Your To-Hit slotting has to be pretty close to maxxed out there. I'd say that the numbers you're showing there are even more proof that the number was carefully selected, and not just picked out of the blue. -
There's three ways burn could handle procs. I'm not sure which is used by the game.
1- Both the frontloaded damage (dealt by you) and the DoT (dealt by the pseudopet) have a chance to proc.
2- The frontloaded damage has a chance to proc, but the DoT is flagged to ignore procs.
3- The frontloaded damage is flagged to ignore procs, but the DoT has a chance to proc.
4- It's possible that both are flagged to ignore procs, but that's highly unlikely.
In the cases of 1 and 2, there will be a chance for it to proc when you cast it.
For 1 and 3, there will be a chance to proc when the pet is summoned. If the pet lasts exactly 10s or less, there will be no second proc chance. If the pet lasts more than 10s, there will be a second proc chance on the first tick of damage after 10s has passed.
In the case of #1, there would be a small chance of it proccing twice on cast - for a 20% proc, there would be a 4% chance for a "double proc". Even a purple proc would only have an 11% chance, if it's even possible.
EDIT: City of Data says that the pet lasts 10s. That means that it dies just as the "Don't check for procs" timer runs out. It would need one more tick of damage added to have a chance for a proc on the final tick. That means that any prock checks are made at the beginning. And I think that it's likely that something is flagged to not check, so there wouldn't be a chance for a double proc. -

Was it some sort of inside joke to make the Calibrated Accuracy IO set to appear to be even more stupid?
I suspect that the number was picked so that unslotted Aim was enough to trigger the effect, but fully slotted Build Up was not. Since "Three small yellow inspirations" has been mentioned a few times, it was probably part of the design decision as well. -

Hawk already said that it doesn't need to hit anything to buff you, and the recharge is far quicker than the duration of the buff, so you'll be able to use it for both effects as you need to. -

A minor passive S/L resist is rather silly on a blaster, but a minor mag threshold against everything but KB...golly, that's almost OP.
Wolf Spider Armor is 3% S/L, 2% Psi resist (About 4%/2.4% slotted), and a mag 2 mez protect.
That's a pretty large nerf to the resistances, especially when many don't even think that Body Armor is worth it in the first place. In return, you get mag 2 mez protect, when most mezzes are mag 3. Wolf Spider Armor is meant for the pre-24 game; after that, you should be using Bane or Crab Armor.
Crab Armor is the same as Wolf spider, but mag 4 mez protect. This would be better, but the resistance is still pretty underwhelming.
Bane Armor is 7.5% Resist All (10.5% slotted). That's weaker than Body Armor, but covers all damage types. It has mag 4 mez protect (like Crab Armor), and a small +Max HP.
Mag 4 covers ONE mez, or two if they're only mag 2 each, so stacked mez would still stop a blaster using a Bane Armor clone. Giving both Resist All and +HP to a blaster via autopower MIGHT be overpowered, but not necessarily. If Body Armor was replaced with an Arachnos Soldier armor clone, I'd recommend Bane Armor, or Bane Armor with the +HP removed.

Earlier in the thread, someone suggested a "charged" mez protect, and you said you didn't want to use the method they suggested, because it would encourage standing around, waiting for it to recharge between fights.
In light of that, I'm making a similar suggestion, that also highlights the "defiance" aspect of blasters:
Add a small amount of mez protect to each of the three attacks that can be used while mezzed. I'm thinking mag 0.5 on each, with a duration of 20-30 seconds each. This buff would be flagged "Only when Held, Asleep, Stunned, or Immobilized". That way, blasters would remain vulnerable to mezzes, but they'd be able to fight their way free, with a short duration of immunity once they are free.
EDIT: D'oh! I just went through the Dev Digest and picked out Arbiter Hawk's responses, and replied without noticing that at least one other had suggested the same thing! Hawkward!
But I guess that means that it's a good idea, right?
EDIT2: As another "act of defiance", would it be possible to make ALL blaster toggles (including offensive ones) suppress when mezzed, so that when you do get mezzed, you don't have to stop attacking and toggle back up? -
The orange text is part of the standard mission briefing; it always shows up, regardless of your eligibility. If you weren't seeing it, that just means you were doing missions with no undercover objectives.

