After I had posted, I had considered the possibility that you had deleted a post.
I was thinking that it was odd that he couldn't tell us apart. -

EDIT: Ironblade's post says that I shouldn't be able to get the 40's, because my slider is set wrong. If you read what it says on each of the Recipe Roll windows though (Yes, it's partially obscured on my screenshot), it explicitly states how it works, and contradicts what Ironblade is saying. -

I don't care what anyone says, riddling an enemies' body with bullets, even "rubber" ones fired from the fully automated gatling gun, would probably kill the enemy.

So, if you're level 50 and you set the slider to 45, you have zero chance of getting a recipe that occurs at level 10-40. The only recipes possible will be those that can drop at level 45.
I leave my slider at the default level (50) and roll in 40-44 (By clicking on the 40-44 button) and have often gotten recipes that cap at 40. The slider does nothing to random rolls. -

If you roll however, the slider does squat. For rolls, the recipe is at your exact level, or the highest level it exists at (if you are higher), or the lowest level it exists at (if you are lower).
The slider only affects direct purchases. -
That issue was supposedly fixed before Shield Charge was available. I can't say from experience on LR, but my procs in my Shield Charge definitely hit the enemy, and not me.

Single Origins of all levels, including the low-level ones known as "Yin-O's", are available on both sides. Mr. Yin's store just makes it easier to get certain ones on blue side.
Anyone who has an open slot in their enhancement tray will get a random Single Origin that matches their origin and level (possibly with a +/- 1 level variation) when their team defeats an Archvillian. I have had level 1 SOs on characters before. -

Like Sam said, that's just the feet. Well, shins too, but from the knee up, it's the exact same options that normal legs have, and none of them look right with those blocky, mechanical feet - The leg options are all rounded and natural looking.

You could still have the same scenario ifthe brute and blaster were on the same team in RWZ, and one set a non-Hero-flagged mission in a hero zone. The brute can fire his mission porter, but it will fail.
What the Hero/Villain flag does is stop the mission from even being selected with the wrong mix on the team. And I suspect that's what happened to the OP. If they had a Hero only mission active (red star on the mission rather than yellow), then a villain can't join the team until the mission is completed or de-selected. -
When they revamped Dark Melee, Soul Drain got a big change. I don't know the exact numbers, but City of Data should be able to fill in the details.
Soul Drain now gives two buffs. The first gives a large bonus, about half of Build Up, that is flagged to not stack. The second gives a smaller bonus that does stack, and can hit up to 10 targets.
Even hitting only one target gives a noticeable boost, and it lasts 30 seconds. My just barely perma-hasten Dark/SR scrapper has about 5 seconds of downtime on Soul Drain, when he's just trying to keep it up, rather than firing it when saturated. If you have recharge in the realm of what Werner mentioned, you should easily be able to close that gap, maybe even squeeze in one attack at double-stacked SD.
If I remember what the number crunchers said when the revamp happened, Soul Drain is now twice as strong as the old version off one target, the same bonus at 8, and slightly weaker (but barely noticably) than the old version at 10 targets. -

When the first person enters the mission, the Flyer spawns, and a 20 minute timer starts. When that timer runs out, a new flyer spawns (despawning the old one if it's still there), and the 20 minute timer restarts. It never matters when you killed the flyer, just when it spawned in. -
To my knowledge, there are two bugs with the Statesman TF:
1- When an enemy spawns in, they are untargetable for a moment. The Repairmen start their heal, and finish the interruptable part, before they are targetable, meaning that they'll almost always get a heal in before they can be hit. They never spawn on dead towers though. In addition to Knockback, Fear and Avoid effects can result in them heading away from "their" tower, and fixing a dead one.
2- There are two versions of the Flyer. Both are identical in stats, but one drops merits, the other doesn't. Castle posted once that the wrong one spawns in the STF, but he couldn't figure out why it was calling the wrong one. So until then, free merits! Yay! -

The same dev who did that (Horatio, I think), said that they don't have any way to automate the system. The automated system used during Issue 9 beta no longer exists, it was a server that has since been repurposed for numerous reasons since then. -
Those are all the same options that have been available to Masterminds since Weapon Customization was introduced. Since Dual Pistols is currently in its pre-release phase, I'm not surprised that there are no new models yet.
Brawler started a thread in the Suggestions forum ages ago asking what people wanted for Dual Pistol skins. I expect that the fruits of that thread will be seen when Going Rogue goes live. -
I like how he just "accidentally" showed that he has at least 20 purples in that build.
(Ultimate Recharge bonus 40% = 4 set of purples 5 slotted at least)

Its obtained from Stephanie Peebles (Striga Isle), I think the mission arc is called "recover the ring" or something. Has a 2 hour duration, can be re-done, as far as I remember.
Note that if you do the arc by flashback the first time, you get the full strength temp power; it only echoes after you have had it at least once. I cannot confirm this, but I believe the echo is granted if the arc has a star beside it in the flashback list, meaning that if you never do the "real" arc and then get the temp power then drop the flashback before completing it, you should get the full strength power every time. -
Well..... I don't really consider the "Popups off" to be a mistake. But that's because my computer sucks, and if I accidentally drag my mouse pointer across the Mids' screen, it lags horribly trying to generate all those popups. :P
