Once you've unlocked these Archetypes, you can unlock existing characters of those ATs or create new ones normally. -
It looks like you're a free player. Free players can't use IOs unless they have an Invention License, or have 27+ Reward Tokens (enough to complete Tier 7 on the Rewards Tree).
Are the enhancements that you're trying to place IOs? If they are, then they're non-functioning as long as you don't have an Invention License (which is why you're not allowed to reslot them).
Rather than respeccing, I recommend that you go to a Trainer and choose "Train to a new level of power" and then "Select or Rename your active build". Choose to select your Build 2, and then train to your current level (it will start at level 1, but you'll still have the same amount of XP, so you can train to the same level you were at before). Once you're trained up, you'll need to reslot with Single Origin enhancements and/or Hamidon Enhancements.
If you really want the IOs back, an Invention license only costs 160 points, so $5 worth of points will reactivate your IOs for 2 months, with points left over. -

And as Kistune said - after the first time, you always have the option to skip the tutorial. My villains always start in the Rogue Isles, because I never do the tutorial. -
The +heal only affects Heals. Anything that accepts Heal SOs, but isn't a heal (+Regen, +Max HP, etc) isn't affected. Also, Heals that have a Resist component (Such as the Toxic resist in Healing Flames) are unaffected by +heal set bonuses.

That is correct - all teammates must be in the same zone or mission to get credit. Any that are out of zone lose out.

If you have a Hero Accolade Badge, and become a Villain, you are automatically awarded the corresponding Villain Badge and Accolade Power. The two do NOT stack - the Hero power greys out on your list and ceases to function, with the Villain version taking over. In the case of click Accolades, the Hero version will become unclickable; you'll have to find the Villain version in your powers list and put it on your tray instead. When you switch back to Hero, the Villain versions will stop working, and the Hero ones will start up again.

When I'm hunting Fakes in the shard, I just do circuits around a single island. The groups won't reset if you don't disturb them (you'll see the same guys every time you loop around), but if you do so much as aggro a single minion, the next time you get far enough away from the spawn point and come back, it'll be a different group there. If I find that I'm circling the island without seeing any Fakes at all, I'll just toss a [Throwing Knife] into each spawn for one loop to reset the whole island. The same trick works anywhere, as long as your loop is big enough that spawn points will respawn before you get back.

Honestly, I'm not sure either of those reasons warrant the End crash when it wears off.
If you don't have them already, grab your Accolade badges. Born in Battle and Marshal will each add 10 points to your max end, and [http://paragonwiki.com/wiki/Demonic_Badge][Demonic[/url] is (in my opinion) a better godmode than any of the crashing ones (like Elude). -