Sorry if I was unclear. I wasn't saying that Think Tank blocks ALL auras, just the eye ones. I think that "Head" auras that include an eye glow are either also excluded, or have the eye glow removed. I'm not sure, and not at a computer, so I can't check.
It's been known for a while that mixing a properly colored Think Tank with certain head auras makes it appear like your character is headless, and yes, that is a rather cool effect. Also cool that you found it with the random button; the odds of that aren't very high. -
Yeah, eye auras don't line up right. You'd end up with glowing cheeks, most likely.
There was (is?) a glitch with the Think Tank that MAY work with beast heads.
-Choose a normal head.
-Select the aura you want.
-Switch back to the Think Tank.
The system doesn't notice that you've got an invalid combination, and lets it stay. If you even click on the Aura button, it will realize that it's a bad combo, and change the aura, but if you stay out of that category, you can change anything else.
It's been a long time since I've done this, so I don't know if it's still possible. I'm pretty sure it is technically a bug, and will get fixed eventually (if it isn't already).
I've never tried this with Beast heads. It may work, it may never have worked. I really don't know. -
How to go undercover:
1- Start as a Loyalist.
2- Switch to Resistance.
3- Do Resistance missions, and call Marchand when directed to.
-or-
1- Start as Resistance.
2- Switch to Loyalist.
3- Do Loyalist missions, calling Calvin as directed.
You can only work undercover FOR the faction you originally picked in the tutorial (or on the character select screen, if you skipped the tutorial). You can only go undercover while a member of the faction you did NOT choose when you started.
From what I read in your posts, you were never eligible to go undercover, because you started Loyalist and stayed Loyalist.
EDIT: Selecting the mission is not necessary; if you have a mission with an "undercover objective", calling Scott or Marchand will automatically trigger that dialog before they give their standard dialog. The same goes for any other contact that you are sent to talk to when they would normally give standard dialog ("Talk to Ms Liberty" completes the mission rather than opening the Trainer dialog, talking to one of the side quest characters on Vincent Ross' arc gives the arc-related dialog before they try to hand out missions, etc). -
It's quite possible that he actually does mean "AV". It probably would be AE as you stated, but if the new thing involves farming Archvillains, then "AV map" makes sense to me for what it would be called.

Also, I would be surprised if the Devs had that ability. While they share their "redname" status with the Community Mods, I doubt that they have the same permission levels as the Mods do. -
Does that work in Flashback? I don't think I've ever tried, but I didn't think you were supposed to be able to abandon missions in TF/Flashback mode.

I can't find Mecha Armor anywhere in the Paragon Market. It IS in the Paragon Rewards Tree, however. Someone should fix that. -

I have no idea what you're talking about. However, the idea of running a MMO on a cellphone sounds like a bad idea, considering that just browsing forums on my phone can occasionally get me warnings about approaching the monthly data limit for my plan.

That's the one I used. Instead of doing the whole arc, or quitting the flashback and going to Ouro to get it back, just log off after killing all the dudes, but before completing the mission (or with one dude left on the map. Can't remember if it's a kill all). When you log back in, the mission will be reset.

When switching sides, it is a good idea to make sure that no contacts have the open book icon beside them BEFORE switching. -
I must be doing something wrong. I walk up to them, smack them around, let them get back up, and beat them down again. Yeah, the debuff sucks, but it's easier to deal with than a lot of other debuffs that have been there since day 1.
If I'm solo, they have so little health that it's trivial to drop them again. If I'm on a team, they go down just as fast as any other Boss. It's not like they've got EB level HP or Resistance.
That said, I'd like it if there was a delay before they rezzed, just like every other Freak, so that there's an option for meleers who don't have Knockback. An emphatic NO to the additional screen spam, though.
