a price I happily pay on any Hero that wants Patron Powers.

I was hoping to push the tank all the way to 50, but I'm happy with how close he got. He also got TFC, and I just have to run around for a couple explores and histories to finish off Atlas and FP Reserve.
And when I logged in to do my repeatable stuff in DA, I popped out of a mission on top of a group of 7 grey Tsoo, so I hit them with Judgement. Rare Invention Salvage, Incarnate Thread and a Catalyst off one-shotting seven grey minions. -
I can't find a locked version of Monstrous Fur anywhere.
Are the pieces being locked out when you use the costume creator and when you add them to existing characters that don't have it yet, or only on characters that already have it? I suspect that the piece has been changed internally, making the old reference invalid, and you just have to change the piece to the new reference.
Normally, when this happens, the locked out version just doesn't show up in the list, but this might be a glitch related to the store-style costume piece list. -
For those who aren't good with coordinates (since they AREN'T convenient to use), select Pocket D on your map while in Port Oakes, go to the door it selects, and walk around the side of the building to the right. He's about 1/3 of the way around the building.

If you check the store, you'll notice that there's a System Purchase of the Alignment System - That would be useless for anyone other than Premiums, since VIPs get it for free. -

If you have an IO license, then yes, they will drop - doesn't matter if that license is purchased, the permanent one from rewards, or the one included in VIP.
