  1. Tech help forum is Here.

HTML no longer functions in chat binds, so you need to remove it from your chat binds. Assuming you're using your enter key to start chat, use /unbind enter to revert it to its default function.

If the key you're pressing has other stuff in it - like commands to send your chat to a global channel - type /showbind x (replacing "x" with the name of the key you're using), copy whatever it returns (it will be in the system messages channel which is normally green and defaults to the Global tab), and rebind it to that key with the HTML removed.

  3. In most cases, that's a Mids' error. All melee attacks are flagged to ignore range boosts. However, all melee attacks have a range of 7'. If the power has a longer range (KO Blow, for example), it used to benefit from the Dam/Range HOs. I haven't tried this since before the Hami-O adjustment though, so it may not work at all any more.

I am not 100% sure on this, but I don't believe that the system will let you unlock a character that cannot be played (ie, Controller, Mastermind or EAT that hasn't been purchased or unlocked).

(becoming VIP for a month then lapsing might make you rechoose, but I've not tried to confirm that).
When you lapse from VIP to Premium, all your characters are re-locked, and must be re-unlocked. Yes, you can choose different characters to unlock each time you lapse to Premium.

So... The pop-up that said that I can't scan money because it's evil and bad is a PEBCAK. Okay then.

Maybe it's something specific to a certain brand of scanners (I've always had Lexmark), maybe it's a requirement of Canadian law, and isn't included in the drivers distributed to other countries. But EVERY time I've tried to scan money, I've gotten an error message telling me that I'm not allowed to scan money.

Hm. I can't even share a screenshot, because my scanner is in storage right now, so I tried to search for an image of the error message. All I can find is error messages from Photoshop saying you can scan bank notes, but not print them. However, I did find this British article stating that it is, in fact, illegal to scan bank notes. I suspect that it is a matter of different countries' laws.

By that logic, Recharge SOs shouldn't affect the proc rate either, because Damage SOs don't alter the damage, and Accuracy SOs don't alter the proc cap.

Just like we had people screaming that we needed to raise the level cap the last few times THEY did, we have to copy them for the good of the game! Or we'll all die! DOOooOOooOOooOOM!!!

Seriously, I can't think of anything I want to play that can't be accomplished with the current ATs. We might need new power sets to make some things I'd want, but not new ATs.

Most scanner software recognizes money and refuses to scan it, to help prevent counterfeiting (some printer software will do the same thing). What's crazy is that I once tried to scan two pennies, because I was going to type "My two cents" over them and attach it to a forum post, and the scanner refused to let me. Because I was obviously going to scan and print out a whole bunch of pennies and get rich off my genius counterfeiting scheme.

In this case, Spiritual reduces the chance you will get a purple proc in GFS by 10% and 7% of a normal proc.
Spiritual is reducing the proc chance, but it's increasing the number of times you can use the attack, raising both the damage from the attack, and the number of rolls being made. It is very possible that slotting Spiritual will increase your DPS, even with the reduced proc chance. If it DOES reduce your DPS, then slot a different Alpha instead.

There are already numerous things I can do to my build that improve performance one way while decreasing it another. Why is it so horrible that they add somewhere else that you need to make a choice?

Your proc chance is more than doubling (33% to 71% and 20% to 47%). How is this "harming" your build? You're getting a slightly smaller buff than you could if you made a different build choice, but it's still a significant buff.

    Thank you for clarifying.

I am going to have to put down some examples when I get home later to try and make it clear to everyone how troubling this is. Entire percentages for proc activation will be lost for gains that amount to less than a second from recharge enhancements in several powers on a build with very high global recharge rates. I only hope this concern isn't lost on the rest of the community.
While it is a potential issue (that was brought up WAY upthread), it's not that hard to rectify - slot less recharge. The global recharge in the power won't factor into the proc calculation, and if adding a 50+5 Recharge IO only takes 2 seconds off the power, but reduces the proc rate by 10%, slot something else that benefits you more.

