I think that this is one of those "good in theory, bad in practice" ideas.
As others have said, there are some significant technical hurdles to surmount.
There's also the perception problem. People who farm a lot will be upset that they suddenly make 100,000/hour for every million/hour they used to get. People who don't really pay attention will take their shiny new purple and list it on the market for 300 million, when it's really only worth 30 million. And other things people will do because they're used to doing it that way. -

As Fleeting Whiser said, anything on the market, even if it's just stored, is on the market server, not your character file, meaning that, yes, everyone did lose access to their stored items, but it'll come back when the market server is restored. -
In before "What server?" and the subsequent mocking for server not mattering because of the new mail feature.

Actually, the anniversary is the 28th.... However, the badge typically is awarded throughout the month of May.
Usually for the last couple days of April, but they probably wanted to let i17 run "normally" a few days before activating the event that grants badges, just to make sure there's no weird glitches. -

The above answer would have been correct, if there were some reason for everyone to be rushing to the NC store today, like a nw booster. But there isn't, so it's not.
There are two purchase limits on the NC store. One is set by them, one by you. The one set by them prevents you from going over a certain amount per day in purchases, to protect themselves from fraud. It's on a 24 hour timer, so if you've been waiting over a day, it should release soon.
The other is set by you. I've never run into it, so I don't know where to find it, or what the default value is. It's there so that Mommy can set a limit on how much Junior can spend per month, so that he doesn't go into the in-game store and max out his slots on every server, and then move 100 characters to new homes. You should be able to locate it somewhere in your NCSoft master account. Either increase the amount, or wait for its timer to run out. Or pay with a different card than the one on file, or use PayPal.
EDIT: You and Icelock both posted while I was typing. It's almost guaranteed to be your monthly limit.
RE-EDIT: I just checked my Master Account. I couldn't figure out how to change the amount (possibly because I'm on a phone), but if you log in at http://plaync.com and go to Billing Summary, it will show your 30-day limit, and how much you've used. -

Go to Windowed mode and shrink your window. You'll see the extra space disappear when you shrink the screen enough.
One of the devs responded to one of the (many) threads asking the same thing in Beta. I think it was Castle. Either way, the answer was "There are currently no plans to increase the maximum number of slots per power beyond six." -
Also note that you do not need to log in a level 20+ on the same server as you want the Epic AT on. Once you've unlecked an EAT, you can roll one on any server, even one you don't have any characters on yet.

All enhancements add their value to a base of 100%. The base is then multiplied or divided by that modified number, based on whether it is an increase (damage, defense, hold duration, etc) or a reduction (endurance cost, recharge, etc).
Knockback is an additive enhancement. Theoretically, they could add a new class of enhancement that adds a negative number to the base, but then, by slotting enough, it would be possible to reduce the Knockback to 0% or even negative numbers, which could have all sorts of buggy implications. They could avoid this by capping the max enhancement value, but then you get powers like Nova and Rise of the Phoenix, with mag 12 Knockback. If enhancements were capped at -90%, these would still be mag 1.2, failing to accomplish the KB > KD conversion.
And all of this ignores the fact that you'd be adding in a way to reduce costs linearly, where all previous reductions have been on a curve. Converting Knockback to the curve would make existing Knockback enhancements increase KB mag exponentially, rather than linearly, which, while amusing, would be bad when you hit the AV with a mag 250 KB, and then couldn't find him, because he's now several thousand miles outside the boundaries of the map.
I have no access to the code, so I have no idea if it's posible for an attribute to be affected by both additive and reductive enhancements. I suspect that it's not, without the addition of new code. Even then, new problems arise. Many interactions between the two systems have to be taken into account, because it will be possible to slot both types, and eventually, someone will.
Also, there's the question of whether or not the added steps will significantly impact server performance. When Castle was asked about making it so phased creatures could attack phased creatures, but not unphased ones, he commented on the extra checks causing latency issues. But, as I understand it, some variation on that rule now exists in PVP, so that particular issue may not exist - the server upgrade a while back may have made the extra checks trivial. -

And anyways, one of the devs already said that the Crab pack has no way to tell if you have Crab powers in your current build, just if you had taken any, ever, in any build, and that there was no easy way to fix it. -

When I was playing WoW, if there was a major change to how Rogues played, my Hunter didn't get a free respec, only Rogues did.
When Energy Aura got changed, all my brutes, and all my non-brutes got free respecs, even though none of them were EA.
When Gaussian's Unique got fixed, all my toons got a respec, even though none of them even had one slotted, let alone multiples.
When they give the freespec to everyone who needs one, it's what is expected to allow people to continue to play substantially changed characters. When they give everyone a respec, regardless of who was affected, it's a gift. -

First off, the right place would have been the Suggestions and Ideas forum, down in the For Fun section.
Secondly, it depends on how it was implemented. If the NPC only sold to you, it would get a big, hearty NO from me. There's already enough cool toys that the 6+ year vets get that the new players don't that we don't need more disparity. However, if this NPC sold to anyone who clicked on it, like the Crafting Table accolade power, then I would emphatically agree with this power, since the vet could summon it to help out his newbie friends too.
I think it would need to have a very long timer - a half hour or more, and probably sell inspirations at double normal price or more to be balanced. Not sure if selling stuff to it is a good idea though. That's something that the devs would definitely have to take into consideration. -
The "Looking for team" message defaults to grey/Not Looking. Most people never change it. Send a /tell to them, they may surprise you. If they say "No thanks", just shrug and move on. If they freak out at you for asking when they weren't looking, they should have set themselves to red/Not accepting, and you don't want to team with that sort anyways. Move along and ignore their snark. And of course, as mentioned before, Global Channels are your friend. If you intend on staying on Freedom, go to their server forum, down a bit from this one, and post there asking where to find a good channel. Make sure you mention your interests: Badging, TFs, PVP, Random teams, Redside, Blueside, etc. That way, they can suggest the channels most likely to suit your interests.

It sounds like it's going to be a reprise of last year's Chaos Event; ie, devs, mods, and/or GMs randomly spawning whatever Monsters, Giant Monsters and Archvillains they want in mass numbers on top of people for mass badges, merits and XP.