-In powers that have NO effect unless an enemy is in range (Invincibility, Against All Odds, Rise to the Challenge), the toggle is considered inactive unless there is an enemy in range. If you stand there with the toggle running but no enemy nearby, it will never even try to proc.
-The proc actually triggers every time the power "ticks", but if it's in a toggle or autopower, any time it makes a check (regardless of if it procs or not), it suppresses itself for 10 seconds. So if it's in a fast recharging toggle and you flip it on and off quickly, or if it's in one of the powers I listed above and you're running in and out of range, it won't check again during that 10 second period. Click powers don't trigger this "proc suppression".
(Note that the above points apply to any proc in a toggle, not just GSFC) -
There is no singular best.
The one that solos AVs best isn't going to be the top candidate for melting huge spawns. The one that obliterates mass spawns isn't going to be the top of the list for singular hard targets. And the one that balances both is going to be somewhere in the middle on both lists.
With regards to tanking (for the brute), that just adds another layer. A Stone brute will tank better than most other brutes, but won't be able to compete in damage dealing. A Super Reflexes brute will do great against a single tough opponent since they can avoid most attacks, and have built-in +recharge, but if you put them in a large mob, the 5% chance to get hit combined with tons of attacks will quickly wear them down. p
There's too many variables to say that one particular combo is "always the best."
For brutes, SS paired with Fire, Dark or Elec and a high defense, high recharge build are likely high ranking contenders. /Invuln can be nearly untouchable with a high end build, but it lacks the quick self heal and the damage aura that the others have. Defense-based sets are harder to max out, because it's far easier to add defense to a resistance set than to add resistance to a defense set. Electric, Claws, Street Justice and Titan Weapons are all viable options for primaries, but SS is probably the best in most situations.
For Scrappers, Dark/Shield/(an epic with a fast AoE) is probably my top pick. Strong single target attacks plus the damage buffs from Soul Drain and Against All Odds, Softcapped defense and moderate resists, a heal in the primary, and by walking into the middle of a group and hitting Soul Drain, Shield Charge, Fire Ball, you're likely to wipe out all the minions and most of the Lts, especially with Musculature and Reactive Incarnate powers.
Fire/Shield will do more damage and better AoE, but will need to rely on the Medicine Pool, Inspirations, or Rebirth Destiny for healing when things go downhill. -
Some advice concerning the proc:
The regular proc procs 4 times per minute, the Superior one procs 5 times per minute. This means that if you can find a single target attack with a base recharge of 15 sec or longer, it will proc every time you use it (12+ sec for the superior version).
Chain Induction is an excellent attack that you should be using as often as possible. It also has a 14 second recharge. If you slot the regular proc there, it will add 5 fury 93% of the time. with the superior proc, it will add 7 fury every time. With reasonable slotting ans set bonuses, it isn't unreasonable to expect the power to be recharged every 5-7 seconds.
In comparison, Charged Brawl has a 3 second recharge, and Havoc Punch is 6 seconds. CB would proc 20% of the time (25% for the superior), and HP would proc 40% (or 50%) of the time. While it's still a good proc rate, and should give the same results over time, the random number generator is fickle, and if you give it a chance to fail several times in a row, eventually it will. If you can, why not make it fire every time? -

The portal giving access to Praetoria wouldn't necessarily mean that it would allow low level Praetorians to leave - after all, there's already at least two ways for Primals to enter Praetoria, but Praetorians can't leave. I imagine this is a design choice, as someone with a Praetorian alignment would likely interact oddly with Primal contacts.
I could be wrong. But until the Beta server opens up, the only people who could tell you, aren't allowed to. -
I remember a thread in which people were requesting ranged powers in Pools, specifically, a throwing star or pistol (similar to the temp power), and Castle said that, in order for it to be balanced, it would probably end up weaker than the pistol temp. He also said that AoEs would likely be even weaker.
Now, Castle's not around any more, so what he said isn't the last word any more, and we even did get an AoE in a pool (and it's not so weak it would be useless). However, pets are arguably far stronger than a simple ranged attack or AoE, so balance would be an issue.
First, there's no way we would get a permanent pet in a power pool - we don't even get them in patron pools. And I really doubt that we'd get the option of upgrading them the way henchmen are, as was suggested upthread.
I'm guessing that the best we'd ever see is a minion-class pet (ie, squishy with weak attacks) that's set up as a toggle with a 2 minute duration and 2-6 minute recharge. As a toggle pet, it would be exclusive with all other vanity/buff pets, and wouldn't start recharging until toggled off, meaning it could never be made permanent.
Of course, a pool pet would be an even bigger headache than Masterminds are for the devs - how do they decide what ONE pet (or at most, five, since pools have up to five powers) is offered to players. How do they decide what pet(s) are offered? And how many players have to be banned from the forums to stop the screaming when someone's favourite idea doesn't get used?
It would be cool, but it would be too much work for too little return and too much hassle. So to respond in the spirit of your other threads...

Step 1 - Do pretty much ANY mission in the game that involves bombs.
Step 2 - Blow yourself up.
This has been a huge gripe of mine for ages. Any time you set a bomb, you forget to include a detonator, or a timer, or anything. You just hook the explosives to the battery, or light a 1/8" fuse or whatever and BOOM! it blows up in your face.
Yeah, the damage is incredibly minor, and you have to stand in it for a really long time to die from it, if you ever do, but it's just downright insulting. And it happens almost every time you set a bomb.
Mayhem Arson Side-missions - Blow yourself up.
Operative Kuzmin - Blow yourself up.
Lt. Harris - Blow yourself up.
Max - Blow yourself up - TWICE.
Seriously, can we stop assuming that all of our heroes and villains are too stupid to not blow up the bombs while they're still in their hands? Please?