EDIT: I somehow missed your reply where you came to the same conclusion as I just posted. The thing is, you aren't all that unique for noticing this. People noticed the same thing in the first few posts after Synapse's revised proposal, and said "well, I can just slot less recharge and let global recharge speed me up, and get a higher proc chance".
The only reason nobody else was worried about your "recharge toxicity" is because everyone was already over it BEFORE you flipped your lid.

Just to list the most common slottings of BU/Aim to put it in comparison:

    2 Rectified Reticle (S/L bonus) ----------------------16% rchg
    2 Rectified Reticle (S/L bonus)+lvl 50 rchg IO --- 58.4% rchg
3 Gaussian incl proc (HP bonus) -------------------- 53% rchg
    6 Gaussins (positional bonuses) ------------------- 73.78% rchg
2 Adjusted Targetting (dmg bonus) --------------- 68.9% rchg

All of that is not much higher than 40% and should retain very high proc chance on the BU proc.
    Easier math version:

100% is pretty much the most you can slot into a power (barring Alpha). 100% recharge drops a 90s power to 45s. 45s is 75% of 60s, so BU with 100% recharge has a 75% proc rate (assuming 1 PPM).

I don't have a computer with Mids' at hand right now, but I'm pretty sure that 6-slotting 50+5 common IOs and a T4 Alpha is going to get somewhere around 140% recharge. That gives a 40s recharge. 40s is 66.7% of 60s, so a 1 PPM proc in BU should never drop below 66.7%

This is a MASSIVE nerf to the Stalker ATO proc, especially since the 100% proc rate in Assassin Strike was stated to be working as intended.

Slotting the full set in Assassin Strike (At level 50, counting the recharge from the set and the +Recharge set bonus, but no other sources of recharge) gives a 48% proc rate for the regular and 59% for the purple versions.
Proc rate being calculated off the actual recharge means high-recharge builds are penalized even worse: A stalker with the full purple set slotted in AS and 100% global recharge (for example: Purple set bonus, Quickness from SR and Hasten active) will have a 41.6% proc rate. Sufficient recharge for perma-hasten drops it to less than 33%

Even if the proc rate were doubled, a Stalker would only ever hit the 90% proc rate cap if they had virtually no +recharge bonuses.

I doubt they ever would, mind you.
How about a "Reactivate a Premium account for free, once every 3 months" deal?

The Referral deal can be used on any account that has been inactive for 3 months or more (including Premium accounts, even ones that have previously used a Referral code). When you use the Referral code, the invited friend (ie, your Premium account) reactivates for the regular $15 cost and gets a 500 point bonus, and the invitee (ie your main account) gets a month of free game time.

Just stagger which accounts you are referring, and each Premium account will get one month of VIP time + 500 bonus points out of every four months, while your main account continues as it is right now, at no extra cost.
  20. At "normal" difficulty levels (ie, +0x1, +0x2, +1x1, +1x2, +2x1 - the original difficulty settings) a Shield character should have no problem with any content, even Incarnate content, even without hitting the 45% softcap. Reaching the Incarnate Softcap would only be necessary when increasing your difficulty to levels that are intended to be team content.

The 400 points are the same as the 400 points that any other VIP gets. As such, they should award with the activation of the account. Of course, if point awarding is still wonky (It's supposed to be fixed now, but I haven't had my subscription date come up since that announcement), it may come a bit later, but points are never supposed to come at the end of the month; only Reward Tokens are.

The Brute's Fury proc triggers on a per activation basis rather than a per target, because it was producing far too high returns in AoEs (particularly damage auras). Because of this, it works identically in Single Target and AoE attacks, assuming that they have the same recharge.

What's your opinion on redraw? Regen is a VERY clicky set, so pairing it with any weapon set will cause a lot of redraw. If you're one of the people who loathe it, avoid the BS/Regen pairing.
